CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:02 p.rn., in Council
Chambers, City Hall, Federal Way, Washington,
City Council present: Mayor MahIon "Skip" Priest, Deputy Mayor Hope Elder, Councilmembers
Mary Gates, Phil Watkins, Jack Dovey, Ron Gintz and Michael Park
City Staff present:

Councilmember Jack Dovey led the flag salute.

PRESENTATIONS

Certificate/School District & City Emergency Preparedness
Poster Contest Winner
Councilmember Elder stated April is Emergency Preparedness Month in Washington, To raise
public awareness, the City and Federal Way School District co-sponsored a poster contest for area
third grade classes focusing on disaster preparedness with the theme being "Prepare Because You
Care." She thanked Ray Shaw & Jeff Aldrich, school security, for their efforts in coordinating
school participation, The winner of the contest is Jonathan Arreola, Lake Grove Elementary. His
poster was sent to the Washington State Capitol for display during April 15-19, 1996,
Councilmember Elder presented Jonathan with a Certificate of Achievement,

Arts Commission Introductions
Councilmember Gintz introduced and presented certificates to new Arts Commission members
David Campbell, Peggy LaPorte, Pat Curran, Donna Roe, Michael Martin and Joann Piquette,
Robert Ratcliff was not present,

CITIZEN COMMENT
John Felleisen, Diversity Commission member, spoke in favor of the choice City Manager made in
our Police Chief.

John Metcalf spoke in favor of the King County bond and noted hesitancy on Council's part at the
3/19/96 meeting, He stated Council should keep an open mind and the property would make a
great city park to "latch" on to,
Mary Ehlis, on behalf of Family Fest, thanked the Council for their continued support of Family
Fest, The event will take place July 6 & 7 this year and will include a Scout-O-Rama and parade,
H, David Kaplan stated all interested parties should attend the 4/8/96 public meeting of an
informational nature regarding the King County bond issue,

CITY COUNCIL REPORTS
Councilmember Park reported the next Public Safety/Human Services Committee meeting is set for
April 18, 1996, at 4:30 p,m,
Councilmember Phil Watkins reported LUTC/Joint Council Meetings are set for April 15, 1996, &
May 6, 1996, Next, Councilmember Watkins moved approval to send a letter, under Mayor
Priest's signature, to the Executive Board of the Puget Sound Regional Council, stating the
importance and integrity of the process and ensuring we are on the record expressing concern the
process might be founded violate by the Port of Seattle; second by Deputy Mayor Hope Elder.

Councilmember Ron Gintz reported the next Finance Committee Meeting is set for April 25, 1996,
at 7:30 a,m
Deputy Mayor Hope Elder reported she was recommended for appointment to the Law & Justice
Committee.
Councilmember Jack Dovey reported the next Parks Committee meeting is set for April 15, 1996,
at 8:00 a,m" and the ParksIRecreation Commission interviews are set for April 16, 1996,
beginning at 4:00 p,m,
Councilmember Mary Gates reported the legislative procedure which was approved recently at a
Council meeting will now move into action with Governor Lowry's finalization of what he chose to
accept or not accept from the legislature as of May 1, 1996, She stated a goal is to take the
legislative issues which go to each Council Committee before those Committees as soon as possible
and any issues which are left will go to the May 7, 1996, 6:00 p,m, session before the regular
meeting of the Council. The Resolutions Committee Meeting of AWC is set for May 10, 1996,
Suburban Cities will hold continued discussions on the park bond this week, Regional Transit
Committee fare policies, which passed out of the Regional Transit Committee, have been referred
to the Budget Committee of King County Council and will be heard on the agenda at 1:30 p,m,
tomorrow, Staff at Suburban Cities will monitor the situation, She submitted a written report to
Council on the RT A which is the second to last report, The summary of the 3/22/96 hearing draft,
a conceptual map and an article on Conservatives in Mass Transit are included.

ADJOURNMENT
Having no further business to come before the Council, Mayor Priest adjourned the meeting at
