MINUTES
I.
CALL MEETING TO ORDER
The special/study session of the Federal Way City Council was called to order at 6: 10 p.m. by
Mayor Skip Priest.
Those present: Mayor Skip Priest, Deputy Mayor Hope Elder, Council members Mary Gates,
Jack Dovey, Phil Watkins and Mike Park. Ron Gintz appeared at 7:00 p,m.
City staff present: City Manager Ken Nyberg, City Attorney Landi Lindell, Deputy City
Manager Philip Keightley, City Clerk Chris Green and Deputy City Clerk Bob Baker.
II.
RTA UPDATE
Ms. Val Beatty & Mr. David Beal spoke of the purpose for the Regional Transit Authority's
Phase I Regional Transit System Plan. Included in her presentation was the use of several
overhead projections which encompassed a Regional Needs Analysis for Six Year Action
Package and an Outlook to the year 2010 on traffic conditions. The total project cost for the
system plan is $ 3.6 Billion with a cost of approximately $ 43.00 per person or $100.00 per
household if voters approve such a plan. The benefits of the plan for Federal Way were
discussed with the Council, as were light rail, HOV lanes, federal funding and monies being
"tagged" for particular items.
COUNCILMEMBER GATES MOVED TO SEND A LEITER TO THE REGIONAL
TRANSIT AUTHORITY, WITH BASIC DISCUSSION POINTS INCLUDING:
SUPPORT THE SCATB RECOMMENDATION THE LIGHT RAIL CORRIDOR STUDY BETWEEN
SEATAC AIRPORT AND THE KING/PÅ’RCE COUNTY LINE BE INCLUDED IN PHASE 1 PROJECT
AND FURTHER, THERE BE CORRIDOR PRESERVATION IN PHASE I
THE WSDOT PROVIDE THE HOV IMPROVEMENTS, THERE BE NO HOV IMPROVEMENTS AND
ONLY HOV ACCESS IMPROVEMENTS UNDER "OTHER COMMUNITY CONNECTIONSIHOV
LANES" FOR SO, KING COUNTY IN PHASE I
IF FUNDS BECOME AVAILABLE, THEN THE LIGHT RAIL SOUTH OF SEATTLE TO SEATAC
AIRPORT SHOULD BE CONSTRUCTED
THE FEDERAL WAY TRANSIT CENTER AND PARK AND RISE IMPROVEMENTS PROPOSED
FOR PHASE I BE AT THE EXISTING PARK AND RIDE LOT AT S, 320TH STREET AND 1-5. THIS
WOULD INCLUDE STRUCTURED PARKING,

FOR PHASE II IMPROVEMENTS, THE RTA BOARD CONSIDER READDRESSING THE EQUITY
ISSUE ESPECIALLY FOR CAPITAL IMPROVEMENTS,
EXPRESSING COUNCIL'S STRONG VIEW HOV LANES BE BUILT
The motion was seconded by Councilmember Dovey. The motion, as amended, carried as
