CALL MEETING TO ORDER Mayor Priest opened the regular meeting of the Federal Way City Council at 7:08 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mahlon "Skip" Priest, Deputy Mayor Hope Elder, Councilmembers Mary Gates, Phil Watkins, Jack Dovey, Ron Gintz and Michael Park. City Staff present: City Manager Ken Nyberg, City Attorney Landi Lindell and City Clerk Chris Green. II. PLEDGE OF ALLEGIANCE Councilmember Ron Gintz led the flag salute. III. INTRODUCTION ORDINANCE Council Bill #146/Tax Receivable Collection Procedures An Ordinance of the City Council of the City of Federal Way, Washington, amending Federal Way City Code Chapter 14, Sections 14-146 and 14-147 to provide for the monthly collection of gambling taxes (Amends Ordinances 90-15 and 91-101). Diversity Commission Aooointments Council Position on 1995/1996 State Sales Tax Relief Le~islation Item a: A special meeting was held prior to the regular meeting for the purpose of interviewing Diversity Commission applicants. COUNCILMEMBER MIKE PARK MOVED TO APPOINT R. L. LOTIŒR, JUAN SANCHEZ AND WILLIAM BISHOP TO THE DIVERSITY COMMISSION FOR TERMS ENDING MAY 31, 1999; TED LAMB FOR AN UNEXPIRED TERM ENDING MAY 31, 1997; AND CHRIS CHOI AND ABIODUN AINA, AS ALTERNATES, FOR TERMS ENDING MAY 31, 1999; second by Deputy Mayor Hope Elder. The motion carried as follows: Priest Gates Gintz Dovey yes yes yes yes Elder Watkins Park yes yes yes Deputy Mayor Elder commented on the outstanding group of candidates interviewed and stated the selection of commissioners was very difficult. Councilmember Park urged the Diversity Commission Chair to speak to the newly appointed alternates, encouraging them to attend future commission meetings. Federal Way City Council Regular Meeting Minutes June 4, 1996 - Page 3 Item b: COUNCILMEMBER RON GINTZ MOVED TO APPROVE THE FINANCE/ECONOMIC DEVELOPMENT COMMITIEE'S POSITIONS #1 AND #2 AS FOLLOWS: 1. The jurisdictions need to focus on the positive impacts of having major manufacturing facilities located in their jurisdictions. This includes the multiplier effect of local employment; the disposable income it contributes to the community; and the higher property valuation due to the better employment base. 2. The competitiveness of the state's taxing structure and its regulatory environment are important considerations not just to attract new manufacturing facilities, but also to retain the existing ones. Boeing has and could continue to shift manufacturing facilities out of the state and the country if we do not try to keep them here. second by Councilmember Phil Watkins. MANAGER REPORT City Manager Nyberg reported budget kick-off took place yesterday and earlier today; a budget schedule will be provided soon. There is a budget retreat scheduled for Friday, June 28, 1996, at Visitation Retreat and Cultural Center from 12 noon-4 p.m.; also a public hearing for citizen comment will be held at the June 18 regular Council meeting. He reported he will be away from city hall on Monday, June 10, 1996. In his absence, Mr. Keightley will serve as Acting City Manager. He also announced that Mr. Keightley is now a city resident. Mr. Nyberg introduced and welcomed the newest additions to the city's Public Safety Department, those being Deputy Public Safety Director Brian Wilson and Lieutenants Andy Hwang and Dan Coulombe. He expressed his confidence in their selection as members of our new police department. VIII. CITY COUNCIL REPORTS Mayor Priest expressed the Council's appreciaton to Councilmember Gates for her dedication and expertise as a member of the Regional Transit Authority (RTA). Councilmember Gates Federal Way City Council Regular Meeting Minutes June 4, 1996 - Page 4 thanked Councilmembers for their continued support and assistance in clarifying Federal Way priorities with the State on HOV issues. Governor Lowry recently thanked her for taking the lead on the HOV amendments that passed through committee. At this time, she believes our legislators will represent the city well, and will approve that portion of the Governor's proposed transportation budget without tax increase. In addition, the amendment includes (1) access ramps for HOV lanes at So 32Oth and So 272nd, (2) improvements to two park & ride lots and (3) a transit center. Light rail service is proposed to operate to So 200th, with a regional transit bus route between Federal Way and Bellevue. A fast vs. slower train is proposed at this time. The current plan saves $3 billion over last year's plan, and has received very favorable comments from all cities between Everett and Tacoma, except those on the eastside. Persons riding from Everett to Lakewood would be able to ride computer rail on one ticket. All monies raised in the sub-regions will be returned to that specific sub-region in both capital and operating costs, The proposed amendments will go to the voters in November. Councilmember Gates thanked Deputy City Manager Philip Keightley and Public Works Director Carr Roe for their assistance during the planning phases. Councilmember Gates and Mayor Priest will be attending the Suburban Cities Association (SCA) Finance, Transportation and Growth Management Committee meeting in Bellevue this week. Councilmember Dovey reported the dedication of the Steel Lake Park renovation project will take place Saturday, June 8, 1996, at 10:00 a.m. He inquired about the county's upcoming recreation and conservation bond issue, which will come before the voters in September. City Manager Nyberg will provide an update to Council on the issue at a later date. Councilmember Gintz reported the Finance/Economic Development Committee will meet June 27, 1996, at 7:30 a.m. Councilmember Watkins reported the Airport Communities Coalition will meet tomorrow night at Normandy Park. He also announced the next Land Use/Transportation Committee meeting is scheduled for June 17, 1996, at 5:30 p.m. Councilmember Park expressed his pleasure with the hiring of Lieutenant Hwang. He stated the next Public Safety/Human Services Committee meeting is scheduled for June 20, 1996, at 4:30 p.m. He will be attending the next King County Jail Advisory Committee meeting on June 17. Mayor Priest announced the introduction reading of the zoning & design guidelines ordinance is scheduled for June 18, 1996, at which time he will entertain discussion and citizen comment. The Mayor requested the Chamber of Commerce be notified of the date of the first reading. Councilmember Park personally recognized and introduced some visiting business friends from Korea.
