CALL MEETING TO ORDER Mayor Priest opened the regular meeting of the Federal Way City Council at 7:07 p.m., in Council Chambers, City Hall, Federal Way Washington. City Council present: Mayor Mablon "Skip" Priest, Deputy Mayor Hope Elder, Councilmembers Mary Gates, Phil Watkins, Jack Dovey, Ron Gintz and Michael Park. City Staff present: City Manager Ken Nyberg, Deputy City Attorney Jim McNamara, City Clerk Chris Green and Deputy City Clerk Bob Baker. II. PLEDGE OF ALLEGIANCE Councilmember Dovey led the flag salute. III. CITIZEN COMMENT Adrian Johnson, Chair, Diversity Commission, thanked the Council for the City's financial contributions to Family Fest and for spending time at recent Diversity Commission Meetings. Dan Casey is soliciting consideration regarding provision for gas/service stations in the City Center Core. He's not asking for an additional number of stations, just the maintenance of the number of stations which are currently operating. He also congratulated Council on the BPA Trail Project. Cindy Bennight spoke in support of Wedgewood Park and presented the Council with 46 signatures obtained in support of same. Paul Benton spoke in favor of Council spending more time presenting ways on how the property in question should be developed. He stated Council should follow the recommendations of the Planning Commission on the zoning of said property and related his letter dated June 6, 1996, clearly states his position. John Metcalf congratulated the Council on the venue of their recent budget retreat. He suggested Council provide a modest monetary contribution to help Visitation Retreat and Cultural Center ORIGINAL FEDERAL WAY CITY COUNCIL REGULAR MEETING July 2, 1996 - Page 2 of 10 become more self-sufficient. He then advised Council that should they be planning to withdraw from the Puget Sound Regional Council, formerly PSCOG, the decision to do such should be handled in an open forum as opposed to executive session. Carolyn Lake, representing Kelly & Roger Johall, spoke in favor of re-adding Section 22-870 to the proposed zoning ordinance. It was added by the Planning Commission and then deleted by the Land Use/Transportation Committee and Council. She spoke of the pros on this issue as 1) it limits placement of stations; 2) provides an expanded mix of support services and 3) provides competition with other cities. Finally, she added it makes financial sense. Dick Abrams, one of 229 home owners in Madrona Meadows, spoke in favor of a 4-way stop being placed at 13th & 353rd. He stated it is a dangerous intersection and presented Council with photos of the intersection as well as a petition signed by 65 residents. He said the Land Use/Transportation Committee reviewed the matter earlier and deferred action until September. The Mayor then thanked Lori Schill, Greg McCormick and Stephen Clifton and other staff for working so hard on this huge task. Item I: Councilmember Watkins explained this item came thru the Land Use/Transportation Committee and he clarified a change to Section 6.5 of the Interlocal Agreement and MOVED APPROVAL OF ITEM I, as presented; second by Councilmember Gates. SEGALE, INC., IN THE AMOUNT OF $ 713,364.92 WITH SCHEDULE D INCLUDED AND $ 653,921.22 WITH SCHEDULE D DELETED; second by Councilmember Dovey. Development P1~n Due to time constraints, it was agreed this item would be deferred to a joint Finance/Economic Development Committee/City Council of the Whole. KinE í'.ollnty Rond IsslIe (Added item) Councilmember Dovey explained to Council more information was available relative to the King County Bond Issue and Jennifer Schroder was available to answer questions. Much discussion was held by Council and it was stated the maintenance and operation tax issue of the bond was not handled well; the bond issue is not a regional issue but one of a local nature; and, monies should be kept here, in Federal Way. Concern was raised over sending correspondence from the Council as an official position on a ballot measure as there is an unwritten policy against such actions. Councilmember Gates stated that is a good policy and we're not swaying from policy as this is a proposed issue and not actually on the ballot. CITY MANAGER REPORT City Manager Nyberg reported City Attorney Londi Lindell had a baby girl. He said the Police Department is growing quickly as background checks are being conducted for officers and passed around the new badge for the Deputy Chiefs for Council members to observe. He explained the budget meeting went well. He also relayed the Code Compliance Department has received 18 complaints thus far after passage of the junk vehicle ordinance was enacted. The Red, White & Blues Festival will be July 4, 1996, with a fireworks display scheduled to begin at 10: 15 p.m. FEDERAL WAY CITY COUNCIL REGULAR MEETING July 2, 1996 - Page 9 of 10 The new statue/figure in the lobby of City Hall is a gift from our Sister City, Hachinohe, and a ceremony will be held July 5, 1996, at 4:00 p.m. in honor of receiving it when officials from that City are in Federal Way. Family Fest will take place on July 6 & 7. He explained a family onion farm in Quincy, W A, has been trading with Hachinohe for three years and it is going quite well and finally, he noted a :30 minute executive session was necessary this evening with no action anticipated. VII. CITY COUNCIL REPORTS Councilmember Park stated the next Public Safety/Human Services Committee meeting is July 25, 1996 at 4:30 p.m. Councilmember Watkins stated the next Land Use/Transportation Committee meeting is July 15, 1996, at 5:30 p.m. Councilmember Gintz stated the July Finance/Economic Development Committee meeting is rescheduled to August 1, 1996, 7:30 a.m. Deputy Mayor Elder stated she attended an ACC Meeting, two Seattle, King County Health Board Meetings and testified at a PSRC Meeting. SCATBrd is scheduled for July 9, 1996. Councilmember Dovey stated the next Parks Committee Meeting is July 15, 1996 at 8:00 a.m. Councilmember Gates stated there will be an experimental, program for Transit which is .25 cent weekend fares, previously approved as a pilot program due to King County finding some surplus monies from their sales tax. Another pilot project is a public/private partnership program that may come on line partnering merchants in downtown Seattle, to keep the bus tunnel open during the Christmas season and Metro providing the transportation service. There is an admonition coming relating studies are being conducted to re-authorize emergency medical services and King County is doing a study to enhance their 911 system. Funding is an emerging issue as these expectedly pricy items are done on a County level. Work is moving along well from the self- reflection audit and people are looking at changing the by laws recognizing there are now four large cities -- Shoreline, Federal Way, Bellevue and Kent. Adjustments in the by laws, not yet in writing, are forthcoming to Council. At 10: 10 p.m., Mayor Priest recessed the regular meeting and Council left Chambers to begin executive session. VIII.
