CALL MEETING TO ORDER Mayor Priest opened the Special Meeting of the Federal Way City Council at 5:05 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mablon "Skip" Priest; Deputy Mayor Hope Elder; Councilmembers Mary Gates, Phil Watkins, Mike Park and Jack Dovey. Ron Gintz' absence was excused. City Staff present: City Clerk Chris Green. City Manager Ken Nyberg and Acting City Attorney Bonnie Lindstrom were excused by the City Council. II. ETHICS BOARD VACANCY INTERVIEWS The following persons appeared and were interviewed for the Ethics Board: Steven Binns, Donovan Davisson, Lorie Coates and David Head. Ms. Bonnie Graves was unable to attend and requested her application serve in lieu of her personal appearance. III. DELIBERATIONS All Councilmembers present deliberated and recommended the re-appointment of David Head to fill the vacancy on the Ethics Board. IV. CALL MEETING TO ORDER Mayor Priest opened the regular meeting of the Federal Way City Council at 7:00 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mablon "Skip" Priest, Deputy Mayor Hope Elder, Councilmembers Mary Gates, Phil Watkins, Jack Dovey and Michael Park. Councilmember Ron Gintz' absence was excused. City Staff present: City Manager Ken Nyberg, Acting City Attorney Bonnie Lindstrom, Deputy City Manager Philip Keightley, City Clerk Chris Green and Deputy City Clerk Bob Baker. II. PLEDGE OF ALLEGIANCE Councilmember Gates led the flag salute. III. PRESENTATIONS a. SPIRTT Aw~rt! for Month of Tilly City Manager Nyberg presented the SPIRIT Award for July, 1996, to Brian Pearson, Management Information Services division of the Management Services Department. Brian earned the award for being eager to resolve user-problems and to finding solutions to the varied needs of staff in data processing and communications. He takes pride in his work and his department. He works fairly with others, takes responsibility for getting the job done, comes up with alternative solutions and works well with others. Brian truly exemplifies the City's SPIRIT philosophy. b. Mayor Priest stated the Human Services Commission plays an important role in City government and the Council is proud of their efforts. CITIZEN COMMENT Herb Pollinger, Federal Way Community Council, commented Family Fest is a shining example of cooperation between City and citizen. He expressed it is a unifying event; which makes Federal Way a great place to live. He presented a Certificate of Appreciation to Council and staff in recognition of their efforts and stated he was grateful. Mary Ehlis and Todd Suchan informed all present the dates of the 1997 Family Fest are August 23 & 24 to avoid back-to-back events for all involved. They thanked the City staff for their tremendous contributions and reported no one complained as they worked on two events so closely together in time. The Mayor commented Federal Way has very few traditions, but this is one of which we can all be proud. Boy Scout Troop Master Art Warner, thanked Council and City staff; especially those in the Parks & Recreation Department for allowing Scout-A-Rama to take place in the park this year during Family Fest. He announced they'd like to, perhaps, participate again next year. City Manager Nyberg inspected the area the boy scouts occupied before and after their stay. He was happy to report the area was in better shape when the boys left than when they arrived and was appreciative of their efforts. Mayor Priest read from a very positive note received in the mail commenting on the success of the Red, White & Blues Festival. It stated, in part, "Thank you for the beautiful fireworks display... we walked to and from the demonstration and were impressed with the crowd which was helped across the street by the police. People were courteous. Thank you for the entertainment and providing a community in which we feel safe enough to walk at night. PUBLIC HEARING yes yes yes Mayor Priest opened the public hearing on the Transportation Improvement Program at 7:20 p.m. Tr~n<port~tion Tmprovement Progr~m 1997-1010 St~ff R".port FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES - July 16, 1996 - PAGE 4 Ken Miller made a brief presentation to Council outlining and reviewing projects and their status through the year 2010 as provided in this Council packet. Several questions were asked by Council and answered by Mr. Miller & Mr. Keightley. A citizens oversight committee is to be formed to decide how monies will be reallocated from one project to another with recommendations to be made to Council. When formation of the committee is necessary, the Mayor asked staff to meet with the Land Use Transportation Committee Chair to discuss such issues as timing. í'.itizen í'.omment Larry Patterson stated the proposed light at 340th & 35th is a "real good idea" when done in conjunction with other intersections in the area. Conversely, he expressed concern regarding the intersection of Hoyt Road and 340th. Currently, there are two (2) - 4-way stop signs. He believes the proposed light may be necessary, but will only "migrate" the congestion problems if we wait until 1999 to install it. Further, he commented the intersection is close to the north east Tacoma boundary, and therefore, that City should assist financially with the project anticipated to cost $356,000.00. He urged Council to be cognizant of this area when prioritizing projects. Mayor Priest stated our staff will monitor the road and reiterated the fact there is no lack of recognition of the needs at that intersection. Mary Patterson addressed Council and embellished further on the above-mentioned issue. She asked what Tacoma thinks about the situation and informed Council a woman was recently abducted and escaped a rape attempt, at that intersection, due to poor lighting. She argued this fact could be used in support of Tacoma assisting Federal Way in the installation and payment of signal and lighting. Councilmember Watkins stated Tacoma has, in some cases paid money into a mitigation fund. He believes the balance in the account is approximately $30,000. The monies are limited "that's the reality we deal with." H. David Kaplan spoke of the area on 312th between 23rd & 28th and stated this "sleepy corner of the world" has changed. An 83-unit assisted living facility, 15-unit housing development, upgraded beach front at Steel Lake Park, two (2) volleyball courts and field upgrades are all contributing factors to increased traffic congestion. He suggested Council review the projects for this area in 1999 rather than 2003. After discussion by Council, City Manager Nyberg offered a suggestion to append a portion of these minutes with the TIP Work Program, for next year, so as to preserve the content of citizen inquiry received this evening. CITY MANAGER REPORT City Manager Nyberg announced tonights executive session may be stricken. He informed Council of a press release relative to the swearing-in ceremony of the Deputy Directors and Lieutenants, of the Public Safety Department, scheduled for July 22, 1996, at 6:30 p.m., in Council Chambers, with Chief Wood officiating. VIII. CITY COUNCIL REPORTS Councilmember Park announced the next Public Safety/Human Services Committee meeting is July 25, 1996, at 4:30 p.m. He also reported a meeting with the Jail Advisory Committee on July 29, 1996, Kent City Hall. Finally, at 2:30 p.m. today, 22 students and teachers arrived from Korea, as a result of the Sister-School program with Decatur High School. A tour of City Hall is scheduled for tomorrow. Councilmember Watkins announced he'll serve as tour guide for the visiting Korean students at the Washington State Capitol and Temple of Justice in Olympia tomorrow. He also reported a 7:30 a.m. Liaison Committee with Lakehaven Utility District tomorrow. The next ACC Executive Board Meeting will be July 24, 1996, and the next Land Use/Transportation Committee meeting is August 5, 1996, at 5:30 p.m. FEDERAL WAY CITY COUNCIL REGULAR MEETING MINUTES - July 16,1996 - PAGE 6 Deputy Mayor Elder reported a meeting between King County and Suburban Cities at Kent City Hall, July 18, 1996, to discuss what King County is doing right and wrong. Councilmember Dovey reported a Parks/Recreation Committee Meeting for August 12, 1996, at 8:00 a.m. Councilmember Gates is unable to attend the July 18, 1996, meeting Deputy Mayor Elder mentioned. She question Council, if, considering the nature of the questions asked by King County Councilmember Jean Hague, we would want to put some of the responses in writing for review by those who are unable to attend. These meeting are verbal in nature. She outlined the proposed questions on the agenda. Deputy Mayor Elder relayed Deputy City Manager Philip Keightley will attend with her to assist in a written review of the meeting. Councilmember Gates sought input for an upcoming Executive Board Meeting of Suburban Cities. In regard to the recent audit she's reported on, she'll be talking to everyone individually to discuss the briefing papers she's since received. Further, she attended a Board of Directors meeting for Suburban Cities with Executive Locke last Wednesday morning where jail costs were discussed. In that meeting, a throw-away line relayed an upcoming report by Steve Nolan which relates to 9-1-1 use and misuse, police pagers, and a potential for re-education of police services. Finally, she reported Renton was the first east-side city to come out in favor of the RTA. Councilmember Mayor Priest raised the issue the Suburban Cities Board sending a missive to identify potential task members for the Woodland Park Zoo regarding regional financing. He expressed his desire for Council committees to meet for discussions on this matter. He is not enamored with the appearance that this organization is "jumping up" and sending representatives for this cause as it gives the message, 'yes,' it's O.K., we just have to figure out how to do it and our Council, he's sure, is not at that stage yet. Councilmember Gates clarified the issue by stating Suburban Cities' question is how to fund the zoo in the future. The committee is forming only to monitor the item. Two people are being sent to monitor for reports back to Suburban Cities and to provide their perspective on the issue. She agreed the area is sensitive and suggested a letter could be written pointing out the concerns of our council. No action was taken on the suggestion. IX. EXECUTIVE SESSION (STRICKEN) X.
