CALL MEETING TO ORDER Mayor Priest opened the regular meeting of the Federal Way City Council at 7:03 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mablon "Skip. Priest and Councilmembers Mary Gates, Phil Watkins, Jack Dovey, Michael Park and Ron Gintz. Deputy Mayor Hope Elders' absence was excused. City Staff present: City Manager Ken Nyberg, Acting City Attorney James McNamara, Deputy City Manager Philip Keightley and Deputy City Clerk Bob Baker. II. Prod~m~tion Councilmember Michael Park read and proclaimed August 15, 1996, Republic of Korea Liberation Day in Federal Way. He encouraged all residents to join in honoring our Korean community during this significant holiday. Korean Consulate General Kim thanked the City Council for the proclamation and the invitation to attend the meeting. He stated his appreciation for the diverse cultures in Federal Way as well our two countries sharing a strong friendship. b. SPTRIT Aw~rd - Angnst (~t!dprl item) City Manager Nyberg presented the SPIRIT Award for August, 1996, to Bob Baker, in the City Clerk's Office, Management Services Department. Mr. Nyberg read from the nomination form ORIGINAL FEDERAL WAY CITY COUNCIL REGULAR MEETING Minutes - August 6, 1996 - Page 2 of 5 which states Bob serves as an example of the SPIRIT characteristics set forth by the City as he serves the Clerk's Office and citizens with pride, responsibility and integrity. He is an innovative team player who is well-liked and respected. Bob acknowledged his family and thanked Chris Green, the City Manager, City Council for such an opportunity and remarked Federal Way is the best place he has ever worked. IV. CITIZEN COMMENT Ron Zaffino expressed concern regarding monthly payment of gambling taxes. He much preferred the quarterly payment of said taxes and feels he is being punished for others actions and being made to incur additional, unnecessary costs for the preparation/sending of the gambling taxes on a monthly basis. Councilmember Gintz responded and stated his committee (Finance/Economic Development) could "add it" to the agenda again and have Mr. Zaffino present to discuss the item. v. CITY MANAGER REPORT City Manager Nyberg stated a City Hall Report of Activities for the last 6 months would be distributed. He stated his goal is to complete the report once every six (6) months. He announced a 4-hour budget review session may be necessary and requested council reserve September 6, 1996, from 12:00 to 4:00 p.m. He relayed other budget hearings/sessions were scheduled for September 17, October 1, 2 & 3 and October 9 and 10, 1996. Finally, he reported a : 15 minute executive session was necessary this evening with no action anticipated. vIu. CITY COUNCIL REPORTS Councilmember Park announced the next Public SafetylHuman Services Committee meeting is August 15, 1996, at 4:30 p.m. He also reported a 7/29/96 Jail Advisory Committee Meeting where he toured the Regional Justice Committee Facility which has a 896 bed capacity. Councilmember Watkins announced the next Land Use/Transportation Committee meeting is August 19, 1996, at 5:30 p.m. wherein the topic will be the street overlay program. The entire FEDERAL WAY CITY COUNCIL REGULAR MEETING Minutes - August 6, 1996 - Page 4 of 5 council is invited to attend the meeting. Mr. Watkins will represent the City at the ACC Executive Board meeting, at Normandy Park City Hall, tomorrow night. ACC fùed suit against the Port of Seattle and the Puget Sound Regional Council citing 16 claims against the agencies, in King County Superior Court. Directly after the board meeting, another meeting will take place wherein consultants will be briefing the community and city officials on the potential impacts of the third runway, to the southeast cities of King County. Burien is administering the one-half million dollar grant from the State of Washington to review the impacts. Finally, Mr. Watkins reported he'll represent the City Council at an upcoming Des Moines City Council meeting where they will consider the potential annexation area agreement we have offered for an area of unincorporated King County that lies south of 272nd and west of Pacific Highway South. That is the only area which we have not reached an agreement with neighboring communities. We're hoping they'll approve our proposal. In the future, when the area down hill, one block south of 272nd decides to annex, it will annex into Federal Way. Councilmember Gintz reported the next Finance/Economic Development Committee meeting is August 29, 1996 at 7:30 p.m. He had a client call and ask about Wackenhut corrections. They build jails and operate them as a private sector business. He has received the value line and will get it to Mr. Nyberg. This may, at least, be an avenue to discuss "privatizing" our jail just as we have done with respect to the police department to control costs. Councilmember Dovey stated the next Parks/Recreation Committee meeting is August 12, 1996, at 8:00 a.m. The Lake Grove project is to be discussed. Councilmember Gates spoke regarding the Suburban Cities Zoo Committee and stated it has been referred to the Finance Committee - the adjunct to GMPC. She is looking forward to meeting with each council member to discuss the audit from Suburban Cities. She has a memo for interested citizens and council that gives them list of people/organizations which have endorsed the RTA and alternative analysis -- a concern for the airport. Also attached is a list of south King County benefits from the RTA. A Suburban Cities Board meeting is August 21, 1996, with a general membership meeting on August 15, 1996. Mayor Priest reported the City's comprehensive plan was approved by the Puget Sound Hearing Board on all issues. The philosophic approach toward Spring Valley and the Hylebos, recognizing them as environmentally sensitive areas was supported by the Board. He thanked Londi Lindell for defending the plan before the board. He also thanked staff for their support. Mayor Priest described the recent swearing-in ceremony of 12 lieutenants as "outstanding." He is impressed with the group and gave compliments to Mr. Nyberg and Chief Wood for their selections. FEDERAL WAY CITY COUNCIL REGULAR MEETING Minutes - August 6, 1996 - Page 5 of 5 The mayor reported on his recent trip to our sister city in Japan, Hachinohe, with City Manager Nyberg. He stated the commitment to the relationship between the two cities remains extremely positive and high. He stated that after 5 years, there is a significant amount to gain. He reported Mayor Nakasoto sent his personal best wishes to Mary, Hope and Ron. The mayor stated he believes we are on the right track in terms of the relationship we share with our sister city. An item of interest is a new paper plant in Hachinohe wherein they use wood chips from Weyerhaeuser. He is also pleased with the relationship shared between Hachinohe, Salmolux and Ames International. Mayor Priest believes that when such a positive relationship exists, benefits occur culturally and in business. He is impressed with the leadership of Mr. Nyberg and the staying power of the relationship as a result thereof. In addition, he remains committed to the idea Federal Way's future is in economic development. Our relationship with the Japanese has created am unbreakable nexus between our two cities. Finally, Mayor Nakasoto informed Mayor Priest one of the parade floats created by the Japanese is headed our way on a boat coming into Tacoma for use in our Family Fest and/or Sea Fair Parade.
