SUBJECT: Human Services General Fund Grants
Financial Impacts:
The cost to the City for Human Services General Fund grants is included within the biennial
budget under the Community Development Department. Currently, $536,000 in general
funds is made available for social service grants each year. A financial request is not being
made at this time.
Background Information:
The City of Federal Way began its general fund grantmaking program in 1996. The
grantmaking program utilizes a generalist approach with grants supporting a wide array of
services to address anything from basic needs to employment and education. Additionally,
general fund grants tend to supplement other funding sources with an average individual
grant amount of $13,000 in 2022. A total of $536,000 in general funds is allocated annually,
with the last significant increase prior to 2011 when the amount of funding was $507,000.
During the Special Council Meeting on May 17, 2022, staff will present a general overview
of the City's current grant funding and process as well as a more in-depth review of the types
of services funded, grant size, a regional grant funding comparison, staffing, and formula -
based grant funding at the city level.
Staff will use discussion and guidance resulting from this presentation to:
• Formulate recommendations or requests for staffing and general fund grant funding
for 2023 and 2024, and
■ Guide community engagement and future grant cycles for which planning begins in
2023.
