MINUTES
I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:05 p.m., in
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mahlon "Skip" Priest, Deputy Mayor Hope Elder and
Councilmembers Mary Gates, Jack Dovey, Phil Watkins, Michael Park and Ron Gintz.
City staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, City
Attorney Londi Lindell, City Clerk Chris Green and Deputy City Clerk Bob Baker.

PLEDGE OF ALLEGIANCE
City Manager Ken Nyberg led the flag salute.
III.
PRESENT A TION
a.
SPIRIT Award for Month of January
Mr. Nyberg stated it was his privilege to present the January, 1997 SPIRIT award to Payroll
Technician, Tam Swett, in the Management Services Department. Mr. Nyberg read from
Tam's nomination which stated in part, "She takes extreme pride in her work and labors
diligently and tirelessly to produce accurate payrolls." Tam is recognized for her "unflagging
zeal and commitment to excellence."
b.
Martin Luther Kin¡:, Jr Proclamation
Deputy Mayor Hope Elder read from the proclamation naming January 20, 1997, as a day of
celebration honoring the memory of "Dr. Martin Luther King, Jr. and urging all citizens to
keep his dream alive by personally rededicating themselves to the goals of freedom, dignity
and equality for every man, woman and child." The original proclamation was presented to
Jeanne Burbidge.

Certificate of Appreciation (Added Item)
Mayor Priest presented Deputy City Manager Keightley with a Certificate of Appreciation for
his excellent service and playing a vital role during the recent week-long winter weather events
while serving as Acting City Manager. Mr. Keightley coordinated the opening of an
emergency shelter for residents whose homes were made uninhabitable and he worked with
area agencies to continue the efforts of the shelter; and he kept the council informed and
updated on the status of the city's operations and conditions. Philip gratefully acknowledged
the assistance of our police department, the fire department, the American Red Cross, Decatur
High School and the citizens of Federal Way. Everyone's patience and spirit of cooperation
was tremendous.
Mayor Priest thanked Jim Hamilton of the fire department as well as all City staff members
who played a part during the recent whether events. He specifically thanked Jim Corroon, Pat
Foster, Julie Garcia, Larry Goin, Jeff Haney, Tex Kennedy, Gary Kennison, John
Macgillivray, Rich Marshall, Ken Miller, Jorge Perez, Tina Piety, Ron Scott and Frank
Whitman. He gave a special thanks to Stephen Clifton and Rick Perez as they served as acting
Public Works Directors in Mr. Roe's absence during the winter events. Contract employees
Curtis Goodwin, Floyd Moore, Justin Roesli and Ryan Thomas were also acknowledged.
Mayor Priest announced a letter was received from Richard Emerson formally withdrawing his
appeal of the hearing examiner's decision regarding Wilderness Cedar Log Cabins; therefore,
item VI & VII (executive session) on this agenda is stricken.
Mayor Priest also announced an executive session would be held this evening at the conclusion
of the regular agenda to discuss potential litigation pursuant to RCW 42.30. 110(i).
IV.
CITIZEN COMMENT
Joanne Piquette invited the council and all present to attend the Federal Way Coalition of the
Performing Arts' presentation of "Federal Way's Three Tenors and Three Sopranos." The
event will be held January 17, 1997 at 8:00 p.m. and January 18, 1997 at 2:00 p.m., at Steel
Lake Presbyterian Church. Donations will be accepted at the door in lieu of admission fees.
Dean McColgan, Parks Commission Chair, announced the Lake Grove renovation project
brochure was recently completed and is geared toward recruiting volunteers for that and other
City parks and recreation projects
"Virginia" asked the Council if there is any some way she and other citizens could get some
help once in a while with clipping the grass or trimming the hedges around their homes. She

said everyone is getting older and will all need assistance at some point. Mayor Priest
promised her the City would help in some way. Greg Moore spoke with her in greater detail
after she spoke to Council.
Rosemary Hollinger's comments were read into the record in favor of expanding the home
repair/maintenance program for senior citizens and disabled persons. She said grant research
is indicated to provide additional funding in order to fully develop a necessary program to
assist those mentioned.

IX.
CITY MANAGER REPORT
City Manager Nyberg echoed the expressions of Mr. Keightley's earlier thanks and praised City
staff for their efforts during the recent weather events.
Mr. Keightley gave a brief overview of the recent events. He informed the Council there were
II" of rain in Federal Way vs. 5.9" of rain in Seattle; 22" total in the last three months in Federal
Way vs. only 15" in Seattle. That is more than, or equal to the amount of rain received during the
events of the February, 1990 flood. At this point, the City has expended $ 326,000.00 excluding
Police, Fire and school costs. He reviewed the effects of the 1990 flooding VS. this recent event
and drew a comparison of the differences and showed how much better the City has fared this
time due to project planning and preparation.
Finally, City Manager Nyberg reminded the Council of the need for a very brief executive session
with no action anticipated.

CITY COUNCIL REPORTS
Councilmember Park advised the next Public Safety/Human Services Committee meeting is set
for January 16, 1997 at 5:30 p.m.
Councilmember Watkins advised the next Land Use/Transportation Committee meeting is set
for January 13, 1997 at 5:30 p.m.
Councilmember Gintz advised the next Finance/Economic Development Committee meeting
for January 23, 1997 at 7:30 a.m.

Deputy Mayor Elder reported she will appointed to the National League of Cities Law &
Justice Committee. They will hold a conference in Washington DC, in March, 1997. She
will not attend that conference. Further, Deputy Mayor Elder announced her resignation from
the King County Public Board of Health.
Councilmember Dovey advised the next Parks & Recreation Committee meeting is set for
February 18, 1996 at 8:00 a.m.
Councilmember Gates reported the Transit Advisory Committee Report is in the Council
Office and ready for their review. She announced Suburban Cities met with Governor-Elect
Locke in December to find out what they can do better with King County and the new
Governor. She also reported a farewell luncheon for outgoing King County Executive Gary
Locke, at the Kent Senior Center on Wednesday, January 8, 1997 for all elected officials.
Councilmember Gates announced the final report of the RTC is done and should be distributed
tomorrow. The RTC Board passed the mission and goals as well as the financial policies. A
general membership meeting of the RTC is set for January 8, 1997. She reported an invitation
to serve on an A WC committee to reduce costs and improve local services. She'll keep the
Council updated on the work of that committee. Finally, she reported a January 8, 1997 RTC
meeting where the work program for 1997 shall be discussed.
At 7:58 p.m. the Council recessed into Executive Session for an approximate :10 minute
session.

action was taken from executive session.
Having no further business to come before the Council, Mayor Priest adjourned the meeting at
8:25 p.m.
