MINUTES
I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:05 p.m.,
Council Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mahlon "Skip' Priest, Deputy Mayor Hope Elder and
Councilmembers Mary Gates, Phil Watkins, Michael Park and Ron Gintz. Councilmember Jack
Dovey's absence was excused.
City staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, Assistant
City Attorney Bonnie Lindstrom, City Clerk Chris Green and Deputy City Clerk Bob Baker.
II.
PLEDGE OF ALLEGIANCE
Chris Barton of Boy Scout Troop #337 led the flag salute. Chris is working to achieve his
Citizenship in the Community Merit Badge.
Mayor Priest thanked the Councilmembers, City staff and those in the audience who may have
assisted in the organization of the Martin Luther King, Jr. Celebration held yesterday at Decatur
High School. He especially recognized Dena Laurent for her efforts in organizing and planning
the event.
Mayor Priest read excerpts from a letter received from Mayor Nobuo Nakasato of our sister city,
Hachinohe, Japan. The letter wished our City well after the recent winter events. Mayor Nakasato
recalls the warm, heartfelt concern expressed by our citizens when Japan was rocked by an incredible
earthquake and wanted to express his concern and that of his people to the citizens of Federal Way.
III.
CITIZEN COMMENT
John Villager, Washington State Department of Transportation asked the Council to pull item IV (d)
fÌ"om the consent agenda. He stated a new condition had been placed on the project and they haven't
had enough time to consider funding sources, etc. in relation to the new condition.
Bob McKenzie spoke in favor of an alliance between the Federal Way Police Department and the
Federal Way School District. He stated Chief Wood has leadership necessary to implement the
process and the insight and knowledge necessary to inform anyone if the process wasn't working.

John Metcalf suggested the Council consider renaming 32Oth Street to Warren G. Magneson
Boulevard.

Council Minutes - January 7 1997
Deputy Mayor Elder pulled this item for correction. She was appointed to the National League of
Cities Juvenile Justice Committee which will meet in Washington D.c., in March 1997. Page 6 of
the minutes incorrectly states she will attend the Conference. She will not attend that Conference.
With the correction being made, DEPUTY MAYOR ELDER MOVED TO APPROVE THE ITEM
AS CORRECTED; second by Councilmember Mary Gates. The motion carried as follows:

VI.
CITY MANAGER REPORT
City Manager Nyberg reminded the Council of the Lakehaven Utility District/City of Federal Way
Liaison Committee meeting set for January 22, 1997, at 7:30 a.m., in Council Chambers.
Next, he informed Council a revised Committee meeting schedule (for the four recently developed
Committees) was placed in their boxes today outlining adjustments recently made.

Finally, Public Works Director CaryRoe reported on the land slide which took place at roughly 3:00
a.m. today on Redondo Way. He used an overhead to review the location and direction of the slide.
Councilmembers suggested this may be an item for review at tomorrow's meeting with Lakehaven.
This led to discussion between Council concerning recent drops in water pressure due to water mains
breaking and concern £Tom citizens regarding the possibility of manganese being released into the
water should a pipe burst. Counci1member Gintz stated he is uncomfortable with pushing these issues
with the water/sewer district. He does not want to see the Council enter into an adversarial
relationship with them.
VII.
CITY COUNCIL REPORTS
Councilmember Park had no report.
Councilmember Watkins reported the next Land Use/Transportation Committee meeting is set for
February 3, 1997, at 5:30 p.m.
Councilmember Gintz reported the next FinancelEconomic Development Committee meeting is set
for January 23, 1997, at 7:30 a.m. He also reported he enjoyed The Three Tenors and the Three
Sopranos presentation so much he attended twice last weekend. The performances were made by
members of the Federal Way Coalition of the Performing Arts.
Deputy Mayor Elder reported she attended an ACC meeting last week and took the "Chair" today
at the SCATBd meeting.
Counci1member Gates reported the Regional Governance and Finance meeting will take place January
22, 1997, in Bellevue. She also reported the RTA will adopt its first six-month budget on January
23, 1997. The Oversight Committee will be comprised oftwo members £Tom each of the sub regions
of the RTA. A meeting will take place in Federal Way (date to be announced) wherein the
changeover in Metro services will be discussed.
Finally, Ron Gintz mentioned a letter the Council recently received from a citizen complaining about
the service from TCI. He stated this would be an upcoming issue on the FinanceÆconomic
Development Committee agenda.
VIII.
ADJOURNMENT
Having no other business to come before the Council, in recognition of Deputy Mayor Elder
becoming SCATBd Chair, she rapped the gavel and the meeting was adjourned at 7:41 p.m.
