CALL MEETING TO ORDER Mayor Priest opened the regular meeting of the Federal Way City Council at 7:10 p.m., in Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mahlon "Skip" Priest, Deputy Mayor Hope Elder and Councilmembers Mary Gates, Jack Dovey, Phil Watkins, Michael Park and Ron Gintz. COUNCILMEMBER PARK MOVED TO ADD ITEM (L) TO THE CONSENT AGENDA AS DNERSITY COMMISSION APPOINTMENTS; second by Councilmember Gintz. The motion carried as follows: Priest Gates Gintz Dovey yes yes yes yes Elder Watkins Park yes yes yes Mayor Priest announced the addition of an executive session as Agenda item XI for Collective Bargaining/Pursuant to RCW 42.30.140(4)(A) and Potential Litigation/Pursuant to RCW 42.30.110(1)(1). II. PLEDGE OF ALLEGIANCE Councilmember Phil Watkins led the flag salute. III. PRESENTATION SPIRIT Award for Month of February The SPIRIT Award for the month of February was presented to Mr. Jon Jainga, an employee of the Parks, Recreation and Cultural Services Department. Mr. Nyberg read from Jon's nomination form, which read in part, "he is always one to help a fellow employee with their deadlines or needs.. . assisted the road crews in the recent winter weather events, spent countless hours volunteering his weekends. . .demonstrates pride, integrity and innovation in his work. His service to the citizens of the city is of the highest standards of excellence." Jon gave thanks to and stated his fellow employees motivate him. ORIGINAL City Council Regular Meeting February 4, 1997 - Page 2 v. CITIZEN COMMENT H. David Kaplan was delighted to learn Jon Jainga received the SPIRIT Award for the month of February. He stated Jon truly is deserving of such an award. Mr. Kaplan spoke of renaming the streets (tonight's agenda item VIII). He stated whatever action is taken will be symbolic only. . Greg Keeton stated he is a supporter of the Police Department and was disappointed to read recent articles in the newspaper about internal investigations from cases gone wrong. He believes there is a lack of command and control on the streets with the number of responding vehicles. He stated there is not enough patrol in the neighborhoods. Mike Carroll stated there is a problem in his neighborhood with yards full of junk and junk vehicles. Rodent problems are beginning to arise. He stated code enforcement came out, but did nothing about the problem. Carleen Bagley, a neighbor, reiterated Mr. Carroll's thoughts and said code enforcement is not working. She asked what it would take to get help. Mr. Nyberg stated action would take place and Greg Moore spoke to Mr. Carroll and Ms. Bagley to find out particulars on their neighborhoods to possibly assist in relief to the situation. v. j. k. I. The motion carried as follows: City Council Regular Meeting February 4, 1997 - Page 3 Priest Gates Gintz Dovey yes yes yes yes Elder Watkins Park yes yes yes Item E: HUMAN SERVICES COMMISSION APPOINTMENTS Councilmember Park stated interviews for these vacancies were held earlier this evening and after Council deliberations, COUNCILMEMBER PARK MOVED TO APPOINT DELBERT HOOVER, TERESA PEFFLEY AND LISA WELCH FOR THREE-YEAR TERMS; BRIAN GAMMILL TO FILL AN UNEXPIRED TWO-YEAR TERM; DARREN PASCHKE AS 1ST ALTERNATE; GWEN FENBERT AS 2ND ALTERNATE AND MICHAEL BRUMMITT AS 3RD ALTERNATE, ALL SERVING THREE-YEAR TERMS; second by Councilmember Gates. The motion carried as follows: Priest Gates Gintz Dovey yes yes yes yes Elder Watkins Park yes yes yes Item G: BRIDAL & SOCIAL EVENT FEES/PRICING OF SERVICES AT VISITATION Council member Dovey pulled this item to inquire on comparison cost analysis and stated the cost may be prohibitive for some citizens. Councilmember Gintz stated this is a unique facility in a great location. Deputy Mayor Elder stated the prices are out of sight. Councilmember Gintz stated a marketing agent was brought in to study the costs, etc. Discussion was held between Deputy Mayor Elder, Councilmember Dovey and Deputy Parks Director Dave Wilbrecht wherein it was agreed a report containing a review of fees and bookings of the site could be submitted to Council in approximately six (6) months. PUBLIC HEARING Yard Waste ReGyclin¡¡: Services Public Hearin¡¡: Staff Report Citizen Comment City Council Deliberation Mayor Priest opened the public hearing at 7:45 p.m. City Recycling Coordinator Rob Van Orsow gave a brief staff report relating the 5.2% rate increase being passed through to citizens from King County. He showed the service cost increases breakdown via overhead. Mr. Van Orsow also fielded questions from Councilmembers as they arose. No public comments were received. Introduction Ordinance/Council Bill #165/Yard Waste Recyclin~ Services AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, AMENDING ITS SOLID WASTE AND RECYCLING UTILITY SCHEDULE OF RATES AND RETAINAGES FOR YARD WASTE RECYCLING SERVICE BY PROVIDING FOR CASCADE ENVIRONSYSTEM'S 16.9% INCREASE IN THE RECYCLING RATES AND BY THE ADDmON OF AN AUTOMATIC PASS THROUGH OF ANY FUTURE YARD WASTE RECYCLING FEE INCREASES ASSESSED BY CASCADE ENVIRONSYSTEMS FOR USE OF ITS DISPOSAL FACILITIES (AMENDS ORDINANCES 93-167 AND 94-218). Deputy City Clerk Bob Baker read Council Bill #165. COUNCILMEMBER DOVEY MOVED TO FORWARD THE ORDINANCE FOR ENACTMENT TO THE FEBRUARY 18, 1997, REGULAR COUNCIL MEETING; second by Councilmember Ron Gintz, for discussion purposes. It is a pass- through fee increase. Hearing nothing further on the matter, Mayor Priest closed the public hearing at 7:55 p.m. VII. CITY COUNCIL BUSINESS Renamin¡¡: of South 320th & SR 99 Public Works Director Cary Roe outlined some suggested general guidelines may want to be adhered to in effecting the renaming of South 32Oth Street and SR 99. He stated there are no legal requirements for the process except that the name changes must be brought about by adoption of a resolution or ordinance. He raised several points of consideration such as timing, coordination and interfacing with the Chamber of Commerce and emergency services, signage changes on the streets and the costs associated therewith. Mr. Roe also stated this may be an issue for discussion by the Downtown Revitalization Committee. Mr. Roe related one area of timing which may be crucial is the area code change in Federal Way. On April 27, 1997, our area code will change to (253). For a period of six (6) months, (206) and (253) will working when dialing Federal Way; but on November 16, 1997, the (253) area code will be the only one which works when calling. COUNCILMEMBER WATKINS MOVED FOR THE APPROVAL OF CITY STAFF TO BEGIN A STUDY OF NAME CHANGES ASSOCIATED WITH S. 320TH AND SR 99 AND BRING SUGGESTED CHANGES TO THE JUNE 3 CITY COUNCIL MEETING WITH A PUBLIC PARTICIPATION PROCESS PLAN TO BE BROUGHT TO THE FEBRUARY 24 LAND USFlTRANSPORTATION COMMITTEE MEETING; second by Deputy Mayor Elder. CITY MANAGER REPORT City Manager Nyberg reported the Open House for the Police Department went well last weekend. He also reported he and Chief Wood have been invited and will attend a meeting in Fountain Hills, Arizona, on February 11, 1997. Fountain Hills has offered an all-expenses-paid trip to our officials as they are considering the formation of their own community-based policing department. City Council Regular Meeting February 4, 1997 - Page 6 Finally, Mr. Nyberg reminded Council an executive session was necessary this evening which is expected to last 35-40 minutes with no anticipated action. IX. CITY COUNCIL REPORTS Councilmember Park announced the next Public Safety/Human Services Committee meeting is scheduled for February 6 at 5:30 p.m. He also announced all regular meetings will now be held at 5:30 p.m. vs. the former 4:30 p.m. Councilmember Watkins announced the next Land Use/Transportation Committee is set for February 10 at 5:30 p.m. Councilmember Gintz announced the next Finance/Economic Development Committee is set for February 27, 1997 at 7:30 a.m. Deputy Mayor Elder announced the next ACC meeting is scheduled for February 5, 1997. She then thanked Chief Wood for a beautiful dedication/ribbon cutting ceremony last Friday. Councilmember Dovey reported the next Parks & Recreation Committee Meeting is scheduled for February 18, 1997 at 8:00 a.m. Councilmember Gates reported the Suburban Cities Association met to review committee appointments. The following were named: Councilmember Park was appointed a full-time member of the Jail Advisory Committee; Councilmember Gintz was reappointed Regional Policies Committee of the Metro King County Council; Councilmember Watkins, barring no conflict of interest, will be named to the Private Industry Council; Mayor Priest's appointment on the Growth Management Planning Committee shall continue; Deputy Mayor Elder was reappointed to the Community Development Block Grant Consortium Committee; Councilmember Dovey was appointed to the Charter Review Commission; and Councilmember Gates serves the Regional Affairs Committee, SCATBd, RTA Board, Suburban Cities Association. At 8:25 p.m. Mayor Priest recessed the regular meeting and went into executive session. XI. EXECUTIVE SESSION (ADDED ITEM) a. Collective Bargaining/Pursuant to RCW 42.30.
