Council MIN 02-18-1997 Regular FEDERAL WAY CITY COUNCIL Regular Meeting Council Chambers - City Hall February 18, 1997 MINUTES I. CALL MEETING TO ORDER Mayor Priest opened the regular meeting of the Federal Way City Council at 7:06 p.m., Council Chambers, City Hall, Federal Way, Washington. City Council present: Mayor Mahlon .Skip' Priest, Councilmembers Phil Watkins, Michael Park and Ron Gintz. The absences of Deputy Mayor Elder & Councilmember Gates were excused. City staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, City Attorney Londi Lindell, City Clerk Chris Green and Deputy City Clerk Bob Baker. II. PLEDGE OF ALLEGIANCE Councilmember Jack Dovey led the flag salute. III. PRESENTATIONS Washin¡¡:ton State Youth Soccer Cup/Proclamation Counci1member Dovey read and proclaimed March 1-9, 1997, as the time to recognize the greater Federal Way Youth Soccer Association participants & volunteers; and to encourage the community to recognize and render support to these outstanding local youth groups. Tom Lemon, President of the Washington State Snickers Soccer Championship Cup Finals accepted the proclamation and thanked the Council for their support on behalf of the players and volunteers. Human Services Commission Introduction/Certificates of Appointment Councilmember Park introduced new Human Services Commissioners Delbert Hoover, Teresa Peffley and Lisa Welch to serve three-year terms; Brian Gammill to fill an unexpired two-year term; Darren Paschke as 1st alternate and Michael Brummitt 2nd alternate (formerly 3rd alternate) due to the resignation (on today's date) of 2nd alternate Gwen Fenbert. Certificates of Appointment will be mailed to all appointees. She formerly served as an alternate. Her certificate of appointment will be mailed. Diversity Commission R¡:placement/Certificate of Appointment Councilmember Park announced the appointment of former alternate Chris Choi (not prl".sent) as a regular commissioner. His certificate of appointment will be mailed. IV. CITY MANAGER REPORT City Manager Nyberg reported the trip he and Chief Wood took to Fountain Hills, Arizona, was successful. They both addressed the Fountain Hills City Council and fielded their questions. Next, Mr. Nyberg reported the receipt of a matching grant, in the amount of $75,000.00 from King County, for a first-time, home buyers down-payment assistance program. Finally, he reminded Council of the need for an approximate 35-minute executive session this evening, with no action anticipated. VIII. CITY COUNCIL REPORTS Councilmember Park had no report. Councilmember Watkins reported the next Land Use/Transportation Committee regular meeting is set for February 24, 1997, at 5:30 p.m. Councilmember Gintz reported the next Finance/Economic Development Committee regular meeting is set for February 27, 1997, at 7:30 a.m. Councilmember Dovey reported the next Parks/Recreation Committee regular meeting is set for February 24, 1997, at 8:00 a.m. Mayor Priest reported he and Councilmember Park presented a Certificate of Appreciation to the Korean Mission Church, on Sunday, February 16, 1997, recognizing their 20 years' worth of services. Mayor Priest then recessed the regular meeting of the City Council at 7:33 p.m. to begin executive session. City Council Regular Meeting Minutes February 18, 1997 - Page 6 IX. EXECUTIVE SESSION Real Property/Pursuant to RCW 42.30.110(1)(c) Potential Litigation/Pursuant to RCW 42.30.110(1)(i) At 7:58 p.m., Deputy City Manager Keightley announced :15 additional minutes were necessary. At 8:15 p.m., Deputy City Manager Keightley announced :10 additional minutes were necessary. At 8:35 p.m., the Councilmembers emerged. Mayor Priest reconvened the regular meeting and no action was taken from the executive session. X.
