MINUTES
I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:02 p.m., in Council
Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Malùon "Skip" Priest, Deputy Mayor Hope Elder and Councilmembers
Jack Dovey, Phil Watkins, Michael Park and Ron Gintz. Councilmember Mary Gates' absence was
excused.
City Staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, City Attorney
Londi Lindell, City Clerk Chris Green and Deputy City Clerk Bob Baker.
II.
PLEDGE OF ALLEGIANCE
Art Warner, Boy Scout Leader (Troop #361) led the flag salute.
III.
PRESENTATIONS
a.
Youth Recognition Week Proclamation
Deputy Mayor Elder read the proclamation and declared April 21 - 25, 1997, as "Youth Recognition
Week" In the attempt to continually recognize and support the efforts and activities oflocal youth
and the City's Youth Commission, this particular week has been identified to include special activities
culnùnating in an annual awards ceremony and youth recognition evening on April 25, 1997. Phuong
T. Hong, Youth Commission Chair, accepted the proclamation and thanked the Council for the
recognition and invited all to attend the event on April 25.

National Volunteer Week Proclamation
Deputy Mayor Elder read the proclamation and declared April 13 - 19, 1997, as "Volunteer
Recognition Week" Volunteer involvement enhances the activities of a city while allowing
participants to become better acquainted with city government. The proclamation urges all citizens
to recognize the unselfish contributions of all our volunteers to the well-being of our city. Brooke
Owen, Public Safety Department, accepted the proclamation, thanked the council for the recognition
and introduced several of the Police Department's 21 volunteers who were present.

Kitts Corner Retentionffietention Project Recognition
Councilmember Watkins recognized the Surface Water (SWM) Management Manager Jeff Pratt and
read from a Certificate of Recognition announcing the Kitts Corner & South 336th St. Regional
Stormwater Detention and Wetlands Stream Restoration project has been selected as one of this
year's "Public Works Projects of the Year" by the American Public Works Association. Mr. Pratt
stated the success and quality of the project is directly related to the success and quality of the staff
who worked on the project. He recognized the assistance of Public Works Director, Cary Roe as
well as that ofMarwan Salloum.

Arts Commission Introductions
Councilmember Gintz presented a Certificate of Appointment to Jeanne Burbidge. Other newly
appointed commissioners will be invited to attend the next council meeting to receive their
Certificates.
IV.
CITIZEN COMMENT
H. David Kaplan recognized the efforts of Phuong T. Hong on the Youth Commission and stated they
are working to build a skateboard park. Site visits are to be conducted next week with a public
meeting to follow on May 15, 1997, in Council Chambers.
Bob Griebenou spoke in support of a gas tax and increased traffic funding. He also sough support
of the Council to improve the roads in our City and region.
Mary EWis thanked the Council for their continued support of Family Fest. She, too, recognized the
efforts of Phuong T. Hong who is assisting with this project. Family Fest will take place on August
23 and 24, 1997 with the Battle of the Bands taking place on August 22.
Art Warner, Boy Scout Troop leader, request permission of the Council for another "sleep out"
during Family Fest for the boy scouts. Mayor Priest stated they would work with the troop to
facilitate same.
A letter written by Joseph Wristen was read into the record citing problems with zoning on the former
Silo building for his store, Future City, Inc. The matter is to be considered by the Planning
Commission at its next regularly scheduled meeting.

Deputy City Manager Philip Keightley made a brief presentation reviewing the agenda and proposed
dates of May 9 & 10 for an Image Workshop to be attended by City Council, CIAC Committee
members, Downtown Committee members, major downtown property owners representatives, key
City Staff, facilitators and consultants.
It was the consensus of Council to accept and confirm the dates as set. Mayor Priest requested Harry
Newman receive a personalized invitation.

City Manager Nyberg related Chief Wood addressed the Washington State Liquor Control Board
approximately two weeks ago regarding this item. The Board stated that if the community has a
major concern with the issue, an expression from the "electeds" such as a resolution, is appropriate.

VII. CITY MANAGER REPORT
Deputy City Manager Keightley reported an apartment fire occurred today at the corner of SR99 and
Dash Point Road. The residents ofthe building were evacuated and the although a heavy amount of
smoke and water damage occurred, the rest of the building was saved via the efforts offire crews and
the indoor sprinkler systems. Mr. Keightley stated the American Red Cross and Sacajawea School
District employees worked together to put the residents up on a temporary basis. He stated it is
gratifying to see everyone pull together for people in a time of real need.
VIII. CITY COUNCIL REPORTS
Councilmember Dovey reported the next Parks & Recreation Committee meeting is set for May 19,
1997 and not May 12 as regularly scheduled. Mr. Dovey also reported on a "Walk on the Wild Side"
special event set for May 3, 1997 !Tom 10 a.m. to 2 p.m. wherein 10 pounds of wildflower seed (over
3,000,000 seeds) will be planted along the BPA & West Campus Trails. More details will be
forthcoming.
Deputy Mayor Elder stated she is a participant of the Federal Way Citizens Police Academy and
enjoying herself She also noted Councilmember Park's participation in the program.
Councilmember Gintz reported the next Finance/Economic Development Committee meeting is set
for April 24, 1997, at 7:30 a.m.
Councilmember Watkins noted the next Land UselTransportation Committee meeting is set for April
21, 1997, at 5:30 p.m.
Councilmember Park commented on his and Greg Moores enrollment in the Citizens Police Academy.
He relayed crime has reduced in Federal Way since our own Police Department has begun work. He
stated a major goal is building and maintaining the confidence of our citizens.
IX.
ADJOURNMENT
Having no other business to come before the Council, Mayor Priest adjourned the regular meeting
at 8:27 p.m.
