MINUTES
I. CALL MEETING TO ORDER
Mayor Priest opened the special meeting of the Federal Way City Council at 7:00 p.m., Council
Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mahlon "Skip" Priest, Deputy Mayor Hope Elder; Councilmembers
Phil Watkins, Michael Park, Mary Gates, Ron Gintz & Jack Dovey.
City staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, City
Attorney Londi Lindell and Deputy City Clerk Bob Baker.
II. PLEDGE OF ALLEGIANCE
• Councilmember Gintz led the flag salute.
III. CITIZEN COMMENT
Barbara Reid announced the "Walk on the Wildside" scheduled for May 3, 1997, from 10:00 a.m.
til 2:00 p.m., to beautify the BPA & West Campus Trails. Many, many people will be there to
plan the more than 3,000,000 wildflower seeds. She encouraged all to bring small garden tools
and relayed the PARCS Department would be tilling the earth. Individuals invitations were
prepared and distributed to the Council, City Manager and Deputy City Manager. Finally, she
reported pop, face painting and balloons will be available.
IV. RESOLUTIONS
a. Co mmunity Facilities Investment Bonds/Bid Acceptance/Resolution
APPROVED RES'OL UTION #97 -248
Management Services Director Iwen Wang made a brief presentation to Council and relayed the
bid opening for Community Facilities Investment Bonds took place this morning, in Seattle.
Further she reported each bid may represent a group of individual companies pulling together to
formulate the five submitted bids. The low bidder was Morgan Keegan & Company. She stated
. the bid is close to what was projected and the rates of sales are very comparable.

COUNCILMEMBER DOVEY MOVED APPROVAL OF THE RESOLUTION ACCEPTING
THE BID OF MORGAN KEEGAN & COMPANY TO PURCHASE THE CITY'S LIMITED
TAX GENERAL OBLIGATION BONDS; second by CouncilmemberElder. The motion carried

No discussion was had on this issue. COUNCILMEMBER GINTZ MOVED APPROVAL OF
THE RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE FOR
AN OUTDOOR RECREATION PROJECT TO THE INTERAGENCY COMMITTEE FOR
OUTDOOR RECREATION AS PROVIDED BY THE WILDLIFE AND RECREATION
PROGRAM; second by Councilmember Dovey. The motion carried as follows:
