MINUTES
I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:05 p.m., Council
Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mahlon "Skip" Priest, Deputy Mayor Hope Elder; Councilmembers Phil
Watkins, Michael Park, Mary Gates, Ron Gintz & Jack Dovey.
City staff present: City Manager Ken Nyberg, Deputy City Manager Philip Keightley, City Attorney
Londi Lindell, Assistant City Attorney Bob Sterbank, City Clerk Chris Green and Deputy City Clerk
Bob Baker.

Councilmember Gates led the flag salute.
III.
PRESENT A TION
Buildin¡¡: SafelY Week Proclamation
Deputy Mayor Elder read and proclaimed the week of April 6-12 as International Building Safety
Week with the theme being established as "A Safer World Is on the Horizon." City of Federal
Way Building Official Dick Mumma was present and accepted the proclamation. He thanked the
council for recognizing this important week and distributed buttons to Council. He also noted
Terri Mendenhall, Graphics Coordinator for the City of Federal Way designed the buttons and
City Staff put them together.
SPIRIT A ward
City Manager Ken Nyberg announced the SPIRIT Award winner for April is Neighborhood
Specialist Ed Swan. Ed has assisted in coordinating many positive efforts within our community
including the coordination of the City's Volunteer Program which generates approximately 3,000
volunteer hours per quarter. He is a team player and problem solver who comes up with creative
solutions. He is an excellent representative who balances the expectations of what the City can
provide and what groups need to do for themselves. Mr. Swan was present and said he enjoys
the "team" with which he works and related Federal Way is an exciting place to work.

IV.
CITIZEN COMMENT
Al Hoppenrath spoke regarding a perceived lack of concern from the Federal Way Police
Department relative to stolen mail at his address on 19th PI. SW. He has proof of the thiefs
identity and feels as though no assistance is available from police due to the fact he is "not the
victim." Police Chief Wood spoke to Mr. Hoppenrath before he left the meeting.
Charles & Heather McCullough addressed concerns regarding a proposed traffic light at 21st &
Dash Point Road. They live in that vicinity and believe the light would only delay citizens during
morning and evening rush hour. Although they are not opposed to the light, they are concerned
about the costs related thereto and stated the money could be better spent. One suggestion Mr.
McCullough offered to decrease problems in the area is the placement of speed bumps. He asked
the Council to reconsider their position on this subject.
Lakota Jr. High Band Director Tom Jacobs appeared with two students, Bryan Baker & Tony
Kwon. The three were present to make the first donation to the Civic Theater at Visitation Retreat
and Cultural Center, in the amount of $200, from the Lakota Jr. High Band Boosters.
Ron Robillard, neighbor to Mr. Hoppenrath, is also a victim of mail theft. He thanked the
Council and Chief Wood for their time and relayed to Council his belief the situation would be
handled efficiently.
Sam Pace, Seattle-King County Association of Realtors, spoke in opposition to School Impact
Fees. He related funding schools with impact fees is bad public policy and the draft ordinance
on this evenings agenda is "critically flawed and :wpears un]awful as currently structured." He
thanked the Council for their time and stated he looked forward to working with them on items
of mutual concern.

UNEXPIRED TERMS; AND NANCY COLE AND PIA SEEGER EACH TO SERVE THREE-
YEAR TERMS AS ALTERNATES.

AN ORDINANCE OF THE CITY OF FEDERAL WAY, WASHINGTON, PROVIDING FOR THE
ISSUANCE AND SALE OF LIMITED TAX GENERAL OBLIGATION BONDS OF THE CITY IN
THE PRINCIPAL SUM OF $16,150,000 FOR THE PURPOSE OF PROVIDING FUNDS TO
FINANCE VARIOUS CAPITAL PROJECTS; PROVIDING THE DATE, FORM, TERMS AND
MATURITIES OF THE BONDS; PROVIDING FOR THE DISPOSITION OF THE PROCEEDS OF

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
WASHINGTON, AMENDING ARTICLE VI, CHAPTER 14 OF THE FEDERAL WAY CITY
CODE AUTHORIZING THE COLLECTION OF SCHOOL IMPACT FEES; INCORPORATING
THE FORMULA FOR CALCULATING SCHOOL IMPACT FEES WITHIN ARTICLE VI,
CHAPTER 14 OF THE FEDERAL WAY CITY CODE, AND PROVIDING FOR THE ANNUAL
SUBMISSION, REVIEW, AND ADOPTION BY THE CITY COUNCIL OF A SCHOOL IMPACT
FEE SCHEDULE.

Mayor Priest recognized the Planning Commission Chair, Bob Vaughn, and thanked him for his
work and that of the Commission.
VII.
CITY MANAGER REPORT
City Manager Nyberg reported the windstorm of Easter, 1997, created no significant damage; but
cited two areas which were affected -- one awning at City Hall and a sky light at Klahanee Lake
Community Senior Center.
VIII.
CITY COUNCIL REPORTS
Council member Park announced the next Public Safety/Human Services Committee regular
meeting is April 3, 1997, at 5:30 p.m.
Councilmember Watkins announced the next Land Use/Transportation Committee regular meeting
is April 7, 1997, at 5:30 p.m.
Councilmember Gintz announced the next Finance/Economic Development regular meeting is
April 24, 1997, at 7:30 a.m.

Deputy Mayor Elder announced the next meeting of the Airport Community Coalition is April 2,
1997. The next Law & Justice meeting is April 3, 1997. She reported her pleasure with the first-
time home buyers program.
Council member Dovey announced the next Parks & Recreation Committee regular meeting is
April 14, 1997, at 8:00 a.m.
Councilmember Gates distributed a public review draft of The Implementation Guide for Sound
Move' The Ten-Year Re¡¡:ionaJ Transit System Plan to Councilmembers and press. The guide is
scheduled to be approved in May 1997, and provides the basis for developing the 1998 budget and
work program and will focus the RTA's efforts in the remainder of 1997. She also reported sales
tax, beginning today, were increased to include RTA Tax and Motor Vehicle Excise Tax (MVET).
IX.
ADJOURNMENT
Having no other business to come before Council, Mayor Priest adjourned the meeting at
