Dear Mr. Skadsen:
The following is a response to the City of Federal Way Technical Comment Letter Dated
February 24, 2022.
COMMUNITY DEVELOPMENT – PLANNING DIVISION
Use Process III
1. The City of Federal Way’s critical areas map identifies a stream on the subject
property. Pursuant to Federal Way Revised Code (FWRC) 19.145.080(1):
“…an applicant proposing activities where impacts or alteration of a critical area or
its associated buffer and/or setback shall submit a critical areas report that
adequately evaluates the proposal and probable impacts.”
The Director may waive the critical area report requirement if there will be no alteration of
the critical area or buffer per FWRC 19.145.080(4)(b).
Considering that this is a developed site with improvements that appear to cover the
location of the possible stream, a critical areas report may not be required.
Submit documentation from a qualified professional regarding the location and status of the
stream indicated on the city’s critical areas map and disclose if the proposal will have any
impacts on the stream per FWRC 19.145.080.
Response: The project site is fully developed with a building and parking lot. Storm
water improvements will be provided within the limits of the existing parking lot and
will not impact the stream. Please see the attached TIR for maps for the location of
the stream. A waiver is requested for the Critical Area Report given the information
and that there will be an alteration of critical area or buffer.

SEPA
2. Additional information is need on the SEPA Checklist. The Use Process V
application for the proposed CZA amendment is a non-project action. Therefore,
Section D of the SEPA Checklist must be completed and address the amendment
to the CZA. An updated SEPA Checklist is required prior to issuing a decision for
the Use Process V and III applications.
Response: Please find an updated SEPA Checklist including Section D as
requested.
PUBLIC WORKS – DEVELOPMENT SERVICES DIVISION
General Information
1. The stormwater plan sheets must include a summary table for the impervious
surface area.
Response: A summary table for the impervious areas has been included on
sheet SD-01 of the plan set as requested.
2. The City’s critical areas maps indicates a stream flowing through the site; please
clarify.
Response: The existing unnamed stream is conveyed though a 36” pipe
through the site to a 1st Avenue south culvert crossing. Please see the
attached TIR for detailed information on existing stream.
Stormwater Control and Treatment
3. The proposed detention/retention system does not meet the sizing requirements.
When asked, the City stated the modeling requirement was to model the site for
Level 1 and Level 3, not Level 1 and Level 2 as submitted. The detention facility
proposed is severely undersized.
Response: The stormwater facility has been resized to meet the requirements
of the Level 1 and Level 3 analysis as required. Please see the updated TIR
report for additional information as well as revised Sheet SD-02.
4. All properties outside of the City Center Core are required to design above ground
facilities. The applicant must apply for a Administrative Determination (AD) to allow
an underground facility.
Response: Attached please find an attached request for Administrative
Determination requesting an underground facility. This project site is
currently fully developed with a building and paved parking lot. There is
limited pervious areas and several existing easements for joint access and
utilities. This makes it not feasible to construct an open stormwater pond for
stormwater flow control.

5. No cross sections have been provided for the proposed vault.
Response: A cross section of the proposed vault has been included on the
plans as requested. Please see the attached revised Sheet SD-02.
6. Solid waste has not been addressed as part of the land use permit packet.
Response: Solid waste will be handled by the existing dry and wet compactor
currently serving the WinCo Foods. No changes are proposed.
Technical Information Report (TIR)
7. Section 1 Project Overview – The City has adopted the 2021 KCSWDM, therefore
the entire TIR should be revised to reflect these requirements.
Response: The stormwater TIR has been updated to the 2021 KCSWDM as
requested. Please see the attached updated TIR.
8. 1.1 On-Site Information – The Geotechnical report in Appendix 2 was signed by an
engineer who is no longer active. The license expired in 1999.
Response: The Geotechnical Report has been removed from the report as is it
was not used for the preliminary stormwater design.
9. Page 13 of 24, #3 Flow Control Facilities – Original modeling was Level 1 of the
1996 KCSWDM standards which does not correspond with Level 1 of the 2016
(2021) KCSWDM.
Response: The stormwater facility has been resized to meet the requirements
of the Level 1 and Level 3 analysis as required. Please see the updated TIR
report for additional information.
10. Section 3.1.1 Paragraph 3 – The last statement is a broad assumption because it
assumes that WinCo is the only development to use the downstream conveyance
system in the last 24 years.
Response: This statement has been removed from the TIR report.
11. Section 3.1.1 Task 2 – The City of Federal Way maintains a drainage complaint
database for the system within the City limits. Use of the King County system is an
erroneous approach.
Response: The city provided information from their drainage complaint
database for areas within 1 mile of the project site. The information has been
noted and included in the TIR.
12. Section 3.1.1 Task 3 – The site inspection was conducted during the 2021 drought
therefore there was no “known” drainage problems.
Response: Additional information was obtained from the City of Federal Way
drainage complaint database for areas withing 1 mile of the project site. The
information has been noted and included in the TIR.

13. Section 4.1.2 – Again a Level 1 Flow Control (FC) model under the 1996 KCSWDM
does not compare to a Level 1 FC in the 2016 (2021) KCSWDM. It is an erroneous
assumption to use the Level 1 from 1996 and then the Level 2 from 2016 (2021).
Response: The stormwater facility has been resized to meet the requirements
of the Level 1 and Level 3 analysis as required by the 2021 KCSWDM. Please
see the updated TIR report for additional information.
14. Section 4.2.1 – FCs must be based upon a current geotechnical report not one
signed 24 years ago by a now inactive engineer.
Response: The Geotechnical Report has been removed from the report as it is
not used for the preliminary stormwater design.
15. Section 4.2.2 – Correct the flow control levels throughout to match the existing City
requirements. Recalculate the required detention volume.
Response: The stormwater facility has been resized to meet the requirements
of the Level 1 and Level 3 analysis as required by the 2021 KCSWDM. Please
see the updated TIR report for additional information.
16. Appendix 2 Geotechnical Report – The engineer of record (James Finley Jr.) has an
expired license, therefore the report cannot be accepted.
Response: The Geotechnical Report has been removed from the report as it is
not used for the preliminary stormwater design.
17. Appendix 5 modeling is incorrect. The assumption that Level 1 flow control from the
1996 KCSWDM is the same Level 1 Flow Control of the 2016 (2021) KCSWDM is
erroneous. The modeled levels are to be Level 1 and Level 3 for Flow Control.
Remodel the site and detention requirements and make size adjustments
accordingly.
Response: The stormwater facility has been resized to meet the requirements
of the Level 1 and Level 3 analysis as required by the 2021 KCSWDM. Please
see the updated TIR report for additional information.
Plan Set
18. Sheet 12 of 29 – The point of connection for the proposed detention vault is the by-
pass main for the site rather than the existing collection system. Why?
Response: The stormwater connection point is the by-pass main for the site
rather than the existing collection system due to the grades on site and the
required pipe cover for the pipe.
19. Sheet 14 of 29 – Actual vault size to be determined after modeling has been
corrected to reflect the minimum requirements of the City.
Response: Sheet SD-02 of the SPR plans have been revised to show the
actual vault size after the stormwater modeling has been revised per 2021
KCSWDM.

PLUBLIC WORKS – DEVELOPEMTN TRAFFIC DIVISION
Use Process III
The following technical review items must be address prior to Public Works Traffic Division
approval.
Plans Comments:
1. The civil plans must depict frontage improvements and right-of-way dedication on
SW Campus Drive. A Street Improvement Modification/Waiver may be submitted to
the Public Works Director for consideration.
Response: Please see the attached Street Improvement Modification/Waiver
Letter for frontage of SW Campus Drive for consideration.
2. Show frontage improvements along parcel #415920-0725 on 1st Ave S, which is
considered subject property.
Response: The frontage improvements along the referenced parcel were
omitted as the current layout would be a direct replacement of the existing
curb and gutter and sidewalk that is constructed with a block fill wall.
Additionally, the roadway widens for the right turn lane leading to the
intersection of 1st Ave S and SW Campus Dr and the existing Right of Way is
currently wider than the required width for the classification of the roadway.
Provide conceptual design for the new 5’ bike lane approaching the intersection.
Response: The bike lane has been accommodated in the ROW improvements,
however as there is no bike lane to the North or South of the proposed
improvements, the striping is suggested to be omitted for this project. The
bike lane striping will align with the current right turn lane at the intersection
and in the future sharrows can be placed in the turn lane indicating the
extension of the bike lane to the stop bar.
3. Show right-of-way dedication on the plan.
Response: Please see the attached revised Sheet AL-01 with this information
included.
4. Coordinate the bus stop relocation and improvement with the appropriate transit
agency.
Response: SCJ is in contact with King County Metro and will coordinate the
desired improvements with the Right of Way improvements. The contact for
King County Metro will be listed on the plan sheets for coordination.

5. Coordinate the school flasher and photo camera relocation with the Public Safety
Department.
Response: No relocation of the Flashing Sign and Photo Camera will be
required. The existing foundation will be within the new planter as it was
located behind the walk previously. A note will be added to the plans that any
interruption of the function of the flashing sign or photo camera will be
coordinated in advance with the respective party responsible for each
function (King County Signals or City Public Safety Department). Please see
the attached revised Sheet RM-01.
6. Street lighting along 1st Ave S will need to be replaced and relocated to be within
the 6’ planter strip. Street lighting design should be included with street
improvements.
Response: The next plan submittal for permitting proposes will include a new
lighting design for 1st Ave S within the limits of the ROW Improvements.
7. Improve the ramp at the SW corner of 1st Ave S./WinCo driveway to meet current
standard.
Response: This ramp will be replaced complete and shall comply with current
ADA requirements. SCJ will provide a full ADA plan sheet showing the grades
and cross slopes in a later submittal for permitting proposes.
8. Show all applicable roadway sections.
Response: Currently the anticipated roadway section for construction is
along 1st Ave S and has been shown on the roadway section Sheet, XS-01.
9. Sheet XS-01 – Minimum pavement section on 1st Ave S shall be per Dwg No. 3-2C
(Type C street section).
Response: From the City of Federal Way Functional Classification Map, 1st
Ave S is listed as a Minor Arterial. Per Dwg No. 3-2C for a Minor Arterial 0.83 ft
of ½” HMA can be specified if placed over 0.83 ft of CSTC. This has been
identified on the roadway section sheet as 10” total HMA (2” grind and inlay
overlapping the vertical sawcut joint in the roadway and 8” of base HMA) over
10” CSTC. Please clarify if this is not correct per Dwg No. 3-2C.
10. Taper and transitions beyond the project frontage may be required as deemed
necessary for safety purposes. The taper rate shall be WS²/60 or as directed by the
Public Works Director.
Response: No tapers are required for the increased width of roadway as the
improvements begin before an intersection corner and end at the beginning of
an existing turn lane taper.
SEPA Checklist – Transportation
11. Transportation 14(b) – Revise this section to include King County Metro (DART
903) bus stop on site on SW Campus Drive and 1st Ave S.
Response: Section 14(b) has been revised to include King County Metro as
requested.

12. Transportation 14(d) – Add half-street frontage improvements and right-of-way
dedication on SW Campus Drive. (Please note – this requirement may be waived or
modified by the PW Director with a Street Modification request).
Response: Section 14(d) has been updated to include half-street frontage
improvements and right-of-way dedication on SW Campus Drive if required. A
waiver is being submitted for review by the PW Director.
13. Transportation 14(f) – Update this section to include 40 PM peak hour trip
generation
Response: Section 14(f) has been updated to include 46 PM peak hour trips
per the ITE Trip Generation Manual.
14. Transportation 14(d) – Revise this section to include transportation impact fee
payment.
Response: Section 14(d) has been updated to include the requirement to pay
the City of Federal Way impact fees as requested.
