Subject: Preapplication Conference response to comments
The following responses are provided to the comments related to Street Frontage Improvements for the subject
project, as included in the preapplication conference:
2. The applicant/owner will be expected to construct street improvements consistent with the planned roadway
cross-sections as shown in Map III-4 in Chapter III of the Federal Way Comprehensive Plan (FWCP) and Capital
Improvement Program (CIP) shown in as Table III-10 (FWRC 19.135.040). Based on the materials submitted, staff
conducted a limited analysis to determine the required street improvements. The applicant will be expected to
construct improvement on the following streets to the city’s planned roadway cross-section:
• SW Campus Drive is a Principal Arterials planned as a Type “I” street, consisting of a 58-foot street with
curb and gutter, 6-foot planter strips with street trees, 8-foot sidewalks, and street lights in a 92-foot
right of way. Assuming a symmetrical cross section, half street improvements are required as measured
from the centerline. SW Campus Drive is improved with vertical curb gutters, sidewalks, streetlights,
etc., on both sides of the street. However, the improvements may not meet current standards”
o RESPONSE: The existing roadway meets the standard of a Type “I” street and no improvements are
anticipated. A waiver shall be submitted to the City Engineer for review.
• First Avenue South is a Minor Arterial planned as a Type “C” street, consisting of a 72-foot street with
curb and gutter, 6-foot planter strips with street trees, 8-foot sidewalks, and street lights in a 106-foot
right of way. Assuming a symmetrical cross section, up to an 11-foot right-of-way dedication and half
street improvements may be required as measured from the street centerline. First Avenue South is
improved with vertical curb gutters, sidewalks, streetlights, etc., on both sides of the street; however,
the existing improvements may not meet the current standard adopted section.
o RESPONSE: The proposed improvement are shown to add a bike lane and wider planter
strip/sidewalk to comply with a Type “C” street. Right-of-way dedication is provided to incorporate
the planned improvements, however does slightly vary since the existing centerline alignment of the
road does not follow the right of way centerline.
