PROJECT OVERVIEW The following report was prepared for the WinCo Foods Redevelopment Project in Federal Way, WA. This report was prepared to comply with the minimum technical standards and requirements that are set forth in the 2016 King County, Washington Surface Water Design Manual (KCSWDM) and the 2016 Federal Way Addendum to the KCSWDM (Federal Way Addendum). Federal Way follows the King County Stormwater Pollution Prevention Manual (KCSPPM) and LID Technical Guidance Manual for Puget Sound (LID Manual) for stormwater requirements. Project Proponent: WinCo Foods, LLC Parcel Numbers: 4159200710 and 4159200725 Total Parcel Area: +/- 9.6 acres Current Zoning: BC (Community Commercial, Ordinance #91-099) Required Permits: Grading, Utility, Paving, Building, etc. Site Address: 160 SW CAMPUS DR Section, Township, Range: Section 19, Township 21 N, Range 4 E, W.M. The existing WinCo Foods site is located on approximately 9.6 acres. The project is located at 160 SW Campus Drive in Federal Way, WA 98023. The proposed project includes demolition of the restaurant on the west side of the WinCo Foods building and construction of a commercial building, parking lot, ramps, and stormwater. Specifically, the proposed site improvements/construction activities for this project include the following: ● Site preparation, grading, and erosion control activities ● Construction of the commercial building ● Construction/installation of on-site stormwater management BMPs. ● Project site landscaping ● Off Site frontage improvements WinCo Redevelopment Project 4 of 24 Technical Information Report The subject property falls within Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) Panel 53033C1250G and is located in Zone X which is determined to be outside of the 500-year floodplain and an area of minimal flood hazard. See the FIRM Map below. Figure 1 FIRM Map (2020) WinCo Redevelopment Project 5 of 24 Technical Information Report Based on a review of available historic aerial photographs, the site was developed after 1990 and has had the WinCo on site since 1998. Aerial images from 1990 and 2019 are provided below. Figure 2 Existing Conditions (1990 and 2019) 1.1 ON-SITE SOILS INFORMATION According to the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NCRS) report described the soils on the WinCo Foods project site as Everett-Alderwood gravelly sandy loam, Hydrologic Soil Group B. Per the KCSWDM Table 3.2.2.A , the Alderwood soil type is classified a Hydrologic Soil Group C, thus the modeling assumes soil type C in its calculations. See Figure 3 for the NCRS Custom Soil Resource Report Map and Appendix 1 for the full report and Table 1 for Table 3.2.2.A soil equivalence from the KCSWDM. A geotechnical study was performed during the original design and construction of the WinCo in 1997 by Geotech Consultants. Ten test pits were dug in support of this report. The site contained both areas of native glacial till and glacial till fill. For much of the site, the first 3-4 feet was medium-dense to dense glacial till fill. Below this depth, the fill was medium-dense. This report did not evaluate the infiltration capability of the soils. Typically, medium- dense glacial till will not readily infiltrate. See Appendix 2 for the full geotechnical report. Existing stormwater runoff is being collected throughout the parcel using catch basins and roof drain downspouts into the existing conveyance system. This system partially flows into a wet vault and into a bioswale while the remaining is discharged off-site. Off-site drainage patterns and discharge locations will not be altered with this project. See Appendix 8 for the Basin Maps. The following table identifies the different on-site land type designations and their respective areas. CONDITIONS AND REQUIREMENT SUMMARY 2.1 CONDITIONS AND REQUIREMENT SUMMARY As part of the review of the stormwater requirements of the project, Figure 1.1.1.B from the Federal Way Addendum was reviewed. Per that figure, this project is required to have a stormwater review per Section 1.1.2 of the KCSWDM. From Section 1.1.2, the proposed project redevelopment will be disturbing more than 2,000 square feet (sf) of existing impervious coverage of the project site and therefore requires a Full Drainage Review per Section 1.1.2.4. The project triggers Core Requirements #1-#9 and Special Requirement #1-#5 for all new and replaced hard surfaces per Figure 1.1.2.A and Table 1.1.2.A below. Table 4 below summarizes how each requirement will be met. Table 4: Conditions and Requirements Summary Table CORE REQUIREMENT COMPLIANCE WITH CORE REQUIREMENT #1 - Discharge at Natural Location On-site generated stormwater runoff will be collected and released into the existing off-site conveyance stormwater system as it does currently. The proposed redevelopment of the parcels will not alter the existing drainage patterns of the basin nor will it direct stormwater flows offsite across property boundaries to adjacent properties. The project will increase the impervious surface amount and it is not anticipated to affect the downstream systems due to the proposed flow control systems. #2 - Off-site Analysis Per Section 1.2.2 of the 2016 KCSWDM, our project triggers both Core Requirements #3 (Flow Control Facilities) and #8 (Water Quality Facilities) thus, our project will require a minimum, Level 1 Downstream Analysis. See Section 3.1 for the findings of the Off-site Analysis. #3 - Flow Control Facilities The proposed project is required to meet the conservative flow control requirement. Level 2 flow control must be provided to match developed discharge durations to predeveloped durations for the range of the predeveloped discharge rates from 50% of the 2-year peak flow up to the full 50-year peak flow. The developed peak discharge rates also need to match the existing site conditions peak discharge rates for 2- and 10- year return periods. An existing regional detention pond currently provides level 1 flow control for the project site and therefore the flow control design for the proposed project improvements is only required to provide the difference between the Level 2 and Level 1 flow control requirements. More information about his facility and the impacts to the site are discussed in depth in Section 4.1. A stormwater detention vault will be constructed to provide flow control to meet these requirements. See Section 4.1 of this report for more information. #4 - Conveyance System The majority of the on-site conveyance systems will not be altered with the construction of this project. The proposed runoff flows will be decreased from the proposed project improvements due to the addition of a flow control vault. The project improvements will be increasing the overall impervious surface total of the site. Conveyance system calculations will be provided at the time of the civil permit submittal. #5 - Erosion & Sediment Control A Construction Stormwater Pollution Prevention Plan (CSWPP) will be completed and provided at the time final construction plans are submitted to the city for review and approval that meets the requirements in Sections 1.2.5.1, 1.2.5.2, and 1.2.5.3 of the KCSWDM. Appropriate Erosion and Sediment Control (ESC) and Stormwater Pollution Prevention and Spill Control (SWPPS) measures will be implemented on the project site further in the design process. WinCo Redevelopment Project 14 of 24 Technical Information Report #6 - Maintenance & Operations Maintenance and operation of all drainage facilities is the responsibility of WinCo Foods unless the facilities are in the Right-of-Way (ROW) of the City of Federal Way. An operations and maintenance manual will be provided at time of final construction documents. #7 - Financial Guarantees & Liabilities The financial guarantees and liabilities will be determined at a later submittal. #8 - Water Quality Per the City of Federal Way Water Quality Applications Map our site is required to use the Enhanced Basic Water Quality Treatment Menu. Since this project is a redevelopment, the Federal Way Addendum states that the entire site must be brought up to current water quality standards for all impervious surfaces regardless of when they were created. Exemptions in 1.28 of the KCSWDM do not apply to redevelopments. See Section 4.3 of this report for more information. #9 - Flow Control BMPs The project site is greater than 22,000 s.f., greater than 5 acres, and inside the City of Federal Way city limits. This project falls under the Large Lot BMP requirements per Section 1.2.9.2 of the KCSWDM. SPECIAL REQUIREMENT COMPLIANCE WITH SPECIAL REQUIREMENT #1 - Other Adopted Requirements The proposed project is not located within an area that has area-specific regulations. This Special Requirement is not applicable. #2 - Flood Hazard Area Delineation The proposed project is not located in or adjacent to a flood hazard area per the NCRS Custom Soil Resource Report Map. This Special Requirement is not applicable. #3 - Flood Protection Facilities The proposed project does not rely on an existing flood protection facility. This Special Requirement is not applicable. #4 - Source Control The proposed project is a commercial development and will conduct activities requiring water quality source control. This Special Requirement will be addressed for the specific activities per the KCSWDM and KCC 9.12. #5 - Oil Control The expected average daily traffic (ADT) count will not be greater than 100 vehicles per 1,000 ft2 of gross building area and is not a high-use-site; oil control is not required. OFF-SITE ANALYSIS REPORT 3.1 LEVEL 1 DOWNSTREAM ANALYSIS Per Section 1.2.2 of the 2016 KCSWDM, our project will require at minimum, a Level 1 Downstream Analysis. 3.1.1 Task 1: Study Area Definition and Maps The study area was established using information from field observations, as-built drawings of the on-site drainage system, the TIR from the original design of the on-site systems, and aerial mapping using iMap and LIDAR. Off-site flows are directed through the site from a stormwater management facility directly north. These off-site flows are directed through the site via pipe and south to a catch basin in Campus Drive. A portion of the on-site stormwater, largely roof drainage, is connected to this off-site stormwater conveyance system. Drainage from a portion of 1st Avenue is also collected and conveyed on-site. This drainage, along with the balance of the on-site drainage, is conveyed to the on-site stormwater management facility located west of the Starbucks that consists of a wet vault and swale. Outflow from this facility also connects to the catch basin in Campus Drive. The catch basin on Campus Drive conveys stormwater south to an unnamed stream through a 36” diameter culvert. This unnamed stream flows southeast from the site area to a 1st Avenue South culvert crossing where the required qualitative ¼ mile downstream analysis has been terminated. From a visual inspection there did not appear to be any capacity issues or maintenance concerns with the existing storm system along SW Campus Drive. In review of the TIR from the original WinCo project design, it was found that a full downstream analysis was prepared. The full analysis was not part of the report that was obtained. A request has been made to obtain the full analysis but was not available as of the writing of this report. This will be provided in subsequent submittals of this report. Per the summary, the downstream conveyance was found to have sufficient capacity for expected flows. With the installation of additional flow control provided by this project, the flows from this site will be reduced so adequate flow capacity is available. Task 2: Resource Review All available public resources have been reviewed. According to the King County GIS, there are a few drainage complaints mapped on downstream parcels. With further investigation they are related to water quality audits and storm system maintenance. These drainage complaints will not be affected with the construction of this project. Task 3: Field Inspection A level 1 inspection was conducted for the project site and the existing catch basin that will be used as a connection point for the proposed system. The weather was party cloudy on the day of exploration. Figure 6: Unnamed Stream (2021) WinCo Redevelopment Project 16 of 24 Technical Information Report 1. No problems were observed on-site during the resource review. 2. There are no known existing/potential downstream drainage problems at this time. 3. There are no known existing/potential overtopping, scouring, bank sloughing, or sedimentation at this time. 4. There are no known significant destruction of aquatic habitat or organisms at this time. 5. Qualitative data of the on-site features has been provided within this report. 6. Information of the on-site and downstream systems has been provided within the survey and the downstream analysis exhibit prepared and provided herein as Appendix 3. 7. Tributary basins are appropriate as determined in Task 1. 8. Neighboring property owners or residents are not aware of any past or existing drainage problems within the vicinity. 9. July 2021, partly cloudy, 65 degrees 3.1.2 Task 4: Drainage System Description and Problem Descriptions A downstream analysis exhibit has been prepared and provided herein as Appendix 3 that identifies the downstream characteristics. There are no known problems at this time. 4. FLOW CONTROL AND WATER QUALITY ANALYSIS AND DESIGN 4.1 SUMMARY SECTION The proposed project follows the development requirements stated in the 2016 KCSWDM and the Federal Way Addendum. Following Figure 1.1.1.B (Figure 4) and Figure 1.1.2.A (Figure 5), from the Federal Way Addendum and the KCSWDM respectively, this project is classified as a redevelopment project that triggers all nine minimum core requirements and the five special requirements. 4.1.1 Part A: Existing Site Hydrology From the 1998 Preliminary Technical Information Report for Proposed Retail Development, see Appendix 4, the on-site generated stormwater is collected by catch basins and underground pipe and is tightlined to the southwest corner of the project for water quality treatment prior to discharging from the site. The water quality treatment is provided by a wet vault and biofiltration swale designed to the 1990 King County Design Manual and the City of Federal Way standards. The existing 36” pipe also discharges water offsite near the existing Ihop and Starbucks building roadway entrance. This project is in the 1st Avenue South basin regional detention pond basin. The stormwater detention volume for these parcels was included in the previous analysis and design of the existing 1st Avenue South basin pond, see the TIR report previously prepared by Brown & Caldwell dated November 6, 1997 for additional information and design. It is our understanding after discussions with the City of Federal Way, that the existing regional detention facility in 1st Avenue provides Level 1 flow control for the current project site improvements. 4.1.2 Part B: Developed Site Hydrology The City of Federal Way requires that the proposed project improvements are detained to meet Level 2 flow control requirements. As mentioned in Section 4.1.1 of this report, the existing regional detention facility provides Level 1 flow control for the existing site improvements. Therefore, the proposed flow control system will provide volume and a flow control structure for the difference in Level 2 and Level 1 flow control requirements for the disturbed project areas. WinCo Redevelopment Project 17 of 24 Technical Information Report The developed site hydrology was modeled as C, Lawn/Moderate and Parking/Flat. Refer to Section 1 for land type designations and their corresponding areas. Refer to Appendix 6 for the stormwater plan sheets and the full proposed stormwater design and Appendix 5 for the WWHM 2012 modeling. 4.1.3 Part C: Performance Standards According to Section 1.2.3 of the KCSWDM, this project must meet the flow control standard. See Section 4.2 for the design of the flow control system. According to Section 1.2.4.2 of the KCSWDM, this project requires the existing system to be analyzed and shown to have sufficient capacity to convey and contain a 10-year peak flow (at a minimum). According to Section 1.2.8 of the KCSWDM and the City of Federal Way Addendum, this project does not meet the exemptions from water quality facilities and is required to use the Enhanced Basic Water Quality Menu as stated in the KCSWDM Section 6.1.2. 4.2 Flow Control System 4.2.1 Flow Control BMP Feasibility Per Section 1.2.9.2.2 of the KCSWDM, the proposed project is on a site that is larger than 22,000 square feet and is not a Large Rural Lot, therefore flow control BMPs must be applied to the maximum extent feasible. 1. Full Dispersion: Full dispersion is not feasible for the proposed project due to the surrounding existing development. The parcel is completely surrounded by existing buildings, roadways, and parking areas. Additionally, the proposed project site is currently developed with a maximum impervious surface coverage and with the proposed improvements no additional landscaping is being added to the site. Therefore, the project parcel will not retain the required amount of native land cover to meet this BMP. 2. Full Infiltration of Roof Runoff: On-site soils are medium-dense glacial till and are not conducive to infiltration and therefore the infiltration BMP's cannot be applied. 3. All target impervious surfaces not mitigated by Requirements 1 and 2 above, must be mitigated to the maximum extent feasible using one or more BMPs from the following list. · Full Infiltration: As mentioned above, the soils are not conducive to infiltration and therefore infiltration BMPs cannot be applied. · Limited Infiltration: As mentioned above, the soils are not conducive to infiltration and therefore infiltration BMPs cannot be applied. · Bioretention: As mentioned above, the soils are not conducive to infiltration and therefore infiltration BMPs cannot be applied. Additionally, the combination of the proposed site plan with the existing surrounding development does not allow for an above ground facility. · Permeable Pavement: As mentioned above, the soils are not conducive to infiltration and therefore infiltration BMPs cannot be applied. Due to the lack of infiltration with the native soils this BMP was not designed or utilized as a flow control BMP. 4. Basic Dispersion: As mentioned above, the surrounding development areas and the proposed site plan do not allow for the required minimum vegetated flow paths to meet the requirements for this BMP. 5. BMPs must be implemented, at minimum, for impervious area amounts defined as follows. For projects that will result in an impervious coverage greater than 65% on the buildable portion of the site/lot, flow control BMPs must be applied to 20% of the target impervious surfaces or to an impervious area equal to WinCo Redevelopment Project 18 of 24 Technical Information Report at least 10% of the site/lot, whichever is less. However, none of the above BMPs are feasible for the proposed project. · Reduced Impervious Surface Credit: This credit is not achievable given this is a redevelopment project and the site is already highly impervious. · Native Growth Retention Credit: This is a redevelopment site with small areas of existing landscaping. Additionally, this site is located within an urban area with soils not conducive to infiltration and therefore this BMP would not be beneficial. 6. The soil moisture holding capacity of new pervious surfaces must be protected in accordance with KCC 16.82.100 (F) and (G). KCC 16.82.100(F) requires that the duff layer or native topsoil be retained to the maximum extent practicable. KCC 16.82.100 (G) requires soil amendment to mitigate for lost moisture holding capacity where compaction or removal of some or all of the duff layer or underlying topsoil has occurred. The amendment must be such that the replaced topsoil is a minimum of 8 inches thick, unless the applicant demonstrates that a different thickness will provide conditions equivalent to the soil moisture holding capacity native to the site. The replaced topsoil must have an organic content of 5-10% dry weight and a pH suitable for the proposed surface vegetation (for most soils in King County, 4 inches of well-rotted compost tilled into the top 8 inches of soil is sufficient to achieve the organic content standard.) The amendment must take place between May 1 and October 1. The specifications for compost for soil amendment can be found in Reference 11-C of the KCSWDM. 7. Perforated Pipe Connection for roof downspout connections: As mentioned above, the on-site soils do not have infiltration characteristics and would not provide reliable flow control for the proposed roof areas therefore this BMP has not been applied. 4.2.2 Proposed Flow Control Design One (1) on-site detention vault will be constructed as a part of the site improvements for this project. The frontage improvements on 1st Avenue South will continue to have the same drainage patterns as they do currently. The basin area contains the entire project site excluding the street improvements, see Appendix 8 for the Basin Map Exhibit. The project is a redevelopment site that triggers the requirement to address flow control for new and replaced impervious surfaces only. As this is a redevelopment site, there were challenges to efficiently conveying runoff from the new and replaced areas to a stormwater facility. Therefore, we have used equivalent areas to design this facility. 1.98 acres of roof area will be directed to the new detention vault. New plus replaced impervious area is 1.07 acres so the equivalent area that is being detained is in excess of this required amount. This will result in reduced runoff flows from the project site. In reference to the direction provided by the City of Federal Way, it is understood that we should proceed with required detention volume evaluation for this redevelopment project by ignoring the existing 1st Ave. Basin Ponds and storage that may be available withing this facility to mitigate this proposal. Alternatively, the city has directed us to “credit” this site with having achieved Level 1 flow control under the 1997 manual requirements for flow control. With this Level 1 and Level 2 flow control under current code and the simply provide the detention volume deficit between the two determined values. As such the following analysis to determine the volume deficit and its corresponding detention vault dimensions. Level 1 flow control analysis utilizing the WWHM2012 continuous runoff model has determined a necessary detention vault size of 53’ L x 53’ W x 6’ D (with 1’ of freeboard included in the depth) or a volume at 14,045 CF. (volume “credit” established – See WWHM Modeling in Appendix 5). Level 2 flow control analysis utilizing the WWHM2012 continuous runoff model has determined a necessary detention vault size of 68’ L x 68’ W x 6’ D (with 1’ of freeboard included in the depth) or a volume at 23,120 CF. (volume required for redevelopment – See WWHM Modeling in Appendix 5). The full layout, cross sections, and details of the stormwater system will be provided at the time of the civil permit submittal. 4.3 Water Quality System As indicated in Section 2 of this report, the entire site is required to provide water quality treatment that meets the Enhanced Basic Water Quality (WQ) Menu per the KCSWDM Section 6.1.2. The Enhanced Basic WQ menu is designed to achieve greater than 30% dissolved copper removal and greater than 60% dissolved zinc removal: in addition to Basic treatment (80% TSS removal) for flows up to and including the WQ design flow or volume (defined in Section 6.2.1). The goal assumes that dissolved copper concentrations for untreated runoff are between 5 and 20 micrograms per liter (u/L), and that dissolved zinc concentrations for untreated runoff are between 20 and 300 micrograms per liter (ug/L). 4.3.1 Water Quality Feasibility 1. Enhanced Basic Option 1 - Large Sand Filter: This option is not feasible due to the limited areas that will be disturbed with the construction of this project and the existing site improvements. 2. Enhanced Basic Option 2 - Stormwater Wetland: This option is not feasible due to the limited areas that will be disturbed with the construction of this project and the existing site improvements. 3. Enhanced Basic Option 3 - Two-Facility Treatment Train: This option is not feasible due to the limited areas that will be disturbed with the construction of this project and the existing site improvements. 4. City of Federal Way General Use for Enhanced Treatment: The City of Federal Way allows the use of approved systems that fall under the Department of Ecology (DOE) General Use Level Designation. Therefore, the BioClean Single MWS water quality treatment system was selected. It can be placed underneath asphalt and it is traffic rated. At this stage in the design, it is assumed that there will be one treatment facility, however, due to the existing conveyance and on-site grading, multiple facilities may be required. The water quality system will be designed to provide treatment of the 91% runoff flow rate. The Modular Wetland Systems are equipped with an internal bypass and therefore can be sized using the off- line water quality flow rate. Using the Western Washington Hydrology Model (WWHM 2012) the required off-line water quality flow rate for the entire parcel is 0.61 cfs. Specific details and sizing of this facility will be provided at the time of the civil permit submittal. See Appendix 6 for the preliminary drainage design. The current water quality wet vault and bioswale by the Starbucks will remain in place and will continue to provide additional treatment to the site, however it is important to note that this facility was not factored into the sizing of the proposed water quality system. Runoff flows from the project parcel are not anticipated to increase with the construction of this project and therefore are not anticipated to adversely affect the existing downstream treatment systems. See Appendix 9 for the WWHM reports. 4.4 Conveyance System Analysis and Design The majority of the on-site conveyance system will remain the same throughout the construction of this project. Additionally, runoff flows from the project site are anticipated to decrease with the construction of this project. CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN (CSWPP PLAN) A CSWPP Plan will be prepared at a later submittal date. 6. SPECIAL REPORTS AND STUDIES See Appendix 2 for the geotechnical report prepared by Geotech Consultants, Inc. September 18, 1997. 7. OTHER PERMITS Utility, paving, building, and grading permits may need to be secured prior to beginning construction activities. Coverage under Washington State Department of Ecology Phase II National Pollutant Discharge Elimination System Stormwater Permit will also need to be secured prior to beginning construction activities. A Construction Stormwater General Permit (NPDES) from the Department of Ecology (DOE) is also required and will be provided when final construction plans are submitted. 8. OPERATION AND MAINTENANCE MANUAL The owner of the WinCo Foods will be responsible for maintaining all stormwater facilities on-site. An operation and maintenance manual will be completed and provided at the time of the civil permit submittal.
