MINUTES
I.
CALL MEETING TO ORDER
Mayor Priest opened the regular meeting of the Federal Way City Council at 7:02 p.m., in Council
Chambers, City Hall, Federal Way, Washington.
City Council present: Mayor Mah1on "Skip" Priest, Deputy Mayor Hope Elder; Councilmembers
Michael Park, Mary Gates, Ron Gintz, Phil Watkins and Jack Dovey.
City staff present: City Manager Ken Nyberg, City Attorney Londi Lindell, City Clerk Chris
Green and Deputy City Clerk Bob Baker.
II.
PLEDGE OF ALLEGIANCE
Six members ftom Boy Scout Troop #366, under the direction of Scoutmaster Gary Crowder, led
the flag salute.
III.
PRESENTATION
SPIRIT Award - June 1997
City Manager Nyberg announced Lieutenant Dan Coulombe is the SPIRIT Award recipient for
the month of June. Lt. Coulombe was assigned as a project manager to oversee the remodel of
the former King County Police precinct. He demonstrated impressive qualities of planning,
administration and leadership overcoming substantial obstacles. Lieutenant Coulombe thanked
the City Manager and City Council for the recognition and noted Federal Way presents a
wonderful opportunity for all of us.

Memorandum of Understanding with Federal Way Coalition of Performing Arts
This item was pulled to discuss tax deductions and the possibility of excess campaign funds. It
was stated that should excess funds be raised, an additional memorandum of understanding would
be drafted which would state how such funds would be expended.

Councilmember Park noted interviews were held earlier this evening. He stated the difficulty of
choosing ITom the excellent pool candidates. He then MOVED TO APPOINT DELICIA

VII. INTRODUCTION ORDINANCE
Council Bill #1 74/Downtown Parkini Code Amendment
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
AMENDING CHAPTER 22 OF THE FEDERAL WAY ZONING CODE, PERTAINING TO LAND USE
AND ZONING, ADOPTING NEW REGULATIONS FOR PARKING IN THE CITY CENTER CORE AND
FRAME AS CALLED FOR IN THE CITY'S COMPREHENSIVE PLAN
Deputy City Clerk Bob Baker read the introduction ordinance. COUNCILMEMBER GINTZ
MOVED TO FORWARD COUNCIL BILL #174 TO THE JUNE 16, 1997, LAND
USEITRANSPORTATION COMMITTEE FOR PUBLIC HEARING AND THEN TO THE
JUNE 17,1997, COUNCIL AGENDA FOR POTENTIAL AMENDMENTS AND
SUBSEQUENT ENACTMENT; second by Councilmember Dovey. The motion carried as

VIII. CITY MANAGER REPORT
City Manager Nyberg announced a recent police activity wherein six (6) individuals were arrested
in connection with drug activity with officers seizing $200,000 worth of drugs. Mr. Nyberg next
reported the first meeting of the Neighborhood Speed Watch program on June 9, 1997. This is a
program to promote traffic safety sponsored by the Federal Way Department of Public Safety
wherein citizen volunteers wilI work radar in particular neighborhoods. A 1998 Ford Windstar
was donated by Pacific Coast Ford which we be equipped with a digital display board showing the
speed of passing vehicles. The intent of the program is to provide safer and more pleasant
neighborhoods for City residents. Finally, he reported the first Federal Way SchooVCity of
Federal Way Liaison Committee meeting is set for June 9, 1997 at 7:30 a.m.

Cary Roe made a presentation to Council which outlined the favorable status of grant applications
currently being sought by the Public Works Department. Mr. Roe utilized overhead projections
and handouts to display the types of grants, projects names, estimated costs, amount of grant
application and the amount of required match. Deputy Mayor Elder congratulated Mr. Roe and
his staff for the excellent work in making these applications.
IX.
CITY COUNCIL REPORTS
Councilmember Park stated his appreciation for the Council and City Staff as he reflects on his
being a Councilmember for nearly two years. He noted the next Public Safety/Human Services
Committee meeting is set on June 5, 1997 at 5:30 p.m.
Councilmember Watkins noted the next Land Use!Transportation Committee meeting is set on
June 16, 1997 at 5:30 p.m.
Councilmember Gintz reported the next Finance/Economic Development Committee meeting is
scheduled for June 26, 1997, at 7:30 a.m.
Deputy Mayor Elder noted she'll be representing the City at the A WC Annual Conference as she
speaks on the Regional Law & Justice Committee. She also noted Pat Talton & Ed Swan
would be speaking on the first time home-buyers program sponsored by the City.
Councilmember Dovey noted the next Parks Committee meeting is scheduled for June 16, 1997 at
8:00 a.m. He also noted their was a good presentation on skateboard parks at their last meeting.
Councilmember Gates submitted a written report to Council on the RTA and also noted a
Suburban Cities Association General Membership meeting is scheduled for June II, 1997, in
Enumclaw.
At 7:45 p.m., Mayor Priest recessed the regular meeting and Council left chambers to go into
executive session.
X.
EXECUTIVE SESSION

ADJOURNMENT
Having no other business to come before the Council, Mayor Priest adjourned the regular meeting
at 8:41 p.m.
