Council MINS 12-21-1999 Regular FEDERAL WAY CITY COUNCIL REGULAR MEETING Council Chambers - City Hall December 21,1999 - 7:00 PM MINUTES I. CALL MEETING TO ORDER Mayor Gintz called the regular meeting of the Federal Way City Council to order at the hour of 7:06 PM. Councilmembers present: Mayor Ron Gintz, Deputy Mayor Michael Park, Councilmembers Jeanne Burbidge, Jack Dovey, Mary Gates, Linda Kochmar, and Phil Watkins. City staff present: City Manager David Moseley, City Attorney Londi Lindell, and City Clerk Chris Green. ll. PLEDGE OF ALLEGIANCE Councilmember Watkins led the flag salute. ill. PRESENTATIONS a. City Manager/Introduction of New City Employees City Manager David Moseley announced there were no new employees to introduce this evening. b. City Manager/Emerging Issues Public Works Director Cary Roe updated Council on drainage issues facing the privately owned properties in the Easter Lake area. Mr. Roe referred to a recent memorandum he sent to Council addressing possible causes of the drainage problems; he also responded to a variety of Councilmember inquiries. The Public Works Department will hold a public meeting on December 23, 1999, from 6:00 PM to 8:00 PM, in Council Chambers, City Hall, to guide and inform citizens who live around or near Easter Lake of the potential solutions and costs associated therewith. Mr. Roe also discussed the possibility of scheduling a second informational meeting after the holidays, however, no date has yet been set. CITIZEN COMMENT HoDe Elder thanked Mayor Gintz and Councilmember Dovey for their commitment and dedication to the citizens of Federal Way during their terms of office. She expressed gratitude for the many hours they have spent trying to make a difference, including the behind-the-scene details and citizen concerns they've addressed on a daily basis. Pilar LeMay introduced herself as a newly appointed member of the Diversity Commission, and stated it is a pleasure to serve on the commission. She noted the Diversity Commission is currently working on the Martin Luther King Jr. celebration scheduled for January 17, 2000. Paul Wham spoke regarding the 21.36 acres ofland the Federal Way National Little League currently possesses. He distributed material to Council members, including an outline of the Federal Way National Little League's proposal to gift the land to the city in exchange for certain stipulations. He urged the city to review and accept this proposal before the February 1, 2000 deadline set by the Federal Way National Little League. Councilmembers requested the City Manager schedule discussion on the league's proposal during their upcoming retreat in January. H. David Kaplan responded to the proposal by the Federal Way National Little League, and expressed prior concerns of the Parks and Recreation Commission; he noted the Commission has compiled a list of pros and cons they would like Council to consider regarding the league's current proposal. INTRODUCTION ORDINANCE Council Bill #242/Personal Wireless Communication Facilities/Code Amendment AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, AMENDING CHAPTER 22 (ZONING) OF THE City Council Regular Meeting Minutes December 21, 1999 - Page 4 FEDERAL WAY MUNICIPAL CODE PERTAINING TO SITING AND DEVELOPMENT STANDARDS AND REVIEW PROCESSES FOR PERSONAL WIRELESS COMMUNICATION FACILITIES. Councilmember Dovey recused himself from voting on the Personal Wireless Communication Facilities Code Amendment, due to the fact he is in the wireless business. COUNCILMEMBER WATKINS MOVED TO A SECOND READING FOR ENACTMENT AT THE JANUARY 4, 2000 COUNCIL MEETING; COUNCILMEMBER GATES SECOND. CITY COUNCIL REPORTS Councilmember Gates (as a member of the Suburban Cities Association Appointment Committee) reminded interested Council members to submit their application form as sOOn as possible. She also announced the proposed transit cuts to Route 173 have been postponed; however, if the legislature does not provide additional funding for transit services, deeper cuts could possibly be felt in June of 2000. Councilmember Kochmar reported she attended the last meeting of the Airport Communities Coalition on Wednesday, and reminded Councilmembers to consider appointments to the ACC for the upcoming Year 2000. Councilmember Watkins wished all the best to his departing colleagues, and wished a Merry Christmas to all! Councilmember Burbidge reported on the issues addressed at recent Puget Sound Water Quality and South County Area Transportation Board meetings, including the regional support for Council member Gates' reappointment to the Sound Transit Board of Directors. The Suburban Cities Association has also announced its support of her reappointment on the board. Deputy Mayor Park reported the eight visitors from Wonju, Korea had a very pleasant experience visiting city hall, and were very impressed by the hospitality shown by city staff. He also noted that he and Council members Gates, Kochmar and Burbidge recently met with Senator Tracey Eide and Representatives Mark Miloscia and Maryann Mitchell regarding upcoming legislative issues. City Council Regular Meeting Minutes December 21, 1999 - Page 5 Council member Dovey reported the Parks/Recreation! Human Services/Public Safety Committee meeting scheduled for December 27, 1999 has been canceled. He took the opportunity to thank everyone for their support over the past five years he has served on the City Council. He noted he believes the new Council, including the five remaining members and the two new members, will do a great job. He also wished everyone a Merry Christmas and Happy New Year! Mayor Gintz spoke to the comments made earlier regarding the National Little League's proposal; he said he believes the new Council will deal fairly with such issues, including the city's limited resources due to the passing of 1-695. He also reflected on his eight years of service, and stated lightheartedly, that he is smarter today than yesterday! He concluded by saying, "despite the fact he is not returning to the City Council, he will not be going away!" IX. CITY MANAGER REPORT City Manager David Moseley announced the January 7, 2000, departure of the city's Surface Water Manager Jeff Pratt who recently accepted the position of Deputy Public Works Director with Ventura County, California. The City Manager expressed regret in losing Mr. Pratt, who has worked for the city since 1993; he recognized his many accomplishments, including a national award for the 336th and Kitts Corner project. He congratulated and wished him well! Mr. Moseley announced plans for the upcoming City Council retreat, which is scheduled for January 7-8, 2000. Facilitator Jim Reid has already interviewed Councilmembers, and is in the process of finalizing key issues for the retreat agenda. He reported the city hosted the Advancing Leadership program last Thursday in Council Chambers, and thanked Councilmember Gates and Public Safety Director Wood for their part in the event. The City Manager recognized and thanked the city's Wellness Committee for their role in promoting the Adopt-A-Family program for this holiday season, and commended city departments for their overwhelming support in making the holidays much brighter for a number of families. He expressed that it is truly better to give than to receive! He commented On the staff's positive impression of the eight visitors from Wanju, Korea. He noted that all who were involved in the various workshops were impressed with the detail and energy of the visitors. City Manager Moseley reminded Councilmembers of the need for a 30-minute executive session to discuss collective bargaining, as well as an added item to discuss litigation. EXECUTIVE SESSION At 7:55 PM, Mayor Gintz announced an approximate 30-minute executive session to discuss collective bargaining and litigation, with action anticipated. (ADDED) a. b. The Council returned to chambers at 8:45 PM, and Mayor Gintz reconvened the regular meeting.
