An inquiry was made by Ms. Kim Tso about what items still need to be submitted for review and approval before the permit can be issued. These items are covered in the following paragraph. The access easement for which plans were preliminarily prepared has been partially paved. However, the pavement does not extend to the subject site and does not adequately handle the runoff from the area. The development of the subject site will require the completion of the access easement development by doing the following: 1. Extend the full width pavement section from its current terminus to the subject property. 2. Install an extruded curb along the west side of the easement to control the runoff from the site and direct it to the subject property. 3. Install a catch basin with an oil/water separator (turned down elbow) at the entrance to the subject property and storm piping from the catch basin to the drainage ditch to the east of the property. 4. Install a raised asphalt lip in the cul-de-sac to direct as much of the runoff in that area to the drainage system to be installed. You have a building permit application, number BLD92-2600, that has not been issued. All grading, clearing and filling activities of undeveloped lots are regulated by City Code. An issued building permit would allow grading and clearing in association with lot preparation and construction activities, and a land surface modification would not be necessary. However, if you wish to proceed with the clearing of the undeveloped lot without an active building permit, the land surface modification will be required. In order to do the proposed clearing prior to building permit issueance, you will need to apply for a land surface modification, which reviews clearing or removal of trees, shrubs, ground cover and other vegetation and all grading, excavation and filling activities proposed without a development permit. Unless permitted outright under Article XIII, Division 7 (Section 1093)of the Federal Way City Code (FWCC), the land surface modification requires approvals through Use Process I. In addition, any grade of fill activity that exceeds 500 cubic yards requires a State Environmental Policy Act (SEPA) review. This review would precede the Use Process I review. Land surface modification fee is $1190. Use Process I fee is #800, with a $40 fee for Fire Department review. If SEPA is required, the fee is $350, with $17 for the Fire Department review.
