ORDINANCE NO.
90-72
AN ORDINANCE OF THE CITY OF FEDERAL WAY,
WASHINGTON, RELATING TO HUMAN SERVICES,
CREATING A HUMAN SERVICES COMMISSION.
WHEREAS, the City of Federal Way supports the needs of
the
citizens
of
the
city
through
its
own
programs,
and
in
cooperation with other agencies; and
WHEREAS,
there
are
diminishing
federal
and
state
resources available to provide for human services; and
WHEREAS,
it
is
important
to
provide
for
the
most
efficient use of resources in the provision of human services; and,
WHEREAS, it is appropriate to establish a Human Services
commission to review human services issues and to advise the city
council on the allocation of City resources for support of Human
Services in Federal Way;
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
DOES HEREBY ORDAIN AS FOLLOWS:
section 1.
The Human Services commission of Federal Way
is hereby created as follows:
HUMAN SERVICES COMMISSION.
A.
HUMAN SERVICES COMMISSION CREATED.
The city of Federal Way Human services commission is
hereby created.
The commission shall serve in an advisory capacity
to the city council and city Manager.

B.
MEMBERSHIP. TERMS. RESIDENCE REQUIREMENTS.
1.
The Commission shall consist of nine appointed
members, each of whom shall be appointed by the city Council.
2.
The
term
of
office
of
the
first
three
commissioners appointed and confirmed shall expire January 1,1993;
the term of the second three commissioners appointed and confirmed
shall be January 1, 1994; the term of office of the final three
commissioners appointed and confirmed shall expire January 1,1995.
When a vacancy occurs on the commission,
appointment for that
position shall be for three years, or for the remainder of the
unexpired term, whichever is the shorter period of time.
3.
Persons appointed to service on the Commission
shall reside within the corporate limits of the city.
4.
To the extent practicable, appointments shall
reflect a balance of human service delivery interests
in the
community.
C.
ORGANIZATION AND MEETINGS.
The Commission shall elect a chairperson and vice-
chairperson from among its voting members.
Such officers shall
hold
office
for
one
year.
The
City
Manager
shall
appoint
appropriate staff to assist the commission in the preparation of
such reports and records as are necessary for the proper operation
of the Commission.
The commission shall meet upon call of the
chairperson, as necessary, in accordance with the by-laws for the
commission.

D.
COMMISSION RESPONSIBILITIES.
The
commission
shall
make
reports
and
recommendations to the city council and City Manager concerning
human services issues including:
1.
Development and assessment of human services in
the City of Federal Way.
2.
Determination of priorities of human service
needs within the city of Federal Way.
3.
Evaluation
and
recommendation
on
funding
requests submitted to the city of Federal Way.
4.
Evaluation and review of the performance of
individual human service organizations and agencies.
5.
Review of city actions which may affect the
availability and quality of human service provision in the city.
6.
Coordination
with
other
groups
and
human
services planning agencies and organizations, such as the United
Way and the south King Council of Human Services.
section 2.
Effective Date.
This ordinance shall take
effect and be in force five (5) days from and after its passage,
approval and publication of an approved summary consisting of the
title to this ordinance as provided by law.
