AN ORDINANCE OF THE CITY COUNCIL OF FEDERAL
WAY, WASHINGTON, APPROVING THE FEDERAL WAY
COMPREHENSIVE PARKS, RECREATION AND OPEN SPACE
PLAN AND AMENDING FEDERAL WAY CODE TITLE
20.230 (ORDINANCE NO. 90-40 AND 91-109) TO
ADOPT THE FEDERAL WAY COMPREHENSIVE PARKS,
RECREATION AND OPEN SPACE PLAN AS A CITY OF
FEDERAL WAY SEPA POLICY.
WHEREAS, the comprehensive Parks, Recreation and Open
Space Plan is consistent with the city of Federal Way's existing
land use policies contained in the Comprehensive Land Use Plan, the
Federal Way zoning Code and zoning Map; and
WHEREAS, the Comprehensive Parks, Recreation and Open
Space Plan is consistent with the Growth Management Act as it
contains the following components:
(A) an inventory showing the
location
and
capacity
of
existing
capital
facilities;
(B)
a
forecast of future needs per capital facilities; (C) the location
and capacity of proposed new or expanded capital facilities; (D) a
six-year capital improvement plan identifying sources of public
money to fund these improvement; and (E) the need for consistency
in coordination between the land use element, capital facilities
element and financing plan; and
WHEREAS, approval of the Comprehensive Parks, Recreation
and Open Space Plan will allow the city to use the Plan as a basis
for ongoing coordination with regard to proposed amendments to the
city's Comprehensive Land Use Plan; and
WHEREAS, a Determination of Non-significance under SEPA
was issued for the Plan on september 25, 1991, and

WHEREAS,
the Comprehensive Parks,
Recreation and Open
Space Plan constitutes an appropriate basis for the exercise of
substantive SEPA authority by the City of Federal Way, pursuant to
RCW 43.2lC.060; and
WHEREAS, the formal designation of agency SEPA policies
does not require environmental review and are categorically exempt
as a procedural action under 197-11-800 (20);
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, DO ORDAIN AS FOLLOWS:
section 1.
The City Council makes the following findings
with respect to the comprehensive Parks, Recreation and Open Space
Plan:
A.
Parks
and
recreation
facilities
are
essential
to
maintaining and enhancing quality of life in the city.
The
new
and
improved
facilities
recommended
by
the
Comprehensi ve Parks,
Recreation and Open Space Plan,
including cultural facilities, provide an essential and
basic service for the City of Federal Way and should be
treated as such by the city of Federal Way in its policy
and resource commitments.
B.
The Comprehensive Parks, Recreation, and Open Space Plan
does
not
give
a
high
enough
priority
to
cultural
facilities,
including
teen
services.
Cultural
facilities, including teen services and senior centers,
are
important
to
maintaining
a
diverse
range
of
recreation and support services for citizens.
Any future

amendment
to
the
Parks
Plan
should
give
further
consideration to this issue.
C.
The Evergreen Airfield project should be cross-referenced
in
the
Parks
Component,
as
well
as
the
Municipal
Facilities component of the city Capital Facilities Plan.
The Evergreen Airfield project is important to meeting
parks
and
recreation
goals.
This
is
for
ease
of
reference and to demonstrate its significance to the
parks and recreation program.
The Parks Capital Facilities Plan should be amended

before
January
1,
1992,
or
as
soon
thereafter
as
practical, to ensure that it fully identifies funding for
all projects identified in the Parks Plan.
The finance
and phasing section of the Action Plan, contained in the
Parks Plan,
is not yet completed.
However there is
sufficient information in the Parks Plan to meet current
operational requirements.

The Comprehensive Parks, Recreation and Open
Space Plan of the City of Federal Way is hereby approved.

sharing of life's amenities; and
Enhance the quality of renewable
resources and approach the maximum
attainable recycling of depletable
resources.
The City recognizes that each person has
a fundamental and inalienable right to a
healthful environment and that each
person has a responsibility to contribute
to the preservation and enhancement of
the environment.
