ORDINANCE NO. 91-84
AN ORDINANCE OF THE CITY OF FEDERAL WAY,
ESTABLISHING THE FEDERAL WAY ARTS COMMISSION;
PROVIDING FOR THE ORGANIZATION, SPECIFYING THE
DUTIES AND FUNCTIONS THEREOF.
WHEREAS, the artists and artistic institutions of Federal Way contribute to and
provide cultural, educational, entertainment and recreational benefits available to and used by
the citizens of Federal Way; thereby enhance the public environment and general welfare; and,
WHEREAS, the Federal Way City Council recognizes that the arts are vital to
the community's quality of life, important in attracting visitors and tourists, valuable as a source
of commerce and industry, and desired by businesses considering location in the City; and,
WHEREAS, the establishment of a Federal Way Arts Commission to promote and
encourage public programs to further the development and public awareness of and interest in
the fine and performing arts and preservation of the cultural heritage of the City is essential to
the public welfare; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. The Federal Way Arts Commission is hereby created as follows:
FEDERAL WAY ARTS COMMISSION.
A. ARTS COMMISSION CREATED.
That as of the effective date of this ordinance there is hereby established
a Federal Way Arts Commission.
B. PURPOSE.
The purpose of this Commission shall consist primarily of advising the City
Council and staff of the improvement and furtherance of all artistic and cultural activities within
the City.

RESPONSIBILffiES.
The Commission shall have the following responsibilities:
1. To hold regular public meetings at least once a month and to keep
a written record of its proceedings which shall be a public record all in accordance with
Washington state law;
2. To develop cooperation and coordination with the schools and local,
regional, and national art organizations;
3. To initiate, sponsor and conduct with City of Federal Way staff
programs calculated tp further public awareness of and interest in fine and performing arts or
the cultural heritage of the City of Federal Way. The Commission may develop these programs
alone or in cooperation with any other private, civic or public body of the City, County, State
or federal government.
4. To explore ways and methods to obtain private, local, state and
federal funds to promote art projects in the City;
5. To advise the City Council and staff on the receipt of or purchase
of works of art to be placed on municipal property;
6. To advise and assist the City Council and staff in connection with
such other artistic and heritage activities as may be referred to it by the City; and
7. To submit an annual report in December to the City Council on the
state of the arts in Federal Way.
D.
MEMBERSHIP.
1.
The Commission shall consist of eleven members appointed by the
City Council.

The Commission shall serve without compensation.
Each member shall serve a term of three years except that of the
original appointees to such Commission, three shall be appointed for a term ending January 1,
1994; four shall be appointed for a term ending January 1, 1993; and four shall be appointed
for a term ending January 1, 1992. Vacancies shall be filled for any unexpired term in the same
manner as the original appointments.
4.
Persons appointed to serve on the Commission shall reside within
the corporate limits of the City during the members' term.
5. To the extent practicable, appointments shall reflect a balance of interests
in fine and performing arts and preservation of cultural heritage.
E.
OFFICERS
The City of Federal Way Arts Commission shall elect its officers,
including a chair and vice chair and such other officers as it may deem necessary. Such officers
shall occupy their respective offices for a period of one (1) year. The City Manager shall
appoint appropriate staff to assist the Commission in the preparation of its reports and records
as are necessary for the operation of the Commission. The Commission shall operate in
accordance with its duly adopted by-laws.
Section 2. Effective Date This ordinance shall take effect and be hi force five
(5) days from and after its passage, approval and publication and provided by law.
