ORDINANCE NO. 91-93
AN ORDINANCE OF THE CITY OF FEDERAL WAY, ESTABLISHING
THE FEDERAL WAY PARKS AND RECREATION COMMISSION;
PROVIDING FOR THE ORGANIZATION, SPECIFYING THE DUTIES
AND FUNCTIONS THEREOF.
WHEREAS, the City of Federal Way recognizes that parks and recreation are
vital to the community's quality of 1ife and;
WHEREAS, passive and active leisure opportunities, parks and open space are
important to the citizens of Federal Way and;
WHEREAS, it is appropriate to estab1ish a Parks and Recreation Commission to
review issues and advise the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL
WAY, WASHINGTON, DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. The Federal Way Parks and Recreation Commission is hereby created
as follows:

A. PARKS AND RECREATION COMMISSION CREATED,
That as of the effective date of this ordinance there is hereby established
a Federal Way Parks and Recreation Commission..
B.
PURPOSE.
The purpose of this Commission shall consist primarily of advising the City
Council and City staff on policy matters involving acquisition, development and significant
operational impacts of Parks and Recreation Department facilities and programs.
C. RESPONSffiILITIES.
The Commission shall have the following responsibilities:
1. To hold regular public meetings at least once a month and to keep
a written record of its proceedings which shall be a public record all in accordance with
Washington State law;
2.
To review and recommend on matters regarding policies and goals
of the adopted Park and Recreation and Open Space Comprehensive Plan;

3, Review and make recommendations on budget and capital
improvement program planning and significant contracts, interloca1 and lease agreements if
requested by the City Council, City Manager, or administrative staff;
4.
As requested by the City Council, City Manager, or administrative
staff, review and make recommendations on recreation programs, facility use requests and other
matters.

MEMBERSHIP,
1.
The Commission shaH consist of nine members appointed by the
City Council.

The Commission shall serve without compensation.
Each member shall serve a term of three (3) years except that of
the original appointees to such Commission, Three shall be appointed for a term ending April
1, 1993; three shall be appointed for a term ending April 1, 1994; and three shall be appointed
for a term ending April 1, 1995. Vacancies shall be fined for any unexpired term in the same
manner as the original appointment.
4. Persons appointed to serve on the Commission shall reside within
the corporate limits of the City during the members' terms.
5. To the extent practicable, appointments shall reflect the diversity
of all recreational needs of the City of Federal Way.
E.
OFFICERS.
The City of Federal Way Parks and Recreation Commission shall elect its
officers, including a Chair and Vice Chair and such other officers as it may deem necessary.
Such officers shall occupy their respective offices for a period of one (1) year. The City
Manager shall appoint appropriate staff as he or she deems appropriate to assist the Commission
in the preparation of its reports and records as are necessary for the operation of the
Commission. The Commission shall operate in accordance with its duly adopted by-laws.
Section 2. Effective date. This ordinance shall take effect and be in force five
(5) days from and after its passage, approval and publication as provided by law.
