Ord 92-157� NO. 92-157 � AN ORDINANCE OF THL CITY COIINCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, AMENDINa ORDINANCL NO. 92-139 TO PROVIDL AN ELECTIVE AS OPPOSED TO A MANDATORY YOIITH COlYIIYIISSION MEMBERSHIP NIIMBER AND SCHOOL DIBTRIBIITION AND LSTABLISBING AN EFFECTIVL DATL. WHEREAS, the City of Federal Way has previously adopted regulations providing for the creation of a Youth Commission pursuant to Ordinance No. 92-139; WHEREAS, Ordinance 92-139 provides for the mandatory appointment of thirteen (13) members and the mandatory distribution of commission members among the various schools located in the City of Federal Way; and WHEREAS, the Federal Way City Council has determined that an elective as opposed to a mandatory appointment and schoo2 distribution process is a more efficient and appropriate process; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, DOES HEREBY ORDAIN AS FOLLOWS: �ection,�. Ordinance No. 90-139, Section "E", is hereby amended as follows: E. MEMBERSHIP. 1. The Commission s�a-� mav consist of thirteen (13) members appointed by the City Council. 2. The Commission shall serve without compensation. ORIGINAL � � 3. Each member shall serve a term of two (2) years. Vacancies shall be filled for any une�cpired term in the same manner as the original appointment. 4. Persons appointed to serve on the Commiesion shall reside within the Federal Way School District boundarie� during the members' terms. 5. e City Council will select Commission members representing a diverse cross-section of the schools located �aithin the City of Federal Way. Three (3) commissionera �� mav be chosen from the service areas of Federal Way Hiqh School, Decatur High School, and Thomas Jefferson High School. Two ( 2) members �='_'_ -�-���„` n�y be selected from - =r- -- --- - Continuation, and two (2) �?-? ==c-����` members may be selected from Contract Based Education. Sophomores, juniors and seniors at a Federal Way hiqh school, or ninth graders who will attend a Federal Way high school in the second year of appointment, are eligible. Persons appointed durinq their senior year shall be eligible for a one term. 6. Terms of office would run from September 30 to August 30, with each year's term beginning in October. The selection process for the upcoming term shall occur throughout the month of September. Section 2. �atification. Any act consistent with the authority and performed prior to the effective date of this ordinance is hereby ratified and affirmed. - 2 - • � Section 3. Severabilitv. If any section, subsection, paragraph, sentence, clause, or phrase of this ordinance is declared unconstitutional or invalid for any reason, such decision shall not affect the validity of the remaining portions of this ordinance. Section 4. �ffective Date. This ordinance shall take effect thirty (30) days after passage and publication of an approved summary consisting of the title thereto.
