ORDINANCE NO.
92-141
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, ESTABLISHING THE
FEDERAL WAY DIVERSITY COMMISSION; PROVIDING
FOR THE ORGANIZATION, SPECIFYING THE DUTIES
AND FUNCTIONS THEREOF.
WHEREAS, the City of Federal Way recognizes that cultural
diversity is important to the community's quality of life; and
WHEREAS, divergent views are important to the citizens of
Federal Way; and
WHEREAS,
it is appropriate to establish a Diversity
Commission to review issues and advise the City; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
DOES HEREBY ORDAIN AS FOLLOWS:
Section 1.
The Federal Way Diversity Commission is
hereby created as follows:
FEDERAL WAY DIVERSITY COMMISSION.
A.
DIVERSITY COMMISSION CREATED.
That as of the effective date of this ordinance
there is hereby established a Federal Way Diversity commission.
B.
PURPOSE.
The
purpose
of
this
Commission
shall
consist
primarily of advising the City Council and city staff on policy
matters involving the ethnicity of boards, commissions, and task
forces that provide input to the Council's policy process to ensure
our community's cultural differences are part of the decision
equation.
C.
RESPONSIBILITIES.
The
Commission
shall
have
the
following
responsibilities:

1.
To hold regular public meetings at least once
a month and to keep a written record of its proceedings which shall
be a public record all in accordance with Washington state law;
2.
To provide for the recruitment,
review,
and
recommendation of culturally diverse members for consideration of
appointment to the Council's various boards, commissions, and task
forces;
3.
To provide a forum which will encourage input
from
our
culturally
diverse
citizen
group
for
reviewing
and
establishing our City's vision;
4.
To
assist
in
development
of
a
continuing
sensitivity program for Council and staff that will lead to a
greater understanding of the value of a diverse community to the
governance process;
5.
To provide outreach to the community in an
effort to place the issue of diversity before our citizens in a
positive manner;
6.
To advise the staff on recruitment strategies to
be used in recruiting and hiring a diverse work force for the
community.
D.
MEMBERSHIP.
1.
The Commission shall consist of nine members
appointed by the City Council.
2.
The
commission
shall
serve
without
compensation.
3.
Each member shall serve a term of three (3)
years except that of the original appointees to such commission.
Three shall be appointed for a term ending December 31, 1993; three

shall be appointed for a term ending December 31, 1994; and three
shall be appointed for a term ending December 31, 1995.

shall be filled for any unexpired term in the same manner as the
original appointment.
4.
Persons appointed to serve on the Commission
shall reside within the Federal Way School District during the
members I terms; provided no fewer than seven
(7) members shall
reside within the Federal Way City limits.
5.
To the extent practicable, appointments shall
reflect the diversity of all of the City of Federal Way.
E.
OFFICERS.
The City of Federal Way Diversity commission shall
elect its officers, including a Chair and vice Chair and such other
officers as it may deem necessary.
Such officers shall occupy
their respective offices for a period of one (1) year.
The city
Manager
shall
appoint
appropriate
staff
as
he
or
she
deems
appropriate to assist the Commission in the preparation of its
reports and records as are necessary for the operation of the
commission.
The Commission shall operate in accordance with its
duly adopted by-laws.
section 2. Effective date.
This ordinance shall take be
effective
five
(5)
days
after passage
and
publication
of
an
approved summary consisting of the title hereto.
