AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, AMENDING THE
FEDERAL WAY CITY CODE, CHAPTER SIX, CRIMINAL
CODE, SECTION 6-188, RELATING TO AGGRESSIVE
BEGGING BY AMENDING THE TERM "INTIMIDATING" AS
USED IN DEFINING THE OFFENSE OF AGGRESSIYE
BEGGING (AMENDS ORDINANCE 91-89).
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
section 1.
DOES HEREBY ORDAIN AS FOLLOWS:
Chapter six is amended as follows:
section 6-188 of the Federal Way City Code
(a) It is a crime for any person to engage in
aggressive begging in any public place in the city as
those terms are defined by this section.
(b)
As used in this section:

Aggressive Begging shall mean to beg
with intent to intimidate another
person into giving money or goods.
Beg ~ mean§ to ask for money or
goods as a charity, whether by
words, bodily gestures, signs or
other means.
Intimidate ~ mean§ to coeree or
fri<jJhten into Gubmissien or
ebedienceto enqaqe in conduct which
would make a reasonable person
fearful or feel compelled.
Public place shall mean any road,
alley, lane, parking area, sidewalk
or any place, private or otherwise,
adopted to and fitted for vehicular
or pedestrian travel, that is in
common use by the public with the
consent, expressed or implied, of
the owner or owners, and further,
any public playground, school
grounds, recreation grounds, parks,
parkways, park drives, park paths
and rights-of-way open to the use of
the public.

2.
Severabilitv.
The
provisions
of
this
ordinance are declared separate and severable.
The invalidity of
any clause, sentence, paragraph, subdivision, section, or portion
of this ordinance or the invalidity of the application thereof to
any person or circumstance, shall not affect the validity of the
remainder of the ordinance, or the validity of its application to
other persons or circumstances.
section 3.
Ratification.
Any act consistent with the
authority and prior to the effective date of this ordinance is
hereby ratified and affirmed.
section 4.
Effective Date.
This ordinance shall be
effective thirty (30) days after passage as provided by law.
