AN ORD:INANCE OF THE C:ITY COUNC:IL OF THE C:ITY
OF FEDERAL WAY, WASH:INGTON AMEND:ING THE
PROV:IS:IONS RELAT:ING TO THE FEDERAL WAY YOUTH
COMMISSION. (AMENDING ORDINANCE NO. 92-139 AND
ORD:INANCE NO. 92-157)
WHEREAS, the City of Federal Way has previously adopted
regulations providing
for the
creation of
a Youth Commission
pursuant to Ordinance No. 92-139; and
WHEREAS,
Ordinance 92-139 was amended by the adoption of
Ordinance
92-157
providing
for
an
elective
as
opposed
to
a
mandatory Youth Commission membership; and
WHEREAS,
it
is
important
to
provide
for
the
most
efficient use of resources in the provision of youth services; and,
WHEREAS,
it
is
necessary
to
provide
for
annual
appointments to fill vacancies on the commission and to provide for
the removal of Youth commission members who are not fulfilling
their responsibilities;
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
DOES HEREBY ORDAIN AS FOLLOWS:
section 1.
Amendment.
Section 2-81 of Division 4. Youth
Commission of the Federal Way City Code ("FWCC") shall be amended
as follows:

DIVISION 4. YOUTH COMMISSION
Sec. 2-81. Membership.
(a) The youth commission may consist of thirteen (13) members
appointed by the city council.
(b) The youth commission shall serve without compensation.
(c) Each member shall serve a term of two years, except for
persons appointed durinq their senior vear at a Federal Wav Hiqh
School. which persons shall serve a term of one vear. VaeaReies

The citv council shall annuallY appoint new
members to fill the expirinq terms on the youth commission.
If.
for
any reason.
a vacancy occurs durinq the
term of
a
youth
commission member. the city council shall appoint a new member to
fill the unexpired term of that youth commission member.
The city
council may remoye a youth commission member at any time if the
city council determines that member is not fulfillinq his or her
responsibilities to the satisfaction of the city council.
All
members of the youth commission shall serve until their successors
are duly appointed by the city council.
(d) Persons appointed to serve on the commission shall reside
within
the
Federal
Way
School
District
boundaries
during
the
members' terms.
(e)
The
city
council
will
select
commission
members
representing a diverse cross-section of the service schools leoateà

from the service areas of Federal Way High School, Decatur High
School,
and Thomas Jefferson High
School.
Two members may be
selected from Harry S Truman Hiah School CoRtiFlUatioft,
and two
members may be selected from Contract Based Education. Sophomores,
juniors and seniors at a Federal Way high school, or ninth graders
who will attend a Federal Way high school in the second year of

2.
Severabilitv.
The
provisions
of
this
ordinance are declared separate and severable.
The invalidity of
any clause, sentence, paragraph, subdivision, section, or portion
of this ordinance or the invalidity of the application thereof to
any person or circumstance, shall not affect the validity of the
remainder of the ordinance, or the validity of its application to
other persons or circumstances.
Section 3.
Ratification.
Any act consistent with the
authority and prior to the effective date of this ordinance is
hereby ratified and affirmed.

Section 4.
Effective Date.
This ordinance shall take
effect and be in force thirty (30) days from the time of its final
passage, as provided by law.
