ORDINANCE NO.
96-281
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON AMENDING ORDINANCE
NO. 90-72, AMENDING THE PROVISIONS RELATING TO
THE HUMAN SERVICES COMMISSION.
WHEREAS, the City of Federal Way supports the needs of
the
citizens
of
the
City
through
its
own
programs,
and
in
cooperation with other agencies; and
WHEREAS,
there
are
diminishing
federal
and
state
resources available to provide for human services; and
WHEREAS,
it
is
important to provide
for the most
efficient use of resources in the provision of human services; and,
WHEREAS,
by Ordinance No.
90-72 the Federal Way city
Council has provided for the establishment of a Human Services
Commission (the "commission"); and
WHEREAS,
it
is
necessary
to
provide
for
annual
appointments to fill vacancies on the commission and to provide for
the removal of commission members who are not fulfilling their
responsibilities;
NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
DOES HEREBY ORDAIN AS FOLLOWS:
Section 1.
Amendment.
Section 2-72 of Division 3. Human
Services Commission of the Federal Way City Code ("FWCC") shall be
amended as follows:

Sec. 2-72. Qualifications; terms.
(a) The human services commission shall consist of nine (9)
appointeà members,

human services commission shall serve without compensation.
(c)
Each member shall serve a term of three vears.
The citv
council shall annuallv appoint new members to fill the expirinq
terms on the human services commission.
If.
for anv reason.
a
vacancv occurs durinq the term of a human services commission
member. the citv council shall appoint a new member to fill the
unexpired term of that member.
The citv council mav remove a human
services
commission
member
at
anv
time
if
the
citv
council
determines
that
member
is
not
fulfillinq
his
or
her
responsibilities to the satisfaction of citv council.
All members
of the human services commission shall serve until their successors
are duly appointed by citv council.

commission shall reside within the corporate limits of the city.
+è+igl To the extent practicable, appointments shall reflect
a balance of human service delivery interests in the community.

Section
2.
Severability.
The
provisions
of
this
ordinance are declared separate and severable.
The invalidity of
any clause, sentence, paragraph, subdivision, section, or portion
of this ordinance or the invalidity of the application thereof to
any person or circumstance, shall not affect the validity of the
remainder of the ordinance, or the validity of its application to
other persons or circumstances.
section 3.
Ratification.
Any act consistent with the
authority and prior to the effective date of this ordinance is
hereby ratified and affirmed.
Section 4.
Effective Date.
This ordinance shall take
effect and be in force thirty (30) days from the time of its final
passage, as provided by law.
