AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
FEDERAL WAY, WASHINGTON, RELATING TO BUDGETS
AND FINANCE, ADOPTING THE 2003-2004 BIENNIAL
BUDGET.
WHEREAS, the tax estimates and budget for the City of Federal Way, Washington
for the 2003-2004 fiscal biennium have been prepared and filed as provided by the laws of the Stat{
of Washington; and
WHEREAS, the budget was printed for distribution and notice published in th{
official paper of the City of Federal Way setting the time and place for hearing on the budget ant
said notice stating that all taxpayers calling at the Office of the City Clerk would be furnished a cop}
of the budget; and
WHEREAS, the City Council of the City of Federal Way, having held a public
hearing on the budget on October 1, 2002 and November 5, 2002, and having considered the public
testimony presented; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON
DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. 2003-2004 Biennial Budget. That the budget for the 2003-2004 bienniun
is hereby adopted in the amounts and for the purposes as shown on the attached Exhibit A ("200!
and 2004 Adopted Budgets").
Section 2. Administration. The City Manager shall administer the Biennial Budge
and in doing so may authorize adjustments to the extent that they are consistent with the budge
approved herein.

Section 3. Severability. The provisions of this ordinance are declared separate ant
severable. The invalidity of any clause, sentence, paragraph, subdivision, section, or portion ofthi~,
ordinance or the invalidity of the application thereof to any person or circumstance, shall not affec
the validity of the remainder of the ordinance, or the validity of its application to other persons
circumstances.
Section 4. Ratification. Any act consistent with the authority and prior to thc
effective date of this ordinance is hereby ratified and affirmed.
Section 5. Effective Date. This ordinance shall be effective January 1, 2003.
