If you are suspicious that there may be wetland area extending beyond the lake edge, I could go out with you to do a site visit to look at the vegetation. SEPA will be required if there are wetland conditions on or near the property. A shoreline permit is not required for owner built home construction within Shoreline areas. However construction of a spec home requires a shoreline permit. Also, construction must meet the shoreline regulations for setbacks, etc., which are different that typical zoning requirements. SEPA is not required for home construction in a straight shoreline area. Let's go over this in person to be sure we get all the details correctly addressed.
