Dear Mr. Purcell:
Thank you for meeting with the City's Development Review Committee on July 16, 1993. This
letter contains comments and requirements particular to your proposed plat. For ease and utility
of review comments are segregated by department or responsible agency.
The proposal reviewed was for a 3-lot short subdivision located in a single family neighborhood
between 6th and 8th Avenue, just south of S. 356th Street. The property consists of two lots,
one of which currently houses a single family residence.
Planning
The proposed plat has been correctly designed to meet the underlying zoning of RS 15.0 and
reserves 15 percent of the gross land area as required open space.
Below are a list of items that will need to be addressed either on the plat drawing or submitted
along with it at time of formal application:
1. The drawing needs to comply with drawing requirements for short plats. These can be
found in the City's short plat hand-out.
2. A title report done within the last 6 months. It must show that Tract X, is now owned
by the applicant.
3. Significant trees are located on the site and will need to be depicted on a site plan.
4. Open space will need to be dedicated to a"homeowners association." Language particular
to this associate will need to be recorded at the time of plat recording.

5. Proposed Lot B needs to be depicted as a "flag" lot. Proposed Lot A will have an access
agreement with Lot B.
6. Process I = $500, SEPA = $300, Site Plan Review = $250
7. A completed State Environmental Policy Act (SEPA) Checklist.
The review process for short subdivisions is referred to as Process I. Under Process I the
Planning Official makes an administrative decision regarding approval of the plat. Process 1 also
provides an opportunity for public comment. Typically a complete application with no appeals
to either SEPA or the administrative decision should take 90 days.
Public Works
The proposed plat consists of lots 1 and 2 of King County recording 7711221020 and Tract "X"
of King County Short Plat 1178122 recorded under 790817098. The applicant is proposing to
do a lot line adjustment to reduce the area of one existing lot and a short plat to divide the
remaining lot into two lots. Open space is being proposed in two areas of the development the
locations of which are questionable. Based on this submitted information, the following
comments are provided:
1. The applicant will need to submit copies of King County Short Plat 1178122 for
verification on the original intended use of Tract "X".
2. A topographic mapping of the area shall be provided to verify the location of the access
driveway to lot 2 of King County Short Plat 1178122 and to ascertain the drainage
characteristics of the developing property.
3. The applicant should only prepare a three lot short plat instead of a B.L.A. and a short
plat if timing and cash flow is not a consideration. The use of only a short plat would
be less costly and does the same function. The Community Development handout on
short plats should be used as a guide in preparing all the necessary documents.
4. As part of the lot configurations, all lots must front onto public right-of-way. The center
lot of the development should be reconfigured to be a flag lot. Minimum width of the
access portion of the flag lot is 22 feet.
5. The public rights-of-way on both sides of the development will need to be improved full
width per the FWZC Chapter 110. Sixth Ave. SW and 8th Ave. SW are classified as
a Neighborhood Access and Residential Collector, respectively. Design and construction
of these improvements will need to be completed prior to recording of the short plat,

unless bonded in accordance with the FWZC.
6. A modification, waiver or deferment to the roadway improvement requirements will only
be considered upon receipt of a written request addressing the criteria listed in Section
110.60 of the FWZC.
7. Submittal of the short plat application shall include a Level 1 downstream analysis for
storm drainage control in accordance with the King County Surface Water Design
Manual and a written narrative of the relevance to this site of the core and special
requirements in the manual.
8. Infiltration of runoff from the individual houses shall be the first consideration for runoff
control. Soil logs shall be provided to support the selection of the method of runoff
control.
9. Plan review fees on a time and expense basis shall be assessed the applicant for approval
of any facility designs. Inspection fees on a time and expense basis shall be assessed the
applicant for review of any construction activity for off-site improvements. Maintenance
bonds shall be required for any public improvements associated with the development.
10. Street improvements will likely be required for this project. There are no sidewalks or
gutters or curbs on either street.

Federal Way Water and Sewer
Water: Service connection only for lots fronting on 6th and 8th Ave S.W. Temporary water
service can be provided for the lot not fronting on either street.
Sewer: Off-site extension of main line sewer required to serve subject property. If done, a
developer extension agreement would be required. King County Health Department approval
is required for any septic system.

Fire Department
The fire department stated last week that they were not sure if hammerheads could still be used
in light of recent adoptions of King County standards. After further consideration the Fire
Department is willing to accept a hammerhead proposal.
Please find attached a list of Fire Department comments pertaining to your proposal. Any
questions regarding Fire Department requirements should be directed to Pat Kettenring, Assistant
to Fire Marshal at 946-7241.

Dear Mr. Thomas:
This letter is in response to your request for comments on the 3 lot short plat known as Purcell
Short Plat. The Federal Way School District is concerned with the overcrowding of school
facilities, safety of children who walk to school, transportation of children, and recreational
requirements of children. We feel it is our responsibility to provide the best education possible
for all children who reside within the District. To do this, however, we must give consideration
to the impact new housing developments and new students have on the District.
Additional students means that provisions must be made for their educational needs including
issues such as public health, safety and welfare, streets or roads, parks and recreation, and safe
walking conditions. The result is that schools are required to:
• Construct new schools or additions to schools to house the new students. There
may also be a need to obtain temporary facilities until the permanent facilities
can be built.
• Provide additional buses and/or personnel to handle safe passage for the students
from their home to the schools. This includes developers designing loading and
unloading areas adjacent to service streets and/or assuring safe sidewalks with
accessible routes to the local schools or bus stops.
• Purchase additional equipment such as desks, chairs, computers, library
collections, physical education equipment, etc.
• Provide additional playfield space and equipment.
In January, 1992, a Capital Facilities Plan was adopted by the Federal Way School District
Board of Education. This plan is in accordance with the requirements of State House Bill 2929
(State of Washington Growth Management Act). The purpose is to assure the appropriate
facilities are in place to educate the increasing number of students in this District. Statistical
analysis of your project projects 2 students would enter our school system from the proposed 3
single family households in this development. The Capital Facilities Plan includes construction
bonds and collection of impact fees along with state matching funds to finance the impacts of new
growth from new housing developments.

In summary, permanent school facilities will be needed to accommodate the proposed growth
