RESOLUTION NO.
90-16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, ESTABLISHING A SMALL
WORKS ROSTER PROCESS FOR AWARDING OF PUBLIC WORKS
OR IMPROVEMENT CONTRACTS.
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
section 1.
A small works roster and award of contract
process for public works contracts of up to $100,000 is hereby
authorized.
section
2.
The
Director
of
Public
Works
or
the
Director's designee shall maintain a small works roster comprised
of all contractors who have requested to be on the roster and
are, where required by law, properly licensed or registered to
perform such work in this State.
section
3.
Whenever work is done by contract,
the
estimated cost of which is $100,000 or less, and the small works
roster process
is used,
proposals shall
be
invited
from all
appropriate contractors on the roster: provided, no fewer than
five
separate
appropriate
contractors,
if
such
number
is
available, shall be invited to submit bids on anyone contract:
and provided further, whenever possible, a proposal shall be

invited from a minority or woman contractor who shall otherwise

be qualified.
section 4.
Once a bidder on a small works roster has
been offered an opportunity to bid,
that bidder shall not be

offered
another
opportunity
until
all
other
appropriate
contractors on the roster have been afforded an opportunity to
submit a bid.
section
5.
Invitations
for small works roster bids
shall include an estimate of the scope and nature of the work to
be performed and materials and equipment to be furnished.
section 6.
When awarding such a contract for work, the
estimated cost of which is $100,000 or less, the City shall award
the contract to the contractor submitting the lowest responsible
bid.
section
7.
The
Public
Works
Director
is
hereby
authorized
to
promulgate
such
rules
and
regulations
as
are
necessary to effectuate and carry out the purposes and intents of
this resolution.
