A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, REQUESTING THAT THE
KING COUNTY COUNCIL DECLINE TO APPROVE REZONE
REQUESTS WHICH INCREASE POPULATION DENSITIES
UNTIL SUCH TIME AS THE TWO JURISDICTIONS HAVE AN
OPPORTUNITY TO PARTICIPATE IN JOINT PLANNING FOR
PROPERTIES ADJACENT OR IN CLOSE PROXIMITY TO THE
CORPORATE LIMITS OF THE CITY OF FEDERAL WAY.
WHEREAS,
the ci ty of Federal Way incorporated as of
February 28, 1990, and
WHEREAS, the City has not had sufficient time to engage
in comprehensive land use planning outside its corporate limits
nor to
interact wi th King County for the purpose of jointly
planning
the
areas
adjacent
or
in
close
proximity
to
the
corporate limits for the City of Federal Way, and
WHEREAS, it is in the interests of the public health,
safety and general welfare that public entities such as the City
of Federal Way and King County work together through a process of
joint
and
area-wide
planning
in
order
to
adequately
and
effectively mitigate the impacts of development and growth, both
within the
corporate
limits
of the city and those areas
of
unincorporated King County which are adjacent or vicinal to the
City, and

WHEREAS, the new "Growth ~Ianagement" legislation passed

by the State Legislature mandates that this type of joint effort
and planning occur, NOW, THEREFORE,

WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
section 1.
The Federal Way City Council would hereby
request that the King County Council jointly participate in a
review and establishment of a joint comprehensive land use plan
for the areas adjacent and vicinal to the corporate limits of the
city of Federal Way which are within unincorporated King County.
Section 2.
The City Council further requests that the
County
council
deny
rezones which
increase
the
intensity
or
densi ty of development on real property which are adj acent or
within the immediate vicinity of the corporate limits of the City
of Federal Way, until such time as the two agencies have had an
opportunity to jointly plan, develop and adopt appropriate inter-
related comprehensive land use plans and zoning classifications
for the areas affected.
Section 3.
There is a need for the above-referenced
joint planning efforts and rezones of properties adjacent to the
City, such as that certain rezone identified as File No. 216-89-R
which
proposes
to
rezone
certain
real
property
located
in
unincorporated King County from S-R, Suburban Residential, to a
proposed RM-2400,
Medium Density Multiple-Dwelling,
permitting
278 multi-family apartment units adjacent to the corporate limits
of the City of Federal Way.
Said proposal will have direct and
immediate impacts which will fall directly on the city.
Such
"
rezones should not be granted unti\ the two jurisdictions have
had an opportunity to engage in and complete joint planning for
the areas adjacent and vicinal to the corporate limits of Federal
Way.
