RESOLIITION NO. 90-35
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, ADOPTING A SIX-YEAR
TRANSPORTATION IMPROVEMENT PROGRAM AND DIRECTING
' THE SAME TO BE FILED WITH THE STATE SECRETARY OF
TRANSPORTATION AND TIiE TRANSPORTATION
IMPROVEMENT BOARD.
WHEREAS, pursuant to the requirements of Chapters 35.77
and 47.26 RCW, the City Council of the City of Federal Way hereby
adopts a Comprehensive Street Program, including an arterial
street construction program, and
WHEREAS, the City Council has determined current and
future City street and arterial needs, and based upon these
findings has prepared a Six-Year Transportation Improvement
Program for the ensuing six (6) calendar years, and
WHEREAS, a public hearing has been held on the said
Six-Year Transportation Improvement Program, and
WHEREAS, the City Council finds that there will be no
significant adverse environmental impacts as a result of adoption
or implementation of the Six-Year Transportation Improvement
Program, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY,
WASHINGTON, HEREBY RESOLVES AS FOLIAWS:
Section 1. Proqram Adonted. The Six-Year
Transportation Improvement Program for the City of Federal Way,
for the ensuing six (6) calendar years (1991-1996, inclusive), a
copy of which is attached hereto as Exhibit A and incorporated

herein by this reference as if fully set forth, which Program
sets forth the project location, type of improvement and the
estimated cost thereof, is hereby adopted and approved.
Section 2. Filing of Proqram. Pursuant to Chapter
35.77 RCW, the City Clerk is hereby authorized and directed to
file a copy of this resolution forthwith, together with the
Exhibit attached hereto, with the Secretary of Transportation and
a copy with the Transportation Improvement Board for the State of
Washington.

Develop a data base for the e�sting transportarion system throughout the City; develop and
calibrate a transportation computer model; develop a land use data base for the computer model;
identify and evaluate future transportation improvements; address funding alternatives to
implement the improvements on a prioriry basis; develop a system for assessing impact fees or
mitigation measures related to private development and its effect on the City's transportation
system; provide environmental documentation that is consistent with SEPA requirements; and
provide ample opportunities for the general public and local interest groups to participate in the
planning process. The final plan wiYl include recommendations to incorporate existing
transportation components with new facilities to provide a complete transportation system which
is able to accommodate Federal Way's anticipated growth and development. The Comprehensive
Transportation Plan will be multi-modal, including public transit, ride-sharing, bicycles,
pedestrians, as well as vehicular traffic.

WSDOT is preparing a route development study for SR 99 from the Pierce County/King County line
to the Ciry of Burien. These project limits include the entire portion of SR 99 that lies within the
city limits of Federal Way. The WSDOT's study proposal widening SR 99 from typically a five-lane
roadway section with paved shoulders to a seven-lane roadway with curbs, gutters and sidewalks.
Proposed Improvements:
Review WSDOT's study documents and coordinate with them to ensure Federal Way has meaningful
input into the planning efforts for SR 99 through the city. Considering the high level of commercial
interest that would be affected by this WSDOT project, a citizen's advisory committee should be
included to guide the State's efforts. ,
