RESOLUTION NO.
90-44
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FEDERAL WAY, WASHINGTON, RELATING TO THE VEHICLE
LICENSE FEE, DETERMINING THAT IT IS PREMATURE FOR
THE COUNCIL TO TAKE A POSITION ON THE OPTIONAL
VEHICLE LICENSE FEE.
WHEREAS, the 1990 Washington State Legislature authorized
counties to impose a vehicle license fee for the purpose of funding
transportation improvements in the counties and cities; and
WHEREAS, the King County Council is considering whether
or not to establish such a fee; and
WHEREAS, King County Council asked each city to designate
the projects to which such monies might be applied within each
city's jurisdiction; and
WHEREAS, the City Council of the City of Federal Way
chose not to make such designation since it is in the process of
reconsidering its comprehensive land use and transportation plans;
and
WHEREAS, the King County Council deferred its vote on
this matter; and
WHEREAS,
the
King
County
Council
is
once
again
considering the adoption of this additional vehicle licensing fee,
and
WHEREAS, members of the County Council asked the Federal
Way City Council to take a position on this matter prior to the
King County Council vote, and
WHEREAS, the City of Federal Way continues to proceed in
its study and planning of its land use and transportation needs and

circumstances have not changed since this issue was last presented
by the County to the City; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY DOES HEREBY
RESOLVE AS FOLLOWS:
It is premature for the City of Federal Way to take a
position on how monies from an optional vehicle licensing fee
should be spent due to the City Council's desire to properly and
comprehensively plan for the transportation and land use needs of
its citizens.
