Res 91-053� • RESOLUTION NO. 91-53 A RESOLUTION OF THE CITY OF FEDERAL WAY, WASHINGTON, PROVIDING FOR THE CREATION OF THE REGIONAL PLANNING ORGANIZATION FOR THE CENTRAL PUGET SOUND AREA. WHEREAS, local elected officials in the Central Puget Sound Region have participated together in cooperative decisions to bring about continuous and comprehensive regional planning primarily through the Puget Sound Council of Governments; and WHEREAS, the Puget Sound Council of Governments will dissolve in June, 1991; and WHEREAS, it is the responsibility of local government to regularly review the functions and authority of regional planning to ensure responsive action to inter-county issues; and WHEREAS, local elected officials and the citizens have recently participated in and concluded studies and deliberations reviewing the role and responsibility of local governxaent in regional planning, including transportation planning; and WHEREAS, it is the desire of local elected officials and citizens that regional planning and review should be based on and developed from local comprehensive plans; and WHEREAS, "Vision 2020", a Growth and Transportation Strategy, provides a framework for interrelated regional transportation planning; and WHEREAS, it is the desire of local elected officials to establish an agency which will qualify member jurisdictions, transit agencies and the Washington Department of Transportation for programming of federal, state and local transportation projects identified in a transportation improvement program; and ORIGINAL � U . WHEREAS, it is in the interest of the citizens of the City of Federal Way that the City participate in this regional planning agency; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY DOES HEREBY RESOLVE as follows: Section 1. The City of Federal Way shall participate in the Puget Sound Regional Council, also known as the "Regional Planning Agency" in accordance with the attached Interlocal Agreement for Regional Planning of the Central Puget Sound Area. Section 2. The City Manager is authorized to sign the Interlocal Agreement for Regional Planning. RESOLVED by the City Council of Federal Way, this 19th day of March , 1991. Exhibit A AMENDMENT TO THE INTERLOCAL AGREENiE�1T FOR REGIONAL PLANNING OF THE CENTRAL PUG�'� SOUND AREA This amendment is entered into by and between the undersigned counties, cities a�d towns, political subdivisions and municipal corporations of the State of Washington and federally recognized Indian Tribes. This amendment is made pursuant to provisions of the In�erlocal Cooperation Act of 1967, Chapter 39.34 R.C.W. and l�as been authorized by the legislative body of each jurisdiction pursuant to format action as designated on the signature page. Section�V. MEMBERSHIP AND �EPRESENTATION B. General Assembly paragraph 2 shall be replaced with t�e following language � 2. The Gene�al Assembly shall u�ake decisions when a quo�uan is present, and on the basis of a weighted vote of the jurisdictions with the weic�ht of each �urisdiction �ote as follows: Total votes of all 'u�isdi�ctions within each county will be proportional to each county's share of the regional population. County government caill be entitled to fifty (50) percent of their respective -county's total votz. �ity and town votes will be based on their respective share of the total incorporated population of their county. Indian Tribe vote will bebased ori their respecctive share of the regions' population Section V. �EMBERSHIP AND REPRESENTATION C. Executive Board paragraph 2 shall be ame�ded to read 2. The Executive Board shall make decisions when a quorum is present. Membership and votes for jurisdiction rep�esented on the Board will be proportional to the total �opulatio� wit�in the regional agency's jurisdictio�.
