Res 91-066 RESOLUTION NO, 91-66 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, SUPPORTING THE COOPERATIVE AGREEMENT BETWEEN THE CITY OF FEDERAL WAY AND THE GREATER FEDERAL WAY CHAMBER OF COMMERCE IN ITS APPLICATION FOR LOCAL DEVELOPMENT MATCHING FUND GRANT APPLICATION ENTITLED, lOA COMMUNITY VISION OF A CITY CENTER FOR FEDERAL WAY," WHEREAS, the City of Federal Way is in the process of developing a comprehensive plan to guide future growth and development and to provide appropriate levels of public services to its rapidly growing population; and WHEREAS, in creating policy, the city seeks to promote a high level of local participation and to ensure coordination with growth management policies on a regional basis; and WHEREAS, the Greater Federal way Chamber of Commerce has agreed to a private/public partnership for the purpose of developing a "vision" of a future central business district; and WHEREAS, the project involves participation of a cross- section of the community and major participants in the central business district, including the Chamber of Commerce, the city of Federal Way, and representatives of labor and education; and WHEREAS, partial funding for the project is available through grant applications to the Local Development Matching Fund Program of the Washington State Department of community Development; and WHEREAS, it is necessary that certain conditions be met as part of the application requirements, COpy WHEREAS, the city certifies that it is eligible to apply for a Local Development Matching Fund Grant as defined in state laws, regulations, guidelines, and will make available upon request documents to verify eligibility, WHEREAS, the City certifies that it is actively involved in stimulating local economic development and is serving a defined geographic area, WHEREAS, the city certifies that it will fulfill the local matching requirements as stipulated in the proposed project budget, ensuring that the local resources will match the state's share on a dollar-for-dollar basis and that no more than 50 percent of the match will be met in-kind contributions, WHEREAS, the City certifies that local matching resources will not be used for ineligible costs and activities, and that they will not be used to meet the matching requirements of another publicly-assisted program, WHEREAS, the city certifies that it will fulfill the statutory requirement to have participation of a cross-section of the local community in the economic development project, including business, labor, education and training, and public sector, WHEREAS, the City certifies that it will comply with all applicable State law, regulations, and guidelines in the event that this application is selected for funding, including but not limited to the provisions contained in RCW 43,63A,078 (enabling statute); NOW THEREFORE, -2- THE CITY COUNCIL OF THE CITY OF FEDERAL WAY HEREBY RESOLVES AS FOLLOWS: section 1, The City Council of the City of Federal Way supports the submission of the Local Development Matching Fund Grant Application entitled, IIA Community Vision of a City Center for Federal Way," submitted jointly by the City of Federal Way and the Greater Federal Way Chamber of Commerce, for State funds in the amount of Twenty Five Thousand Dollars ($25,000,00), and authorizes City Manager, Brent McFall to submit the application to the state of Washington on behalf of the city of Federal Way, Section 2. It is acknowledged that the Greater Federal Way Chamber of Commerce will assist the City in obtaining private sector contributions in the amount of Fifty Thousand Dollars ($50,000,00) in private cash and in-kind services to meet the local matching fund requirement, section 3, The City of Federal Way hereby commits to supply additional local matching funds in the amount of Twenty Five Thousand Dollars ($25,000,00) in the form of staff technical assistance and grant administration.
