Res 91-073 RESOLUTION NO. 91-73 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON CONCERNING HIGH CAPACITY TRANSIT BETWEEN SEATTLE AND TACOMA WHEREAS, METRO is considering the implementation of a High Capacity Transit system in the Puget Sound region and is planning as a part of that system a High Capacity Transit link between the cities of Seattle and Tacoma, and WHEREAS, METRO is in the process of developing a System Plan to show corridors along which High Capacity Transit should be considered for implementation, and WHEREAS, METRO is considering a November 1992 vote on funding for the High Capacity Transit system in the System Plan, and WHEREAS, METRO anticipates construction of the High Capacity Transit system in several phases beginning in 1996, and WHEREAS, METRO has graphics of the System Plan which show the High Capacity Transit system located along 1-5 between SeaTac and Tacoma, and WHEREAS, the Pierce Transit Board has adopted as their preferred alternative of the Vision 2020 regional and land use plan that alternative which identifies Tacoma as the only metropolitan center in Pierce County, and WHEREAS, existing METRO bus service travels along and crosses the SR-99 corridor with residents and employees on their way to and from the 1-5 corridor, and WHEREAS, the SR-99 corridor is nearer the center of both present and future business and residential areas of the city of Federal Way, and WHEREAS, the City of Federal Way is considering the development of a pedestrian scale business corridor with a subregional center scale downtown and ancillary activity clusters as envisaged by the Vision 2020 plan along the SR-99 corridor, and WHEREAS, the City of Federal Way downtown subregional center and activity clusters would be best served by High Capacity Transit stations on the SR-99 corridor and would support greater future density enhancements at these nodes, and . WHEREAS, existing and projected residential and employment densities along the SR-99 corridor will provide the ridership for a successful High Capacity Transit system. COpy THE CITY COUNCIL OF THE CITY OF FEDERAL WAY HEREBY RESOLVES AS FOLLOWS: 1. METRO should designate the SR-99 corridor instead of 1-5 for the proposed High Capacity Transit between SeaTac and the southern edge of the Federal Way business district, and 2. METRO should immediately alter High Capacity Transit graphical materials to show the rail on the SR-99 corridor instead of 1-5, and 3. METRO should include High Capacity Transit extending south to at least S 348th Street in an early phase of the High Capacity Transit system improvements to intercept riders at a focal point where a number of highways and arterials converge, and 4, The city of Federal Way supports the city of SeaTac in their consideration of the High Capacity Transit system being located along the SR-99 corridor instead of 1-5.
