RESOLUTION 9l-77
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, CONCERNING REDONDO
BEACH DRIVE, THE RESTORATION OF THE ROADWAY
AND SEAWALL, AND THE DEVELOPMENT OF PUBLIC
PARK FACILITIES.
WHEREAS, Redondo Beach Drive has been closed to through
traffic since December 1990 when storms damaged the seawall and the
roadway; and
WHEREAS, King County Fire District #39 has requested that
both a
20
foot minimum width road be reopened and
immediate
temporary access be provided to restore necessary fire department
accessibility to the area; and
WHEREAS,
a
large number of residents in the Redondo
neighborhood have indicated to King county and to the Federal Way
city Council that they would prefer that the road not be reopened
to through traffic
and that they would
like
a regional park
developed along Redondo Beach Drive in order to provide improved
public, pedestrian and bicycle access; and
WHEREAS, King County retained Abam Engineers to analyze
15 restoration alternatives, which are summarized in their "Redondo
Seawall and Roadway Project" final draft project status report
dated 24 July 1991; and
WHEREAS, Abam Engineers recommends alternative 14 which
restores a two lane roadway with a sidewalk on one side and park
type improvements in three areas to achieve project goals with a
minimum of expense and environmental impacts; and

WHEREAS,
alternative 14,
especially its "shifted road
option", will better serve public transportation needs by restoring
traffic and pedestrian circulation on Redondo Beach Drive to the
benefit of the citizens of Federal Way and will provide for greater
areas
for public access to this rare
long stretch of
scenic
shoreline and beach environment than presently available; and
WHEREAS, the King County Council will soon be considering
what
restoration
will
be
made
to
Redondo
Beach
Drive;
NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
DOES HEREBY RESOLVE AS FOLLOWS:
1.
King County should adopt alternative 14, with the
shifted road option for the restoration of Redondo
Beach Drive to restore traffic circulation on Beach
Drive and provide greater areas of improved public
access
to
this
rare
long
stretch
of
scenic
shoreline
and
beach
environment
than
presently
available.
