RESOLUTION NO.
91-86
A RESOLUTION OF THE CITY OF FEDERAL WAY,
WASHINGTON, PROVIDING FOR THE ADOPTION OF THE
"CITY OF FEDERAL WAY WASTE REDUCTION AND
RECYCLING IMPLEMENTATION PROGRAM".
WHEREAS, the 1989 State Legislature passed the "Waste Not
Washington Act" which established a statewide goal of fifty (50)
percent waste reduction and recycling by 1995; and
WHEREAS,
King County has developed the "King County
Comprehensive Solid Waste Management Plan", which requires waste
reduction and recycling for the entire county; and
WHEREAS, the city of Federal Way has adopted the "King
county Comprehensive Solid Waste Management Plan"; and
WHEREAS,
a Solid Waste Advisory Committee
(SWAC)
was
formed by the
city
of
Federal Way to develop
a program for
implementing the waste reduction and recycling element of the "King
County Comprehensive Solid Waste Management Plan"; and
WHEREAS, local elected officials and the citizens have
participated in the development of the program; and
WHEREAS, the "Federal Way Waste Reduction and Recycling
Implementation Program",
has been proposed which provides the
framework
for
implementing
the waste
reduction
and
recycling
element of the "King County Comprehensive Solid Waste Management
Plan"; and
WHEREAS, it is in the interest of the citizens of the
City of Federal Way that the city adopt this document;
NOW,
THEREFORE,
COpy
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY DOES HEREBY
RESOLVE AS FOLLOWS:
section 1.
The city of Federal Way adopts the "Federal
Way Waste Reduction and Recycling Implementation Program", as a
means for implementing the waste reduction and recycling element of
the
"King
county
comprehensive
Solid
Waste
Management
Plan"
provided, however, that all reference to "city-ownership" of the
site for a single multi-purpose, multi-material drop center shall
be deleted.

2 .
The
Public
Works
Department
will
be
responsible for administering this program.
