Request for Waiver of Street Improvements
Dear Ms. McCluskey:
The City has received your request for waiver of the required street improvements to SW 294th
St. for the above referenced project. The required improvements per the City Code include
constructing a 40-foot wide paved road with vertical curbs and gutters, landscape strips, 5-foot
wide sidewalks, and associated storm drainage improvements.
The property is fronted by an eighteen -foot wide paved street with a drainage ditch and a narrow
shoulder. There are no sidewalks or curbs in the area. Access to the subject tract will be by
way of an easement through the development of Pleasant Hills to an internal private road. No
direct access is proposed along SW 294th St. Right-of-way improvements were not imposed
during the development period of Pleasant Hills although work was done internal to the site.
Based on this information, a modification (not a waiver) is granted with the following condition:
1. The applicant will be required to widen shoulder of the road with gravel to the greatest
extent possible on the south side of the right-of-way for that portion of the roadway
fronting the entire Pleasant Hill site.
2. A No -Protest Agreement be signed and recorded for future formation of a Local
Improvement District to improve the existing frontage roadway system. Enclosed is a
No -Protest Agreement form for your completion and signature. Please return the
executed form along with a check in the amount of $8.00 made payable to King County
Records and Elections for the recording of the document.

Dear Mr. Lungren:
We have completed the geotechnical evaluation you requested for Lots 1, 2, and 3 of the Pleasant
Hill Plat in Federal Way, Washington. The purpose of our study was to explore the subsurface soil
and groundwater conditions and to provide recommendations for foundation design. The scope of
our work included test pits, review of geotechnical studies by others, and geotechnical engineering
analyses. Our conclusions are professional opinions. No warranty, expressed or implied is made.
Protect Description
Lots 1 and 2 are located on the south side of SW 294th Street and west of 6th Avenue SW. Lot 3 is
located immediately south of Lot 1. We understand that a single family residence will be
constructed on each of the lots. The houses are to be one or two story, wood -frame structures.
Site Conditions
The subject lots are situated on a moderately steep, north facing slope. Some site grading appears
to have taken place on each of the lots at some time in the past. Rockeries approximately 4 feet
high are located along or near the common property boundary between Lots 1 and 3, and 2 and 4.
Vegetation on the three lots consists of grass and small deciduous trees.

Field Explaralion And LaboratoKy'Festing
Our field exploration was performed on October 21, 1992, with a rubber -tired backhoe owned and
operated by Evans Brothers Backhoe Service. Subsurface conditions at the site were explored by
excavating four test pits to a maximum depth of 16 feet below existing grade. The field exploration
was conducted by an engineering geologist from our firm who classified the soil conditions
encountered, maintained a log of each test pit, and observed pertinent site features. Test pit
information obtained by Geotech Consultant, Inc. for a preliminary geotechnical study, was also
used in our evaluation.
Soil Conditions
Based on test pit information obtained, the site appears to be underlain by varying amounts of
loose, silty, sandy fill containing organics and debris. The loose fill on Lot 1 was found to extend to
a depth of 15 feet or more. On Lot 2, the fill depth varies from 7 to 13 feet or more. A test pit
located in the north central portion of Lot 2 encountered a layer of quarry spall fill extending from
8 feet below grade to a depth of about 13 feet. Heavy groundwater was encountered in the quarry
spall layer. Lot 3 has the least amount of fill. The fill depth on Lot 3 varies from 0 to 4 feet in the
building area to as much as 6 feet in the northwest corner of the lot.
Where penetration of the fill was possible, the fill was found to be underlain by medium dense to
dense sandy silt. In Lot 3, the sandy silt is underlain by hard silty clay. Minor groundwater seepage
was encountered in several of the test pits located in the lower elevations of Lots 1 and 2. Heavy
groundwater was encountered in the test pit where the quarry spall fill was found.
Foundations
The primary geotechnical concern with construction on the three lots is the presence of unsuitable
fill soils within the building footprints. Where there is no existing fill or where it can economically
be removed and replaced, a house may be supported on conventional spread footing foundations
bearing on the competent native soils, or on structural fill placed over competent soils. It is our
opinion that the fill depths on Lot 3 are relatively shallow and that a house may be constructed on
Lot 3 using conventional spread footings. Lots 1 and 2, however, contain significant amounts of fill
which would not be economical to remove. Therefore, we recommend that houses to be
constructed on Lots 1 and 2 be designed with foundations which will transfer all structural loads
through the fill to the underlying competent, native soils. This may be best accomplished using
augercast piles.
Detailed recommendations pertaining to the design considerations for spread footings and for
augercast piles are provided in the following paragraphs. These recommendations should be
incorporated into the final design and construction specifications.

Spread Footings
The house to be constructed on Lot 3 may be supported on conventional spread footing
foundations bearing on the competent native soils, or on structural fill placed over competent soils.
We anticipate removal of existing fill within portions of the building footprint may require as much
as 4 feet of overexcavation. Footings may be propottioned for maximum bearing stresses of 2000
pounds per square foot, considering both dead and live loads. When wind or seismic loads are
included, a one-third increase is permissible. Continuous wall footings should be at least 12 inches
wide and isolated column footings at least 18 inches square. Footings exposed to the weather
should bear at least 18 inches below adjacent outside final grades. For resisting lateral loading, a
base friction coefficient of 0.4 may be used. We recommend computing the passive resistance using
an equivalent fluid weight of 300 pcf. This value assumes that the foundation will be constructed
neat against the excavation or backfilled with a structural fill.
Augercast Piling
Augercast piling may be used on Lots 1 and 2 to transfer foundation loads through the fill and into
the underlying dense native soils. For 12-inch diameter piles with a minimum of 5 feet of
embedment in the competent native soils, an allowable axial load of 10 tons would be available for
design. Greater pile capacities are possible by increasing the embedment depth or the pile
diameter. We can provide additional pile design criteria if necessary. Full pile capacity can be used
provided the pile spacing is equivalent to three pile diameters. Closer spacing in pile groups will
require a reduction in the single pile capacity and will be dependent upon the number of pile and
spacing used. For resistance to lateral loads, an allowable lateral pile capacity of one ton would be
available. Estimated pile settlement falls into the range of one-half inch or less. For wind or
seismic loads the allowable axial load can be increased by one-third. The piles should be reinforced
in accordance with the structural engineers requirements.
Augercast piles are formed by the pressure injection of grout through a hollow stem auger which is
slowly retracted from the ground after advancement to the recommended tip elevation. The grout
pressure used will compress the soils within the immediate vicinity of the pile thereby increasing to
some extent the pile diameter and therefore the amount of grout required to construct the pile.
Even greater grout loss should be expected if the auger encounters the thick quarry spall fill layer.
For planning purposes, we suggest a 30 percent increase in the amount of grout necessary for the
pile be considered.

In construction of augercast piling, a higher than normal reliance on quality workmanship is
required for successful installations. It is important that the grout pressure be consistent and
uniform during the installation and that the retraction of the auger occurs at a slow uniform rate
beneath a sufficient head of grout in the pile column. The contractor should have adequate means
for verifying grout pressure and estimating the volume of grout used in the construction of the piles.
Because of the possible influence on adjacent piles, the installation sequence should be based on a
minimum pile spacing of five pile diameters. Once the grout column has achieved its initial 24 hour
set, pile construction in between these spacings can be completed.
Floor Slab Construction
Where possible, existing fill should be removed from beneath planned slab -on -grade floors.
Structural fill may be used to restore grade. If piles are to be used to support the house, we
recommend that the floor loads also be transferred to the pile system. Construction of a slab -on -
grade floor over the existing loose, debris -laden fill involves significant risk of irregular settlement
and cracking.

On April 29, 1993, we were requested by Charlie Voelker, project structural engineer, to provide
additional design criteria for augercast piles to be used during development of Lots 1 and 2 of the
Pleasant Hill Plat. Specifically, we were asked to determine augercast pile diameter and
embedment depths for a pile with an increased allowable axial load of 15 tons. The following
paragraph confirms information provided in a telephone conversation with Charlie Voelker's
office.
Augercast piles, 14 inches in diameter with an embedment depth of 7.5 feet in the competent native
soils, may be assigned an allowable axial load capacity of 15 tons. Alternatively, 5 feet of
embedment is sufficient if 16 inch diameter augercast piles are used.
