A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, AUTHORIZING THE
CITY'S PARTICIPATION IN THE CREATION AND
OPERATION OF THE FEDERAL WAY ECONOMIC
DEVELOPMENT BOARD, SPONSORED BY THE CITY OF
FEDERAL WAY AND THE GREATER FEDERAL WAY
CHAMBER OF COMMERCE.
WHEREAS, the city of Federal Way recognizes the benefits
of joint cooperative efforts between City government and the local
business community; and
WHEREAS, the city of Federal Way and the Greater Federal
Way Chamber of Commerce share the goal of ensuring that the City
continues
to
improve
upon
its
business
opportunities;
NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY DOES HEREBY
RESOLVE AS FOLLOWS:
section
1.
The
city
of
Federal
Way
pledges
its
membership to the newly created Federal Way Economic Development
Board, sponsored by the City of Federal Way and the Greater Federal
Way Chamber of Commerce.
section 2.
The purpose of the Federal Way Economic
Development Board is to promote high quality development in the
form of attracting new business to the City, and to assist in the
expansion and retention of existing businesses in Federal Way.

3.
The
goal
of
the
Federal
Way
Economic
Development Board shall be to develop an economic development plan
based upon the City's Comprehensive Plan and the City Center Plan.
The Federal Way Economic Development Board will also develop a
COpy
strategic plan to include a series of actions that can be taken to
successfully implement the Economic Development Plan.
section 4.
The Federal Way Economic Development Board
will consist of an eleven-member board with members as follows:
The Mayor of the City of Federal Way.
Two city Councilmembers of the City of Federal Way
appointed by the City Council.
The Chairman of the Board of the Greater Federal Way
Chamber of Commerce.
Two Board members of the Greater Federal Way Chamber
of Commerce appointed by the Board of Directors.
The Federal Way city Manager.
The President of the Greater Federal Way Chamber
of Commerce.
Three community representatives appointed by the
eight members listed above.
section 5.
The Federal Way Economic Development Board
membership board shall be
supported by an advisory committee
composed of community, regional and state representatives as deemed
necessary by the Board to provide support and linkages to the other
economic development agencies.
Examples of the advisory committee
membership is as follows:
The Superintendent
District.
of
Schools,
Federal
Way
School
Representatives of the Ports of Seattle and Tacoma.
Representatives of the Washington State Department of
Trade and Economic Development.
Representatives of Water, Sewer, Gas, Electric, and
Telephone utilities.
Representatives of Seattle-King County Economic
Development Council.

Representatives of the World Trade Alliance.
King County Council representative.
state legislators.
others as needed to provide advice or support.
section 6.
The Federal Way Economic Development Board
will hold open public meetings at a regularly scheduled time at
least monthly; or more often if required by level of activity.
section 7.
The Federal Way Economic Board shall annually
develop a proposed budget which will be submitted to both the City
of Federal Way and the Greater Federal Way Chamber of Commerce.
The amount of support provided by the City and the Chamber shall be
determined annually, based upon the budget and work plan submitted
by the Board.
Every effort shall be made to solicit financial
support from sources other than the City and Chamber.
section 8.
Staff support shall be provided to the
Federal Way Economic Development Board by both the City and Chamber
under the direction of the City Manager and the President of the
Chamber.
section 9.
The Federal Way Economic Development Board
shall make an annual report to both the Chamber of Commerce Board
of Directors and to the Federal Way City council on its activities
for the previous year.
The report shall include the information
necessary to accurately explain the efforts undertaken and how such
efforts contribute to accomplishing the goals established in the
Economic Development Plan.
