Res 92-111 RESOLUTION NO. 92-111 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, CONCERNING STATE ROUTE 509 ALTERNATIVES, SOUTH FROM THE CITY OF SEATAC. WHEREAS, the SR 509/South Access Steering Committee is analyzing twelve potential corridors for extension of SR 509 as a limited access highway (freeway) south from the city of SeaTac, and development of the south access roadway to Sea-Tac Airport; and WHEREAS, Alternative IIJII would construct the SR 509 freeway south from Sea-Tac Airport between SR 99 and puget Sound down to about South 320th Street, then west to near 21st Avenue S.W. and south to the proposed segment of SR 509 east of the Port of Tacoma; and WHEREAS, the steering Committee retained consultants to screen the twelve alternatives to seven, based on public comments and the following criteria: Road capacity and traffic flow; Total capacity costs; Home and business relocation requirements; Land use compatibility; Impacts on fisheries, wildlife, and wetlands; Level of public and agency support; Project goals which are to relieve local traffic congestion, support planning local and regional comprehensive and development, improve southerly access to the airport, improve regional mobility and safety, be compatible with high- COpy capacity transit, involve citizens in the identification and selection of preferred alternatives, be compatible with environmental features, and be cost-effective; and WHEREAS, the Steering Committee will be reporting on June l, 1992, which seven alternatives are being selected for further analysis; and WHEREAS, the Steering Committee will further screen the number of alternatives to three and a "no action" alternative; and WHEREAS, the city of Federal Way has recently begun the development of a Land Use/Transportation Plan to determine needed improvements of local arterial facilities, encourage the development of a more pedestrian scale environment, and improve transit use in the City; and WHEREAS, the State is requiring cities and counties to reduce the vehicle miles traveled, air pollution, and the use of single occupant vehicles; and WHEREAS, Alternative "J" would likely result in increases in the vehicle miles traveled by area residents, greater air pollution in Federal Way, and a rise in the use of single occupant vehicles; and WHEREAS, Metro is considering the implementation of a High Capacity Transit system in the puget Sound region and is planning as part of that system a High Capacity Transit link between the cities of Seattle and Tacoma; and -2- WHEREAS, counter to preferred transportation options, Alternative "J" encourages Federal Way commuters to use the proposed freeway rather than a transit system; and WHEREAS, Alternative "J" would also have a severe negative impact on the economy of the Federal Way community, businesses, and residents, and would require major relocation of Federal Way residents and businesses for the construction of the proposed SR 509 freeway corridor; and WHEREAS, the cost of constructing Alternative "J" is enormous; and WHEREAS, local and regional goals would be better met by building a High Capacity Transit (HCT) system between Seattle and Tacoma instead of a freeway, and by putting freeway dollars into the HCT system, putting people into trains and/or buses instead of cars and thereby reducing air pollution and corridor impacts; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS: section l. The SR 509/South Access Executive Committee is requested to immediately eliminate Alternative "J" from further consideration. section 2. If the Committee wishes to further consider Alternative "J", the City of Federal Way requests a public hearing within our city limits to ensure the opportunity for meaningful public input on that alternative. -3- RESOLVED BY THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, this 19th day of May , 1992.
