RESOLUTION NO. 92-116
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, AMENDING
RESOLUTION NOS. 92-92, 92-98 AND 92-110,
SETTING FORTH CITY COUNCIL PROCEDURES.
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
section 1.
Section 21 of the city Council Rules of
Procedure, adopted January 21, 1992, and amended March 17, 1992,
and May 19,1992, is hereby amended to be the section setting forth
the Council Committee procedures as follows:
SECTION 21.
COUNCIL COMMITTEES
21.1
Council committees are policy review and discussion arms
of the Council. Committees may study issues and develop
recommendations for consideration by the Council.
Committees may not take binding action on behalf of the
City.
council Committee structure shall be as determined by the
City Council in January of each year. The 1992
committees are as follows:

Suburban cities
Metro
Water Coalition
Association of Washington cities
Economic Development Council (Seattle/Pierce)
King County Council
Regional Transportation
LAND USE
City Center Study
Planning Commission Work Program
Growth Management Act
Transportation Plan

Committees shall establish regular meeting schedules;
meetings shall be held during daytime work hours unless
established by Committees.
Each committee will have staff support assigned by the
city Manager. Staff will work with the committee chairs
to set agendas, provide support materials and prepare
reports.
Summaries of each meeting will be prepared by staff and
distributed to the Mayor and Councilmembers; these
summaries will be in lieu of verbal reports at council
meetings.
The city Manager or Mayor may send issues directly to
committees for their review in lieu of being referred to
committee by the entire Council.
Committee appointments (chairs and members) shall be made
by the Mayor. The Mayor will take into account the
interests and requests of individual Councilmembers in
making committee assignments.
Membership of each committee will consist of three (3)
Councilmembers.
'The Mayor and Deputy Mayor shall be "ex officio" members
of each committee.

The Mayor will make committee assignments each January,
with members serving one (1) years terms. Except,
committee assignments made in 1992 will continue until
January, 1994.
21.10
Committee chairs may serve in that capacity for no more
than two (2) consecutive years.
Section 2.
The previous Section 21 of the City Council
Rules of Procedures entitled "Miscellaneous" is now section 22 and
the previous section 22 of the City Council Rules of Procedures
entitled "Suspension and Amendment of Rules" is now Section 23.
section 3.
The amended City Council Rules of Procedure
shall be effective as of the date of passage of this Resolution.
