Res 92-103 -------.-- RESOLUTION NO. 92-103 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, ESTABLISHING A POLICY ON THE PROVISION OF MUNICIPAL SERVICES AND PROVIDING DIRECTION TO THE CITY MANAGER ON THE USE OF PUBLIC AND PRIVATE SECTOR SERVICES. WHEREAS, the City Council of the city of Federal Way is concerned about cost-effective and efficient delivery of municipal services to the citizens of Federal Way; and, WHEREAS, the city council desires a high quality of service for citizens; and, WHEREAS, alternative methods of providing services have been explored; and, WHEREAS, after such investigation city Council has determined that high quality services can be acquired through use of private sector services, public sector contracts, and other innovative techniques; and, WHEREAS, the city Manager and city staff have the expertise and knowledge necessary to analyze alternative methods of providing services and to make recommendations to city council regarding those services; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY DOES HEREBY RESOLVE AS FOLLOWS: section 1. The City of Federal Way is committed to providing municipal services of high standards and high quality with the most cost-effective municipal work force. section 2. The city of Federal Way is committed to exploring various options for the provision of municipal services. These options include, but are not limited to, contracting with pr i va te vendors, contracting with other governmental agencies, ~ðØY . -------- ----"._-~._~.. ---~----- entering into partnerships with other agencies, forming consortia, and providing services with city staff. Section 3. The city Manager, as the city's chief executive officer, is responsible to direct staff to conduct analysis of the various services provided by the City and to make determinations as to the most cost-effective and efficient method of providing such services. Section 4. The City Manager is responsible to develop programs and activities that will result in the expansion of private sector vendors capable of providing municipal services under contract to the city.
