RESOLUTION NO.
92-104
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, DECLARING THE
CITY'S INTENT WITH RESPECT TO MERGER WITH THE
FEDERAL WAY WATER AND SEWER DISTRICT AND
DECLARING FURTHER THE CITY'S INTENT TO WORK
WITH THE WATER AND SEWER DISTRICT TO IDENTIFY
OPPORTUNITIES FOR CONTRACTING, JOINT
OPERATIONS, AND SHARING OF FACILITIES AND
STAFF.
WHEREAS, the City of Federal Way and the Federal Way
Water and Sewer District have conducted a preliminary study of
their separate operations and the potential for improved efficiency
through cooperation; and,
WHEREAS, the governing bodies of the two agencies have
determined that their respective constituents can best be served at
this time by continuing to operate as independent agencies; and,
WHEREAS, the issue of merger of the two agencies has been
the subject of much discussion and questioning which has created an
unstable
situation
for
both
the
City
and
the
District;
NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY DOES HEREBY
RESOLVE AS FOLLOWS:
section 1.
The City of Federal Way does not intend to
pursue merger between the city and the Federal Way Water and Sewer
District at this time.
section 2.
The city will continue to cooperate with the
District to better serve the constituents of both the City and the
District.

The city and the District will look for
opportunities to provide cost
effecti ve and efficient service
through
cooperation
between
the
two
agencies,
including
such
actions as contracting with each other for services, conducting
j oint operations,
sharing data,
joint planning and other such
measures which can result in improved service.
