Res 92-120 RESOLUTION NO. 92-120 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, SUPPORTING THE KING COUNTY NOVEMBER 3,1992, GENERAL ELECTION BALLOT MEASURE AUTHORIZING A COUNTYWIDE PROPERTY TAX LEVY OF $.302 PER THOUSAND DOLLAR OF ASSESSED VALUE FOR A PERIOD OF FIVE YEARS TO FUND A REGIONAL JUSTICE CENTER TO BE LOCATED IN SOUTH KING COUNTY. WHEREAS, the King County Council has approved placing on the November 3, 1992, ballot a countywide levy measure for a Phase I Regional Justice Center to be located in South King County; and WHEREAS, Federal Way is presently the largest city in the United States which does not have a jail; and WHEREAS, Federal Way, along with other South King County communities, presently spends a disproportionate amount of money to transport misdemeanor and felon defendants to the existing downtown Seattle King County Jail; and WHEREAS, Federal Way officers who spend an average of three (3) hours per trip transporting defendants to Seattle are not able to perform their primary task of preventing crime in the Federal Way Community; and WHEREAS, the Regional Justice Center will also benefit the citizens of the city of Federal Way as the Center will provide a localized booking facility, which will result in Federal Way law enforcement officers spending less time on the road transporting prisoners to downtown Seattle and more time patrolling Federal Way city and residential streets; and COpy WHEREAS, the Regional Justice Center will provide to the citizens of Federal Way, a "suburban courthouse" with twenty-three Super ior Courtrooms, judicial and Superior Court administrative services, a Prosecuting Attorney branch office, approximately nine hundred secure detention beds, a Public Defense liaison office, and a King County Police criminal Investigation Division; and WHEREAS, the King County Regional Justice Center will also provide employment for approximately seven hundred employees (judges, attorneys and professional staff, and other ancillary and support services); and WHEREAS, a Regional Justice Center located in South King County would' greatly benefit the citizens of the city of Federal Way as it will provide local access to justice; Superior Courts for property, title and other real estate matters, tax and assessment cases, probate and domestic matters, and felony criminal trials will be located in the local community; and WHEREAS, the location of the local facility will do away with the need to travel to downtown Seattle for Federal Way and South King County citizens to obtain these services; and WHEREAS, the Federal Way City Council recognizes that the siting of the Regional Facility in South King County is a major step toward decentralizing public services, and is consistent with the Growth Management Act in that it is a step toward regionalism; NOW, THEREFORE, - 2 - THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The City Council of the city of Federal Way, Washington, supports the King County November 3, 1992, general election ballot measure authorizing a countywide property tax levy of $.302 per thousand of assessed value for a period of five (5) years to finance the design, construction and operations of a Regional Justice Center to be located in South King County.
