A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF FEDERAL WAY, WASHINGTON, SUPPORTING THE
EFFORT OF THE COMMITTEE KNOWN AS THE SALTWATER
RIDGE FEASIBILITY TASK FORCE, INCLUDING
REPRESENTATIVES FROM AFFECTED MUNICIPALITIES
AND FIRE DISTRICTS IN THE SALTWATER RIDGE
AREA, TO STUDY THE POTENTIAL COSTS AND
BENEFITS OF FIRE DISTRICT MERGER(S) ,
ANNEXATIONS AND SERVICE PROVISIONS AMONG THE
PARTICIPATING DISTRICTS.
WHEREAS, Municipalities and Fire Protection Districts are
charged with protecting and promoting the public interest; and
WHEREAS,
the Growth Management Act
of
1990
directs
the
promotion of contiguous and orderly development and the provision
of urban services; and
WHEREAS, the city of Federal Way finds that it is in the best
interest of the political subdivisions to work together to study
the impacts of major decisions affecting numerous jurisdictions;
and
WHEREAS, many of the cities and fire districts within the
Saltwater Ridge area serving the communities of Burien, Des Moines,
Federal
Way,
Normandy
Park
and
Sea
Tac
are
considering
a
cooperative
action
to
explore
methods
and
alternatives
for
providing fire and emergency medical services which may improve
service and/or reduce costs; and
WHEREAS, regional planning and cooperation such as this meets
the spirit of growth management laws; and
WHEREAS, the Participating Fire Districts in the Saltwater
Ridge Feasibility Task Force have agreed with the Participating

cities that the Fire Districts will be wholly responsible for any
and all costs of the study of fire service mergers, annexations and
service
delivery alterations
incurred
in
the
course
of
this
project; and
WHEREAS, the results of this study are not binding on any of
the Task Force Participating cities or Participating Fire
Districts, as each entity shall retain full right and
responsibility for all policy-making decisions within its
respective jurisdiction; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY DOES HEREBY
RESOLVE AS FOLLOWS:
Section 1.
The city of Federal Way by this Resolution
supports the actions of the Saltwater Ridge Feasibility Task Force
to study mergers, annexations and related service delivery issues
related to the provision of fire services in the Saltwater Ridge
Area.
Section 2.
Support rendered to the effort by the City of
Federal Way shall include contribution of staff time required for
any necessary data collection, but shall not include monetary
support.
