FINAL PLAT OF GROUSEPOINTE II, KING COUNTY

S89POO18, FEDERAL WAY FILE NO. ILA-90-PP19,
AND GROUSEPOINTE III, KING COUNTY BUILDING AND
LAND DEVELOPMENT FILE NO. S89PO062, FEDERAL
WAY NO. ILA-90-PP21, WITH CONDITIONS.
WHEREAS, the preliminary plat for Grousepointe II, King County
Building and Land Development File No. S89POO18 and City of Federal
Way File No. ILA-90-PP19, was approved subject to conditions on
February 20, 1990, by King County Ordinance No. 9326; and
WHEREAS,
the preliminary plat for Grousepointe
III,
King
County Building and Land Development File No. S89PO062 and City of
Federal Way No. ILA-90-PP21, was approved subject to conditions on
June 5, 1990, by Federal Way Resolution No. 90-33; and
WHEREAS, the applicant submitted the application for final
plat for Grousepoint II and Grousepoint III within the required
time of receiving approval for the above-referenced preliminary
plats; and
WHEREAS,
ci ty of Federal Way Community Development staff,
having reviewed the proposed final plats for their conformance to
the conditions of the preliminary plats; and
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY
HEREBY RESOLVES AS FOLLOWS:

Severability.
If any section,
sentence,
clause or phrase of this resolution should be held to be invalid or
unconstitutional

constitutionality of any other section, sentence, clause or phrase
of this resolution.
Section 5.
Ratification.
Any act consistent with the
authority and prior to the effective date of the resolution is
hereby ratified and affirmed.
Section 6.
Effective Date.
This resolution shall be
effective immediately upon passage by the Federal Way City Council.

An environmental impact statement is not required. See
Section U. of the preliminary report to the Zoning añ<J
Subdivision Examiner dated October 5, 1989 (Exhlbit II)
and the 8uilding and Land Development Division's Threshold
Determination of Nonsignificance (DNS) dated September 5,
1989 (Exhibit 14). The Division's determination was
appealed by Debra G. Ertel, representing D.LR.E., on
September 2D, 1989. However, the appellant did not appear
at the December 5, 1989 public hearing to «);,sider that
appeal. The appeal was therefore dismissed.

The 8uilding and Land Development Oivision recommends
approval of the proposed plat subject to 16 conditions of
final plat approval. These conditions are set forth as
recommended in coridition nos. I through 14 and 16 on pages
9 through II of the Division's report to the Examiner
(Exhibit II), and as Exhibit 19, which proposes a revised
recommended condition lIS generally as contained in the
examiner's recommendation on page 3 of this report.
The applicant accepts the Division's report and all
recommended conditions of final plat approval contained
therein. No party or agency appeared to oppose or express
concern regarding the proposed plat.

Except as noted above, the facts, analysis and
recommendation presented in"'êhe Division of 8u'hding and
Land Development Preliminary 'Report dated October 5, 1989
(published September 13, 1989) are uncontested and they
are incorporated here by reference. A copy of the
Oivision of 8uilding and Land Development report (Exhibit
II) will be attached to the copies of the examiner's
report which are submitted to the King County Council.
CONCLUSIONS:
I.
Based upon the whole record, and accordin.g substantial
weight to the determination of environmental significance
made by the Division of 8uilding and Land Development, it
is concluded that approval of this subdivision as
recommended below would not constitute a major action
significantly affecting the quality of the environment.
All evidence of environmental impact relating to the
proposed action and reasonable alternatives to the
proposed action have been included in the review and
consideration of this action.

objectives of the Comprehensive Plan, Subdivision and

notice of appeal must be filed with the Clerk of the King -
County Council with a fee of ~70.00 (check payable to King
County Office of Finance) on or before February 14, 1990. If a
notice of appeal is filed, tbe original and 6 copies of a
written appeal statement specifying the basis for the -appeal
and argument In support of the. appeal must be filed with the
Clerk of the King County Council on or before February 21,
1990. If a written notice of appeal and filing fee are not
filed within 14 calendar days of the date of this report, or If

The Subdivision Technical Committee of King County has
conducted an on-site examination of the subject property and
has discussed the proposed development with the applicant to
clarify technical details of the application and to deter-
mine the compatibility of this project with applicable King
County plans and codes and other official documents regulat-
ing this development. .

THRESHOLD DETERMTNlITION OF ENvTRONHENTlIL sr~~rFrCl\NCE:
Pursuant to the State Environmental Policy Act (SEPA) ,
Rew 43.21C, the responsible official of the Building and
Land Development Division (BALD) issued a threshold determi-
nation of non-significance (DNS) for the proposed develop-
ment on September 5, 1989. This determination is based on
the review of the environmental checklist and other perti-
nent documents, resulting in the conclusion that the pro-
posal would not caUse probable significant adverse impacts
on the environment. Therefore, an environmental impact
statement (ErS) was not required prior to proceeding with
the review process.
Agencies, affected tribes and the public were offered the
opportunity to comment on or appeal the determination for

1. Topography: The north and northwesterly portions of
the site have'slopes of approximately 10\ or less. The
southerly 2/3 of the site is fairly flat with one small
depression in the southwest corner of the site.
Soils: One surface soil is found on this site per King
County Soil Survey, 1973.

J¡g,Ç;, - Alderwood gravely, sandy loam, 6-15\ slopes.
Runoff is slow to medium and the hazard of erosion is
moderate. This soil has a moderate limitation for
foundations, due to a . seasonally high water table and
slope. It has a severe limitation for septic tank
filter fields due to very slow permeability in the
substratum.

Hydrography: According to the King County Sensitive
Areas Folio, no mapped hydrographic fe~tures exist on
or near this site. -
, According to the Conservation District. maps, the site
is characterized by a seasonal high water table.
4.
Vegetation: This site is moderately wooded with a
second and third-growth mixture of coniferous and
broad-leafed trees native to the Pacific Northwest.
Second-story vegetation. and qroundcover consists of
Northwest native species including salal, sword fern,
berry vines and grasses.
5.
Wildlife: Small birds and animals undoubtedly inhabit
this site: however, their population and species are
limited due to nearby development.
6.
Mapped Sensitive Areas: The Sensitive Areas Map Folio
does not identify any Class III (severe) hazard areas

or mapped wetlands as being present on this site.
NEIGHBORHOOD CHARACTERISTICS:
The property lies in an area desiqnated in the King County
Comprehensive Plan as an urban area. Existing residentia1
urban deve10pment of simi1ar density exists to the north,
east, and south. Larger SUburban sized lots lie to the west
and southwest.
The site itSe1f has an abandoned residence and several
out-buildings which will be removed.
GENERlIL DESIGN:

Internal Circulation: Access will be provided to
30th Ave. S.W. via S.W. 342nd st., a proposed half-
street roadway. The proposed lots will be served by
31st Ave. S.W., which will extend southerly, from
S.W. 342nd st. and terminate with a permanent
cul-de-sac.
2.
Lot Pattern: The proposed lot and street layout is in
conformance with the current SUburban-Residential
zoning and King County's H87 road standards. The
appUcant is also using the provisions of Ordinance
No. 8642 which allows street area to be credited to the
lot area. -
TRlINSPORTATION prANS:
1.
Traffic Generation: It is eXpected that approximately
190 vehicle trips per day will be generated with full
deve1opment of the proposed division. This calculation
inc1udes service vehicles (i.e. mail delivery, garbage
pick-up, school bus) which may currently serve this
neighborhood, work tX:ips, shopping, etc.
Subdivision Access: The subdivision will be accessed
by S.W. 344th St. on the south, 30th Ave. S.W. on the
east, and S.W. 342nd st. (constructed as a half-street
by the appUcant) on the north. Direct- lot access will
be from a proposed internal road (31st Ave. S.W.).

Adequacy of Arterial Roads: This proposal has been
reviewed under both SEPA and the criteria in King
county Ordinances 7544 and 8052, Adequacy of Existing
Roadways and Intersections.
The peak-hour traffic generated by this subdivision
falls below the threshold requiring mitigation (ten
peak-hour, peak-direction trips).

Federal Way School District indicates that Brigadoon
EleJDentary School is at capacity, while the other
schools would still reJDain under capacity.
Federal Way School District could request that King
County either delay plat development until such time
that increased enrollment can be accoJlUDodated, or con-
dition approval of the plat to require the developer to
contribute funds, on a pro-rata basis, to construct
additional classrooJD facilities. At this time, the
Federal Way School District does not have an interlocal
ag~ement with King County to collect pro-rata shares
for development impacting school facilities. Without
this formal mechanism, the County is unable to collect
monetary coJDpensation for impacts development may have
on their facilities. The County is in the process of
working with the various county school districts in an
effort to develop a process to mitigate impacts.
Resolution of this matter may occur in approximately
DeceJDber, 1989.

Olympic View, located west of 32nd Ave. S.W. and north

KCC 19.38 requires subdivisions of 10 acres or larger
in this zone classification to either provide on-site

for establishment and maintenance of neighborhood
parks. Since this application consists of less than
10 acres, there are no open space requirements for this
subdivision.

Fire Protection: The Certificate of Water Availability
from the City of Tacoma indicates that water is pre-
sently available to the site in sufficient quantity to
satisfy King County Fire Flow Standards.
Prior to final recording of the plat, the water service
facilities providing distribution within the plat must
be either in place or bonded to meet King County Fire
Flow Standards.
UTILITIES:

Sewage Disposal: The applicant proposes to serve the
subject subdivision by means of a public sewer system
managed by the Federal.Way Sewer District.
A Certificate of Sewer Availability, dated February 16,
1989, indicates this sewer district's capability to
serve the proposed development (see Attachment -!o) .
The Health Department has recommended preliminary
approval of this proposed method of sewage disposal
(see Attachment :1), and the Building and Land Develop-
ment Division concurs with this recommendation.
The subject property is located within a Local Service
Area as identified by the King County Sewage General

The Subdivision Technical Committee has identified two Ininor
issues involved in the prelilninary review and recoIlllnenda-
tions of this report.
The !irst issue deals with the right-or-way width of
Southwest 342nd Street. Access via this proposed halt-,
street along the north property line is required to be
30 teet in width. The applicant's proposed plat provides
only 18 :!eet. If the applicant can provide a deed for
30 feet of right-of-way iIlllnediately adjacent to his north
property line, the proposed 18 feet (as shown on the pre-
lbinary plat) is acceptable. Without the additional
30 feet of right-of-way being deeded to King County, the
applicant shall revise his plat to accolnJllodate 30 feet of
right-of-way totally within the proposed plat. This re-
design may result in a reconfiguration or reduction in the
nwnber of lots. '.Í'he Subdivision Technical CoIlllnittee under-
stands the applicant is in the process of obtaining the
additional right-of-way and does not anticipate any
problelns.
Related to the above access issue is the STC's decision to
prohibit direct vehicular access to S.W. 344th st. and
30th Avenue Southwest. These roads are classified
neighborhood collectors, which are the highest non-arterial
ratings King County places on its roads. The purpose for
this decision is to alleviate access conflicts (drive",ay

entrances) "hich "ould impede the operation of traffic on
the respective road"ays (1987 King County Road Standards -

CONCLUSIONS:
The subject subdivision "ill comply vith the goals and
objectives of the King County Comprehensive Plan and "ill
comply vith the requirements of the Subdivision and Zoning
Codes and other official land use controls of King County,
based on the conditions for final plat approval.
RECOMMF.ND^TIONS:
It is recommended that the subject subdivision,
submitted/revised and received Harch 28, 1989, be granted
preliminary approval, subject to the follo"ing conditions of
final approval:

Compliance with all platting' provisions of Title J.9 of
the King County Code.
All persons having an o"",,ership interest in the subject
property shall sign on the face of the/final plat a
dedication which includes the language set forth in

In some cases, on-site infiltration systems may be
accepted for detention for the l2tI< depending on
soil conditions. To determine the suitability of
the soil for infiltration systelns, a soils report
that includes percolation tests and a soil log
taken at 6-foot Ininilnum depth shall be submitted
by a professional engineer, or soil specialist.
This shall include, at a Ininimum, information on
soil texture, depth to. seasonal high water and the
occurrence of mottling and impervious layers. The
report shall also address potential down gradient
impacts due to increased hydraulic loading on
slopes and structures. Soil permeability data
obtained from the design of the s'eptic system may
be used for the drywell rete'ntión system, provii'led
data is submitted verifying that no impervious
layer exists within 6 feet of the soil surface. .
If the soils report is approved, the infiltration
systems shall be installed at the time of the
building permit. A .note to this effect shall be
placed on the map page of the recorded document.
The drainage plan and the recorded document shall
indicate each lot approved for infiltration.
Include with the drainage plan a downstream
analysis. This analysis must extend for a minimum
distance of 1/4 mile from the point of release of
each flow discharging from the site. The analysis
must address any existing problems with flooding,
capacity, overtopping, scouring, sloughing,
erosion or sedimentation of any drainage facility,
whether natural or man-made. Probable impacts due
to construction of'the project must also be add-
ressed with respect to these same concerns. Where
this analysis reveals more restrictive conditions,
more stringent drainage controls may be required
than would otherwise be necessary for a project of
this type. These controls may include additional
on-site rate and/or volume controls, off-site
improvements, or a combination of both. Any off-
site improvements will require thè approval of all
affected property owners.

nation of non-significance (DNS for the proposed deVelop-
ment.on November 21,.1989. This determination is based on
the review of the environmentAl checklist And other perti-
nent'documents, resulting in the conclusion that the pro-
posd would not cause probable significant Adverse impacts

NATURAL EtlVTRONMENT:

Topography: The site slopes downwards from the east to
. the west. The grade is approximately 10-12\ in the
,eastern area of the site, reducing to 2-5\ in the west-
'ern half. .

.Soils: . One type of surface soil is found on this site
per King County soil Survey, 197J.

The entire site is classified Age.
å9:S; - Alderwood gravely, sandy loam. 6-15\ slopes.
Runoff is slow to msdium and the hazard of erosion
is moderate. This soil has a moderate limitation
for foundations, due to a seasonally high Water
table and slope. It has a Severe limitation- for
septic tank filter fields due to very slow permea-
bility in the substratum.
Hydrography: No mapped hydrographic features exist on
this site. The site lies within the lower Puget Sound'
sub-basin of the Puget Sound drainage basin.

Vegetation: This site is primarily covered with
pasture grasses. Very scattered evergreen trees and
brush occur in limited numbers.

.Wildlife: Small birds and animals undoubtedly inhabit
this site; however, their Population and species are
limited due to nearby development and the lack of.
substantial vegetation on-site. No special or en-
dangered species are kno\m to exist on or near the
property.

does not identify any class III (severe) hazard areas

IInCHDORHOOD CHARACTERISTIC":;:
The property lies in the Federal Way area, approx1mately
1/4 mile northeast ot the City of Tacoma. The illlJ\\ediate
vicinity ot the proposal is tairly urbanized, with a few
large adjacent parcels in the process ot development.
Immediately north ot the site is the subdivision ot Terhune
Addition, with lots sizes in the 7,200-square-toot range.
East ot the site is the subdivision of Aldecdale Division 2
which also has lot sizes ot approx1mately 7,:200 square teet:
Southeast of the site across 30th Ave. S.E. is the plat of
Grousepointe, currently under construction. Bordering the
eastern one-third of the 'proposal to the south' is the pre-
liminarily approved plat of Grousepointe II, with 19 lots.
On the rest of the south border and on the west borders are
tracts ranging from 1 to 3 acres in size.

The site itself is vacant.

GENERAr. DESIG/{:
1.
Internal Circulation: The internal roadway section
will be constructed to urban standards. The road will
extend directly west from one location on 30th Ave.
S.W. and terminate close to the western border of the
site with a temporary cul-de-sac.
Lot Pattern: The proposed lot and street layout will
be in conformance with King County codes and policies,
with the implementation of Condition 13. The King
County Road Standards require 30 feet of width for a
half-street, which the applicant is proposing for this
project.

TRANSPORTATION PIoAl:!:¿:

Traffic Generation: It is expected that approximately
120 vehicle trips per day will be ge'1erated with full
development ot the proposed. division. This calculation
includes service vehicles (i.e. mail delivery, garbage
pick-up, school bus) which may currently eerve this
neighborhood, work trips, shopping, etc.

Subdivision Access: Drivers leaving the project will
gain access to the main arterial system by proceeding
north on 30th Ave. S.W., turning right on 336th Way
S. W. and turning onto 21st Avenue Southwest.
3.
Adequacy ot Arterial Roads: This proposal has be-en
reviewed under both SEPA and the criteria in King
County Ordinances 7544' and 8052, Adequacy ot Existing
Roadways and Intersections. The peak-hour traffic
generated by this subdivision falls below the threshold
requiring mitigation (ten peak-hour, peak-direction
trips). The existing arterial system will accommodate
the increased traffic volwne generated by this
proposal.
Transportation Plans: The subject subdivision is not
in conflict with any King County transportation plan,

,Sewage DispoBal: The applicant propoees to eerve the
subject subdivision by means of a public sewer system
managed by the Federal Way Sewer and Water District. A
Certificate of Sewer Availability, dated April 6, 1989,
indicates this sewer district's capability to serve the
proposed development (Bee Attachment 3). The Health
Department has recommended preliminary approval of this
proposed method of sewage disposal. The Building and
Land Development Division concurs with this
recommenda tion.

.Water SUpply: The applicant proposes to serve the
'subject subdivision with a public' water supply and dis-
tribution system managed by the Federal Way Sewer and
Water District. A Certificate of Water Availability,
dated April 14, 1989, indicates this district's capa-
bility to serve the proposed development. The Health
Department has recommended preliminary approval of this
prOposed method of water sUpply. The Building and Land
Development Division concurs with the Health Depart-
ment's recommendation.

specirications described in KCRS 7.04 and, if
non-metallic, the pipe shall contain wire or
other acceptable detection feature.

Drainage easements are required for drainage

taken at 6-foot minimum depth shall be submitted
by a profeosional engineer, or soil spec1e:list.
This shall include, at a minimum, infotiaatiòn .on
soil texture, depth to seasonal high water bnd the
occurrence of mottling and impervious layers. The
report shall also address potential down gradient
impacts due to increased hydraulic loading on
slopes and structures. Soil permeability data
obtained from the design at the septic system may
be used tor the dryvell retention system, provided
data is submitted verifying that no impervious
layer exists within 6 feet at the soil surtace.
It the soils report is approved, the intiltration
systems shall be installed at the time of the
building permit. A note to this e!tect sholl be
placed on the map page of the recorded document.
The drainage plan and the recorded document sholl
indicate each lot approved tor intiltration.

Include with the drainage plan a downstream
analysis,. This analysis must extend tor a minimum
distance ot 1/4 mile trom the point at release ot
each flow discharging trom the site. The analysis
must address any existing problems with !1oodinq,
capacity, overtopping., scouring, sloughing,
erosion or sedimentation of any drainage tacility,
whether natural or man-made. Probable impacts due
to construction of the project must also be ad-
dressed with respect to these same concerns.
Where this analysis reveals more restrictive
conditions, more stringent drainage controls may
be requir.ed than would otheNise be necessary tor
a proj ect ot this type. These controls may
include additional on-site rate and/or volume
controls, oft-site improvements, or a combination
of both. Any oft- site improvements will require
the approval of all aftected property owners.

Current standard notes and ESC notes, as
established by BALD engineering review, shall be
place,4 on the eng ineered plans.
The tollowing notes shall be provided on the map
page of the recorded document:

"All building downspouts, tooting drains and
drains tram all impervious surtaces such as patios
and driveways sholl be connected to the approved
permanent storm drain outlet as shown on the
approved construction ðrawings , on

plan shall be submitted with the application ot

ðrains must be constructed and approved prior to

lots that are designated for "Individual lot
intiltration systems, the systems sholl be con-

shall comply with plans on tile at the Public
Works Record Center."

Thirtieth Avenue Southwest shall be improved with curb,
gutter, and sidewalk where it abuts this site.
